城市园林绿化综合管理信息系统研建

摘要
城市园林绿化系统状况是衡量城市文明和城市现代化的重要标志,其建设倍关注,许多城市都在进行绿地生态建设,积极扩大绿地面积、提高绿地覆盖率、优化绿化结构,同时也越来越注重城市园林绿化事业的科学管理和信息系统的建设。城市道路、路灯、桥梁、给排水等市政设施是城市经济、科技、社会发展水平高低的重要标志,也是城市防灾、救灾的必要保证。而目前行业管理中遇到不少问题,包括管理中缺乏有效的载体,管理手段跟不上等一系列难题。对于中小城市的城市管理,可以考虑二者合一,建立城市园林绿化市政综合管理信息系统,为科学管理城市和城市信息化建设服务。
     本文把广西来宾市的城市园林绿化和市政设施的管理作为研究对象,运用3S技术,开展城市园林绿化综合信息的数据采集研究,并在此基础上进行多元数据构成与组织分析,设计数据结构与管理模式。根据需求分析和工作流技术对城市园林绿化综合管理信息系统进行了设计与研建,实现了城市的园林绿化日常管理、园林绿化市政工程管理、园林绿化市政设施管理三大功能。论文主要对以下几个方面的内容进行了研究并取得了相关的成果:
     1)运用现代测绘技术和3S技术对研究区的城市园林绿化和市政设施的空间数据、属性数据的获取方式进行了研究,保证了系统设计与研建所需的数据的客观标准性、科学性、准确性。
     2)在分析城市园林绿化综合管理业务需求的基础上,引入工作流技术研究体系对城市园林绿化综合管理信息系统的总体框架、逻辑构架、软件构架进行了设计。
     3)城市园林绿化市政综合管理信息系统基于C#和.NET开发平台,采用B/S和C/S结构相结合的构架,将MIS与GIS无缝集成,实现了业务管理的系统化、及时化和自动化,首次提出了在新兴的中等规模的地级市建立园林绿化和市政管理信息系统二者合一的解决方案。
The situation of urban landscaping system is a significant symbol of urban civilization and modernization. Therefore, the system construction has received much concern and lots of cities have been carrying out urban green space construction to increase area of green space, improve coverage of green space, as well as optimize greening structure. Meanwhile, the scientific management of urban landscaping system and construction of information system have been paid more and more attention on. The municipal facilities like roads, street lights, bridges and water supply and drainage are important symbols of the development concerning urban economy, science and technology and society, as well as the necessary guarantee of disaster prevention and relief. However, there come many problems in the current industry management, including lack of effective carrier in management, and backward of management method. As for the city management of the middle or small cities, the combination can be taken into consideration to set up the comprehensive information system of urban landscaping and municipal facilities, providing service for scientific management and informative construction of city.
     The paper took the management of urban landscaping and municipal facilities of Laibin of Guangxi Province as the research target, 3S-integrated technology was used to do research on data collection of urban landscaping information. On this basis, multiple data structure and structure was analyzed, and data structure and management mode was designed. According to requirement analysis and workflow technology, urban landscaping management information system was designed and developed, realizing the three functions of routine management, municipal engineering management, and municipal facility management of urban landscaping. The paper mainly did research on the following aspect and received relative results:
     Firstly, the modern mapping and surveying technology and 3S-integrated technology were used to do research on the acquisition method of spatial data, attribute data regarding urban landscaping and municipal facilities, guaranting the objective standard, scientificity and accuracy.
     Secondly, on the basis of analysis concerning urban landscaping management requirement, workflow technology was introduced to design the general framework, logical structure and software structure of the urban landscaping management information system.
     Thirdly, the comprehensive management information system of urban landscaping and municipal administration was developed on the C# and .NET platform. B/S and C/S structures are combined to integrate MIS and GIS. And it was the first time to have propose the combined plan to solve the construction of landscaping and municipal management information system in the newly-constructed middle cities.
