放权·选择·自主办学——美国基础教育管理体制改革分析

摘要
追求学生学习优异是中国基础教育和美国基础教育的共同主题。自20世纪50年代以来美国因各种不同的缘由而掀起了数次大规模的教育改革浪潮，至今，教育体制改革的发展已经经历一段相对长的时间，教育管理体制的发展相对完善。在教育改革进程中，政府如何应对教育的市场化(或准市场化)倾向?学校的办学自主权如何有效的使用、又将受到怎样的监督和规范?这些从教育体制层面提出的问题，目前还没有进行的比较系统的研究。因此，对美国基础教育体制改革的分析将有助于我国中小学教育改革的经验学习。
美国地方分权制的教育管理体制是分析教育改革发展的一个重要背景，在此背景下，笔者并从美国20世纪50年代至今的基础教育体制改革历程做了一番梳理，然后分析教育体制改革历程中关系密切的三者(政府、学校、家长与学生)之间的关系变化，以求解答政府如何应对教育的市场化，以及学校办学自主权的扩大和家长的择校行为对学校的影响等问题。美国教育体制改革中对问题的解决，对我国近年来基础教育体制改革过程中出现的种种问题具有重要的启示作用。
Students' excellence in performance is the common subject in the basic educational reforms both China and America .Since 1950s, America has conducted several large-scaled educational reforms for various reasons. Up to the present, the reform of the educational system has developed for a relatively long time, and the educational administrative system has become much more perfect. During the course of the educational innovation, how did the government reply to the tend of marketisation ( anti-marketsation ) ? How does the school use the rights of self-determinating school? How will it be supervised and standardized? All these questions brought forward on the educational system level have not been studied systematically. Therefore, analysis of the American basic education reform can be beneficial to reference for our basic education reform.
The major background to analyze the developing course of American education reform is the decentralization of the educational administrative system. Under this background, the author reviews the history of American basic education reform from 1950s till now .After that, the author emphasize to analyze the close relationship among three subjects--government, schools and parents--during the course of
educational system reforms. The analyses are to explain how the government

answered to educational marketisation, and that questions which both the enlarging of the schools' rights of self-determinating school and parents' behaviours of school choice affect schools. That American government solved the questions in educational system reforms will give us many important revelations to our questions produced from the basic educational system innovation in recent, years.
美国地方分权制的教育管理体制是分析教育改革发展的一个重要背景，在此背景下，笔者并从美国20世纪50年代至今的基础教育体制改革历程做了一番梳理，然后分析教育体制改革历程中关系密切的三者(政府、学校、家长与学生)之间的关系变化，以求解答政府如何应对教育的市场化，以及学校办学自主权的扩大和家长的择校行为对学校的影响等问题。美国教育体制改革中对问题的解决，对我国近年来基础教育体制改革过程中出现的种种问题具有重要的启示作用。
