孵化器的风险管理研究
摘要
孵化器作为我国科学技术创新体系中的重要组成部分，正受到更多的关注。随着各种不确定因素的增长和信息的不完备与非对称分布，孵化器将面临着更多更复杂的风险。然而由于人才的缺乏以及制度环境的制约，我国孵化器的风险管理制度建设已经无法跟上其整体的发展步伐，因此研究孵化器的风险管理具有重大的现实意义。
本论文从孵化器的基本理论入手，阐述了孵化器的相关基本概念和风险管理的理论基础。在此基础之上，论文结合我国孵化器的实际发展情况，对孵化器的风险因素进行了识别和分析，基于系统风险分析的结果，本文得出了孵化风险是孵化器的核心风险而决策风险及种子风险是与孵化风险直接相关的关键风险这一结论，并由此提出了对孵化器中的所有风险，实行系统集成的全面风险管理的观点。文中根据风险因素分析的结果建立了孵化器全面风险管理系统并分别针对决策风险和种子风险展开了单风险因素分析，在研究过程中借助系统工程、风险管理、投资学等相关理论，借鉴性地运用各种灵活多样的风险识别、风险分析、风险评估的手段对孵化器的决策风险和种子风险展开了较为全面深入的风险管理研究，提出了一套独特的决策风险管理办法及种子风险评价办法。
As an important part of science and technology innovation system in our country, the incubator has developed in china for about 12 years. More and more people and companies have pad more attention to business incubator, which has specialized background and corporately operation. On condition of market economy, with intensely market competition and large amount of uncertain factors, the business incubator face more risks then ever before. As a result, it' s necessary to develop the incubator quickly and healthily. So systematically researching into the theory of risk management of business incubator and putting forward to the preventing countermeasures to incubator risk will have great significance and practical values. Behalf on the manager of business incubator, this paper discuss the risk management of business incubator deeply and systematically. Starting with the basic theories of business incubator and risk management, this paper displays the related basic concepts of business incubator and the theoretical bases of risk management. On this basis, this paper put forward a business incubator risk system structure chart and a risk management system. It also discusses the decision risk and seed risk emphatically, and analysis their forming mechanisms and effects. With the help of theories such as the systems engineering, the investment theory and risk management theory, this paper presents to use the all-round risk management system to control the all-round risk in incubator.
