煤炭供应链管理的创价系统研究

摘要
煤炭流通环节发展滞后、煤炭消费客户的真实需求得不到满足等问题是困扰我国煤炭产业健康发展的主要难题。本文在理论研究与实践探索的基础上提出了煤炭供应链管理创价系统的研究课题。
     本文首先指出:完整的煤炭供应链涉及从煤炭出坑口到煤炭入炉口燃烧所经历的所有中间环节。煤炭供应链管理可描述为以煤炭消费客户为中心,煤炭供应链管理者致力于煤炭生产与煤炭消费之间的资源优化配置,系统集成煤炭价值链上的相关活动,把煤炭产品转化为包括标准化产品和服务在内的一体化解决方案,追求客户满意度,在为煤炭客户创造匹配性、一致性、可靠性和经济性等高附加值的同时,实现共赢。煤炭供应链管理的核心理念包括以下四层含义,一是煤炭供应链管理实现了从产品向服务的转化,二是为消费客户提供一体化解决方案是煤炭供应链管理的基本出发点,三是煤炭供应链管理是基于分工专业化的系统集成活动,四是煤炭供应链节点企业以消费客户的真实需求为导向共创价值、实现共赢。
     煤炭供应链具有明显的系统特性,煤炭供应链管理者为煤炭消费客户提供的包括标准化产品和专业化服务在内的一体化解决方案的形成过程其实就是一个创价过程,所有的创价环节共同组成了煤炭供应链管理创价系统。根据煤炭供应链管理的特点,煤炭供应链管理创价系统由八大系统共同完成。这八大系统是:网络系统、客户开发与管理系统、配煤加工系统、采购与物流系统、资金流管理系统、信息系统、风险管控系统、绩效评估系统。接下来,作者对八大系统逐一进行了详细研究。最后,本文通过相关案例分析完成了对煤炭供应链管理创价系统的实践验证,并提出未来的实践方向。
     本文预期创新点在于五个方面:一是对煤炭供应链概念、煤炭供应链管理概念和核心理念的创新;二是从系统创价的角度对煤炭供应链进行研究;三是构建煤炭供应链管理的“喇叭”创价模型;四是构建煤炭供应链客户开发与管理系统创价的“销售漏斗模型”;五是提出供应链网络由社会网、物链网和信息网三层网组成的观点;六是提出通过煤炭供应链管理对煤种、运输、库存、供应商、消费客户、信息、资金等煤炭资源实施战略性优化配置的大配煤理念。
The development of coal supply chain lags far behind the development of coal consumption, the real needs of coal consumers are not met and so on, which are the main problems plaguing the healthy development of China’s coal industry. In this paper, based on theoretical research and practical exploration, an integrated management and value-creation system of coal supply chain is put forward .
     It is firstly pointed out in this paper that a complete coal supply chain should involve all the intermediate processes ranging from the coal out of pithead to the coal into the furnace. Coal supply chain management can be described as the coal consumption of customer-centric supply-chain management, which is committed to the optimal allocation of resources between coal production and consumption, systemic integration of related activities of value chain, product conversion of coal products to the standardized products and services with integrated solutions, pursuit of customer satisfaction, and creating high added value,such as matching, consistency, reliability and economy for the coal customers while achieving win-win situation. The core concept of coal supply chain management includes the following four meanings: the first is to achieve the transformation from product to service, the second is to provide integrated solutions for customers, the third is the system integration activities based on specialization of labor division, the fouth is that the node company of coal supply chain is custom-oriented to create value and achieve win-win situation.
     Coal supply chain system has obvious characteristics of a system. It is actually a value-creation process, which the coal supply chain manager provides an integrated solution for the coal consumption customers, including standardization of products and professional services. All of the value-creation nodes form the supply chain management and value-creation system. According to the characteristics of the coal supply chain management, coal supply chain management system is composed of eight major systems jointly accomplished. These eight systems are: the network system, the customer development and management system, the coal blending system, the procurement and logistics system, the financial management system, the information system, the risk management and control system, the performance evaluation system. Next, the paper will undertake a study on each of the eight systems in detail. Finally, through relevant case studies a completed coal supply chain management and value-creation system, is proposed for the direction of future practice.
     The innovation of this paper lies on five aspects: first, the innovation of the concept of the coal supply chain, the concept of the coal supply chain management; second, research on the coal supply chain from the systemic point of view; third is to build a trumpet value-creation model of coal supply chain management; fourth is to build a sales funnel value-creation model of the customer development and management system of coal supply chain; fifth is an innovative three-tier network point of view of supply chain that the supply chain is composed of the social network, material chain network and the information network; the sixth is the“macro-coal blending”concept to implement the optimal allocation of different kinds of coal resources, transportation, inventory, suppliers, customers, information, capital and other resources through the coal supply chain management.
