中国林业产业体系评价与增长机制研究

摘要
本文在对国内外文献综述的基础上,从产业资源基础、产业规模、产业布局和产业国际贸易几个方面,对中国林业产业体系的发展现状进行了全面分析。并在借鉴前人研究的基础上,构建了中国林业产业体系发展评价指标体系。该套指标体系将反映产业发展的因素归结为五个方面,即产业资源基础、产业发展状态、产业竞争力、产业效益和产业发展环境。每个方面又都包括相应的二级指标和用于统计计算的三级指标。在指标选取中遵循了科学性、系统性、可操作性和简明性原则,运用多层主成分分析的方法,对中国林业产业体系的发展状态进行了实证分析。评价结果表明中国林业产业在过去的十几年间得到快速的发展,产业整体实力增长明显,产业发展程度逐步提高,实现了产业层次的上升。但产业体系主要构成要素的发展状态与发达的林业产业体系相比,还存在一定差距,产业增长具有不稳定性。
     为了进一步探讨产业高速发展的动力源泉与增长机制,本文在总结前人研究的基础上,提出动力来源假设,并通过建立联立方程模型对假设进行了验证。实证分析结果表明廉价劳动力的大量投入和持续增长的资本投入是产业增长的根本来源,技术进步对产业经济增长的贡献不足。同时,产业发展对市场需求过分依赖,受经济环境的影响较大,这对于产业长远发展极为不利。总体来说,中国林业产业还处于要素与投资驱动阶段,产业发展动力来源具有不可持续性。因此,要实现产业的稳定增长和可持续发展,必须构建发达的林业产业体系,其路径就是要通过产业结构升级、产业组织的优化和产业支撑能力的提高,实现产业经济增长方式的转变和产业竞争力的提升,并最终实现产业发展由要素驱动和投资驱动向创新驱动型转变。
     文章进一步对中国林业产业体系的发展战略进行了探讨。首先,通过对产业体系构成要素的分析,发现我国林业产业在发展过程中仍然面临着如下问题:从产业结构来看,二、三产业比重偏低,主导产业发展不突出,产业结构调整力度不够;从产业组织来看,林业产业的区域集中度有所提高,产业的集群化、规模化经营显现,但市场集中度仍然较低,企业结构不甚合理,企业缺乏战略发展规划,组织与管理水平仍有待进一步提高;从产业支撑能力来看,产业对科技创新的投入不足,导致科技创新能力提高有限,对产业发展的贡献微弱。同时,产业的融资能力发展不平衡,企业上市的比例较低,权益融资发展缓慢。然后分别针对产业结构升级、产业组织优化和产业支撑能力建设提出发展策略。
     文章最后针对中国林业产业体系发展的政策环境建设提出建议,即:通过加快三产业发展、大力培育主导产业和新兴产业来实现产业结构的升级;通过企业结构升级、产业集群发展和规模化经营来实现产业组织的优化;通过完善科技投入机制、加强产学研合作和林业科技中介服务来实现产业科技创新能力的提高:通过推进林业资本市场建设来提高产业融资能力。
This dissertation analyzed the development status quo of China's forestry industrial system in terms of industrial resources, industrial scale, industrial layout and international trade. Then it built an evaluation index system on the basis of previous studies. It generalized the factors that reflect the industrial development into five aspects, namely, industrial resource base, the status of industrial development, industrial competitiveness, industrial efficiency and industrial development environment. Each aspect comprised second-level and third-level indicators. Then the multi-layer principal component analysis was used to analyze the development status of China's forestry industrial system. The evaluation results showed that China's forestry industry had rapidly developed in the past years; industry's overall strength had obvious grown, the level of industrial development gradually increased. But compared with the developed forestry industrial system, the development state of the elements still needed to be improved. In order to explore the motivity of the high-speed development and the growth mechanism, it established a simultaneous equations model to verify the assumptions it has made. The empirical results showed that a large number of cheap labor inputs and continued capital investment growth are the fundamental source of industry growth, while the technology had little contribution. At the same time, industrial development over-relied on market demand, and easily affected by the economic environment, which is extremely detrimental to the long-term development of the industry. So, to realize the sustainable development, the developed forestry industrial system should be built. Its path is through the upgrading of the industrial structure, the optimization of industrial organization and the enhancement of industry support capabilities, the forestry industry could realized the transformation of the economic growth mode and the improvement of the industrial competitiveness, and ultimately achieved the transit from the factor-driven and investment-driven stage to innovation-driven stage.
     After that, through the analysis of the constituent elements of the industrial system, some problems had been found:inadequate adjustments of the industrial structure, low market concentration degree, unreasonable business structure and weak scientific and technological innovation capacity, etc. Therefore, to achieve developed forestry industry system, we should continue to accelerate the upgrading of industrial structure, optimize the industrial organization and improve the industry support abilities.
     Finally, some recommendations had been given:through promoting the development of the secondary and tertiary industries, nurturing the leading industries and emerging industries to achieve the upgrading of industrial structure; through upgrading the corporate structure, developing industrial clusters and conducting large-scale operation to achieve the optimization of industrial organization; through improving the scientific and technological input mechanism, strengthening the integration of production, education and research and technology intermediary service to achieve the improvement of technology innovation ability.
