大型会展场馆集成化管理建设模式的研究

摘要
我国大型会展场馆业起步较晚,在会展场馆建设和经营管理观念上与工业发达国家存在差距,对大型会展场馆项目的全寿命周期缺乏集成化管理,使得决策、实施和运营阶段相互脱节,造成种种弊端,无法实现社会效益、环境效益和经济效益整体优化和项目干系人多方共赢。
     本文选择大型会展场馆项目全寿命周期集成化管理模式作为研究对象,对大型会展场馆项目全寿命周期集成化管理的原因机理、内涵、组织方法和信息系统进行探讨。论文主要从以下四个方面展开研究。
     (1)分析大型会展场馆项目前期决策阶段、项目实施阶段(包括规划设计、工程发包与设备材料采购、施工等)、项目运营阶段的特点,提出大型会展场馆项目在决策阶段的开发管理、实施阶段的项目管理、运营阶段的设施管理主要工作内容。
     (2)分析大型会展场馆项目全寿命周期集成化管理的必要性及作用,对大型会展场馆项目全寿命周期费用和质量、资源输入输出以及信息生成和转换等方面分析其发生机理,提出大型会展场馆项目全寿命周期集成化管理模式的内涵和思路。
     (3)基于对大型会展场馆项目阶段集成化管理模式优缺点的分析,提出构造大型会展场馆项目全寿命周期集成化管理模式的基本原则、物理组织和功能组织基础、职责体系、知识集成基础以及核心团队建设等,对大型会展场馆项目全寿命周期集成化管理模式的应用提出总体说明。
     (4)以大型会展场馆项目运营为导向,对大型会展场馆项目全寿命周期集成化管理信息系统进行需求分析,提出信息集成转换模型(包括集成关系模型、集成要素模型以及集成映射模型),对系统基本功能框架、层次化框架以及运行整体框架进行总体设计;并提出系统实现的主要关键技术。
The construction and operation of large convention and exhibition halls is a relatively recent event in China.There still exists a gap in some aspects of exhibition hall construction and operational management techniques when compared to those used in western developed countries.As Life Cycle Integrated Management is not applied in large convention and exhibition hall projects,the project planning,project construction,and project operation phases are made in isolation,and this has lead to mistakes in those processes,and the entire and intended optimization of social, environmental & economic benefits as well as the double-win of project participants has not been fully realized. This paper focuses on Life Cycle Integrated Management Mode of large convention and exhibition hall projects as the study objective,and makes further discussion on decision mechanisms,connotation,organizing methods and the integration system of Life Cycle Integrated Management of large convention and exhibition hall projects. This paper undertakes this study and accomplishes the objectives mainly in the following four aspects:
     1.This paper introduces the specialties of varied phases such as project prophase decision,project implementation(including planning and design,project tendering and, equipment and materials procurement,project construction etc.) and project operation of large convention and exhibition halls,and summarizes the relevant main tasks of Development Management(DM) in decision phase,Project Management on behalf of the Owner(OPM) in implementation phase and Facility Management(FM) in operation phase.
     2.This paper analyses the necessity and effect of Life Cycle Integrated Management of large convention and exhibition hall projects.In addition,this paper also analyses the affect mechanism of its cost & quality,input-output of resource,information production & conversion,and put forwards the relevant connotation and train of thoughts.
     3.Based on the analysis of the advantage & disadvantage projections of the Project Phase Integrated Management Mode of large convention and exhibition halls,this paper brings forward the basic principles,physical & functional organization basis, responsibility system,information integration and dissemination and core team-building of Life Cycle Integrated Management of large convention and exhibition hall projects,and demonstrates the application of Life Cycle Integrated Management Mode of large convention and exhibition hall projects.
     4.In the guidance of project operations of large convention and exhibition halls,this paper analyses the requirements of Life Cycle Integrated Management Information Systems of large convention and exhibition hall projects,brings forward the related information integration conversion model(including integration relation model, integration element model,and the integration mapping model),makes the systematic design of the functional framework,hierarchical framework and the general organization framework,and advances the key techniques that are required to realize the system.
