滇西北老君山地区农村能源及其产业发展研究

摘要
我国滇西北老君山地区具有丰富的生物多样性和重要的生态功能。然而为了满足炊事和取暖的需求,该地区每年都要消耗大量的薪柴。不可持续的薪柴采集方式已经导致了该地区森林过度采伐、生物多样性破坏、生态环境受到威胁。为有效地保护老君山地区的生物多样性和生态环境,本文对该地区农村能源及其产业发展进行了较为系统的研究。
    (1)老君山地区农村生活能源消费状况及预测研究。本文通过采用划类选点典型调查方法,对老君山地区的农村生活能源消费状况进行了调查。经调查发现该地区目前薪柴供需极其不平衡,供需缺口非常大。为了解未来薪柴供需平衡状况,本文对薪柴近期和中期供需平衡进行预测分析。通过预测分析,未来薪柴的供需仍然不平衡,供需矛盾十分突出。由此本文提出,老君山地区要大力发展替代能源与用能设备效率改进。
    (2)老君山地区农村能源问题研究。经实地调查和数据分析,研究发现该地区农村能源问题主要包括:源消费观念及利用技术落后、能源消费结构不合理、替代能源产业及服务体系薄弱、替代能源产业启动困难。针对这些农村能源问题,本文提出了相应的对策。
    (3)老君山地区替代能源技术模式评价与选择研究。本文采用综合评价法和层次分析法对适合该地区的替代能源技术模式进行了分析排序,从而为该地区替代能源产业发展决策提供依据。
    (4)CREED项目在促进老君山地区替代能源产业发展中的作用研究。通过对CREED项目模式分析,本文得出CREED项目模式不仅有利于替代能源市场发育或拓展,还有利于老君山地区替代能源企业发展。
There are particularly rich biodiversity and important ecological functions in Laojunshan area of NW Yunnan, China. However, for meeting basic needs of cooking and heating, a lot of fuelwood is consumed every year in Laojunshan area. So, the unsustainable collection of fuelwood has led to over-harvesting of forest, destroying of biodiversity, threatening of eco-environment. For protecting biodiversity and eco-environment of the area effectively, the paper conducted more systematic studies on rural energy and the development of alternative energy industry.
    Firstly, the paper studied the consumption status and the predicting of rural life energy in Laojunshan area. By adopting typical investigation method, the paper carried out the survey of the consumption status of rural life energy. According to the survey, the paper found out that supply and demand of fuelwood was not balanceable extremely, moreover, its gap was very big. For getting the status of supply and demand of fuelwood in the future, the paper predicted the supply and demand of it in 2007 and in 2012.By analyzing, the supply and demand of it in the future is not yet balanceable, furthermore, the contradiction of it is exceedingly prominent. So, the paper pointed that it was imperative under the situation to develop alternative energy and improve the efficiency of firewood using.
    Secondly, study on the problems of rural energy. According to the investigation on the spot and the data analysis, the paper concluded that the problems of rural energy in Laojunshan area included uncultured energy consumption view and firewood using technology, unreasonable energy consumption structure, weak alternative energy industry and service system and the difficulty on starting alternative energy industry. Basing on the analyses of the above rural energy problems, the paper brought forward corresponding countermeasures.
    
    
     Thirdly, for getting preponderant alternative energy industry, the paper adopted Synthetical Appraisement Method and Analytic Hierarchy Process, to analyse each alternative energy technology model suited for Laojunshan area and then array their order.
    Fourthly, study on the action of CREED project promoting the development of alternative energy industry in Laojunshan area. Basing on the analysis of CREED project model, the paper concluded that it was not only favorable for growth and expansion of alternative energy market, but also helpful for the development of alternative energy enterprise.
