澧县建设用地集约利用及潜力评价研究

摘要
现阶段,我国正处于加快推进工业化、现代化、城镇化的发展阶段,发展过程中用地量也大大增加,与此同时,我国城市土地利用的问题和矛盾也日益尖锐,全国大部分地区呈现各类建设用地全面扩张的态势。因此,对建设用地集约利用水平和集约利用潜力进行评价,有着十分重要的理论意义和现实意义。
     本文以常德澧县建设用地集约利用及潜力评价为研究对象,在汲取国内外先进的相关理论和研究方法的基础上,通过对所收集资料的系统分析,采用多因素综合评价法建立综合评价指标体系,对澧县建设用地集约利用水平进行科学评价,并设计建设用地集约利用相关规划控制标准,计算了澧县建设用地集约利用潜力,最后,提出建设用地集约利用的措施和建议。本文主要包括以下内容:
     (1)介绍了论文的研究背景,综述分析建设用地集约利用的内涵及有关理论基础,为本文研究奠定基础。
     (2)澧县建设用地集约利用水平分析,在分析澧县建设用地利用现状的基础上,首先构建了建设用地集约利用评价指标体系,对澧县建设用地集约利用水平进行评价,得出澧县建设用地集约利用等级为Ⅳ级,说明建设用地集约利用未达到要求,土地利用方式较为粗放。
     (3)设计建设用地集约利用相关规划控制标准。根据评价的结果,结合澧县的实际情况与国家、行业的相关标准,按照建设用地类型和用途两个层面来设计规划控制指标。
     (4)对澧县建设用地集约利用潜力进行评价,得出澧县建设用地集约利用潜力综合指数为2.96919,属于第三级,可以认定澧县的建设用地集约利用潜力属于中等偏上,土地利用没有达到最优集约利用状态,属于相对粗放的利用,尚有潜力可挖掘,并根据现实潜力,进一步构建澧县各类建设用地潜力评级图。
     (5)提出建设用地集约利用的对策与建议。
     (6)结论与展望。
In present stage, Our country is being in speeds up the advancement industrialization, modernized, the urbanization development phase, following the land quantity greatly increases. At the same time, Our country city land utilization's question and contradictory is also incisive day by day. The situation that each kind of construction land comprehensive expansion appears in the national most districts .So, it is of considerable theoretical and realistic significance to carry on the appraisal to construction land intensive utilization and the evaluation of the potential.
     In this paper, it takes construction land intensive utilization and potential evaluation in Li-Xian as an example. A comprehensive evaluation index system by the multi-factor comprehensive evaluation is used to evaluate scientifically the current status and potential of construction land intensive use in Li-Xian on the basis of learning from the advanced theory and research methods in domestic and foreign, and the system analysis have been made to the collected information. At the same time, the author designed the construction land intensive use related plan control standard, then the author has calculated the potential of construction land intensive use in Li-Xian. Finally, she proposed the construction land intensive use measure and the suggestion. This article mainly includes the following content.
     (1) The background of the paper's topic was introduced. And Analysis of the concept and connotation of intensive use of construction land and the theories becomes the foundation of this paper.
     (2) Establishment of analysis of intensive construction land utilization in Li-Xian. On the basis of analyzing the reality of construction land use in Li-Xian district, the author constructed an evaluating index system of Li-Xian intensive land use and made an rational evaluation on the level of the intensive use of construction land in this district, and had gotten the value of every index as well as the standardized value of the composite indexes of intensive construction land use level in Li-Xian. The conclusion for the district construction land intensive use rank is belongs to the IV grade level, showing construction land intensive use has not met the requirements and the land utilization way is more extensive.
     (3) Designed construction land intensive use related planning control indicators. In accordance with the intensive land utilization evaluation results and considering the reality of Li-Xian and related national or Profession standards, designed the control indicators according to the construction land type.
     (4) Carried on the appraisal intensive to the potential of the construction land use in Li-Xian. The conclusion that the composite index of the potential of the construction land intensive use is 2.96919, belonging to the III grade level, that is the middle of the partial on the level, that is to say the region is far from attaining optimal use of construction land intensive and there are existing that construction land use extensive, and greater potential to tap. At the same time, according to realistic potential, the author established the potential rating chart of each kind of construction land uses in Li-Xian.
     (5) The author advanced the practical measures and suggestions on promoting the status of economical and intensive construction land use in Li-Xian District.
