面向自主创新的高新技术企业信息服务市场研究

摘要
“科学技术是第一生产力”这一重要论断的提出距今已有24年,实践证明这一论断是正确的,是经得住时间考验的。科学技术作为第一生产力已成为经济发展坚实的基础,并推动经济和社会的全面进步。进入21世纪后,我国提出将经济的增长方式由粗放型向集约型转变。高新技术企业不同于传统的企业,其对资源消耗较低,但产品具有高附加值,同时绿色环保。各地方政府纷纷出台鼓励高新技术企业发展的政策法规,对其提供资金支持及减免税收,帮助高新技术企业成长壮大。而要发展高新技术产业离不开自主创新能力的提高。自主创新能力已经被政府、企业视为发展高新技术产业的重中之重。胡锦涛主席在十七大报告中强调“提高自主创新能力,建设创新型国家。这是国家发展战略的核心,是提高综合国力的关键。要坚持走中国特色自主创新道路,把增强自主创新能力贯彻到现代化建设各个方面。”由于人才资源缺乏,研发资金投入不足,投资风险大等问题,我国企业以往多以模仿或引进国外先进技术应用于产品的生产,自主创新能力薄弱。如何提高高新技术企业自主创新能力成为当前摆在政府和企业面前的一大难题。
     高新技术企业自主创新的本质是一个信息过程,信息是高新技术企业自主创新的基础和成功的保证。信息作用于高新技术企业自主创新的每一个阶段,不论是自主创新战略的制定、项目论证、产品研发、产品生产,还是技术扩散等过程,无不充满着信息的产生、传递和运用等活动。为满足高新技术企业自主创新的信息需求,本文在通过文献研究法收集大量文献资料的基础上,采用问卷调查法等实证研究方法来分析高新技术企业信息服务市场的供需情况,以合肥市高新技术企业信息服务市场为例,提出完善信息服务市场的相关建议,从而为高新技术企业技术创新提供时效性好、价值高、质量好、针对性强、全面系统的信息资源,帮助高新技术企业开辟符合自身特征的自主创新路径并制定出相应的自主创新对策。
     本文共分为六个部分,各部分主要内容概述如下:
     第一章是引言。主要阐述研究目的及意义、研究思路、研究方法、创新点以及国内外学者针对企业自主创新和信息服务市场的相关研究文献进行综述。
     第二章是信息服务市场的相关理论。主要是对信息服务的概念,信息服务市场的内涵与外延、结构、特征、类型等进行详细阐述。
     第三章先对我国信息服务市场的发展进行概述,然后详细分析了面向自主创新的高新技术企业信息需求及信息供给情况。
     第四章通过发放问卷调查合肥市高新技术企业的信息供需情况,经过对调查数据的整理和分析,指出合肥市高新技术企业信息服务市场存在的问题。
     第五章从政府,高新技术企业、社会公众三个角度着手,提出完善高新技术企业信息服务市场的建议。
     第六章是结论与展望。
Science and technology is the power economic development and solid foundation. Especially in the knowledge economy age, high-tech industries become the power of technological progress and promote economic growth. Due to the technology intensive, knowledge intensive, capital intensive, manpower intensive are the characteristics of high-tech, it has very strong radiation ability. Therefore, it can not only increase the development of traditional industry added value, promote the entire national economy, but also be able to drive the progress of social education, health care and other areas. To the development of high-tech industries cannot leave the improvement of independent innovation ability. The ability of independent innovation has been regarded as the key of the development of high-tech industries by the government and enterprises. In the report of the party's seventeenth conference, Comrade Hu Jingtao has emphasized "Improving the ability of independent innovation, building the innovative country. This is the core of the national development strategy, the key of improving the comprehensive national strength. To insist on the road of independent innovation with Chinese characteristics, enhanced the ability of independent innovation carry out on modern construction each aspect. High-tech enterprises always lack of human resources, the investment of research and development is insufficient, and investment risk is big. Our high-tech enterprises always imitate or introduce advanced foreign technology to produce products, the independent innovation ability weak. To improve independent innovation ability of the high-tech enterprises have become a difficult problem for the government and enterprises in the presence.
     The essence of high-tech enterprises'independent innovation ability is a information process. The information is the foundation and guarantee of success for high-tech enterprises'independent innovation. The information can affect each stage of high-tech enterprises'independent innovation. In order to meet the information demand of high-tech enterprises'independent innovation, we did a lot of literature research by collecting a large number of literatures. By questionnaire and interview method to analyze supply and demand of market for the high-tech enterprises' information service. Take Hefei high-tech enterprises'information service market for example, this paper put forward to related suggestions in order to improve the information service market, so as to provide the timeliness, high value, good quality, targeted and comprehensive system of information resources for high-tech enterprises'technology innovation. We hope to help high-tech enterprises opening up the independent innovation path of their own characteristics, and making corresponding countermeasures of independent innovation.
     This papers is divided into six sections, each section is summarized as follows:
     The first section is an introduction, mainly on the background and significance of topics, research ideas, methods and innovation. Scholars both at home and abroad for the enterprise independent innovation and information service of market research literatures were reviewed in this paper.
     Section II is theories on information service market, mainly on the concept of information service, the connotation and denotation of information service market, structure, characteristics, types of information service market, etc.
     Section III is summarized the development of the Chinese information service market at first, and then analysis the demand and supply information for the high-tech enterprises independent innovation in detail.
     Section IV looks into supply and demand in formation for Hefei high-tech enterprises through the questionnaire. By analysis the survey data, then we point out the problems of Hefei information service market.
     Section V advises the improvement of high-tech enterprises from the government, high-tech enterprise, information service provider three perspectives.
     Section VI concludes the paper by making advice on as well as envisaging the future research.
