北京联通室内覆盖工程的项目管理研究

摘要
随着电信行业重组改革不断深化,电信市场竞争日益激烈,北京联通每年都有大量的工程项目启动,而北京联通一直采用的职能型工程管理模式已经不能适应现代企业发展的需要。在新的市场形势下,对工程项目建设的出成本、进度、控制提出了更高的要求。基于此,以提高通信网络建设的管理水平的通信工程项目管理,正逐渐成为运营商的一种全新的竞争能力。
相对于强大的竞争对手,北京联通无论从网络质量、用户数量和公司利润等方面还存在着很大的差距。虽然我们的工程项目管理实践已经有好几年的时间,并逐步形成了一套工程项目管理的措施和方法,但在新的形势下,项目管理的局部应用已经不能满足现状需求。
本文结合北京联通室内覆盖项目工程的实际,对北京联通室内覆盖项目规划进行了深入的分析,在此基础上制定了北京联通室内覆盖工程的项目管理流程,改变了以往各专业配合松散,工程进度拖拉,随意性大的局面,以期达到项目管理在优质、高效、有序的状态下进行,最终提高客户的满意度,这种研究对通信网络工程的建设将起到一定的参考作用。
With the continuously deepen reform of the telecommunications industry, the telecommunications market is getting increasingly competitive .Every year, a great number of construction projects were launched by Beijing Unicom, but the project management model based on functions hitherto used by Beijing Unicom is no longer able to meet the needs of the modern enterprise development. The new market situation brings forward a higher demand for the cost, schedule and control of the construction project. Based on this, construction project management, aiming to enhance the communication network construction management, is gradually becoming a new competitiveness of all operators.
There is still a big gap between Beijing Unicom and its strong competitor in terms of both network quality, the number of users and profits. Although our project management practice has been implemented for quite a few years, and a set of project management measures and methods have been formed, the partial application of project management can not satisfy the demand of the new situation any more.
Based on actual project, this paper conducts an in-depth analysis on the indoor coverage projects of Beijing Unicom, and puts forward an optimized design of the procedure for the management of these projects in this company. This design will improve the previous management with loosen coordination, sluggish schedule and considerable arbitrariness, to put project management in high-quality, efficient and orderly state, and ultimately improve customer satisfaction. This research will provide a reference to the construction of communication networks.
