民航气象资料历史归档管理系统的设计与实现

摘要
随着中国民航事业的飞速发展,民航气象服务行业作为民航飞行安全有力保障,作用越发显得不可代替。全面、高效、精确的气象资料是优质的气象服务的首要前提和有力保障。“多种数据库系统并存,种业务独占个数据库”是目前中国民航气象部门气象资料的存储现状,而且由于缺乏统规划和顶层设计,以后对其进行二次开发与升级维护都比较困难,对资料归档管理与数据分发共享也存在诸多不便。
     笔者在研究国内外资料存储技术的发展与应用现状之后,同时对民航气象行业资料的特点与业务要求进行了详细的分析,对目前中国民航气象部门各种气象资料进行了规范化处理,在现有数据存储技术的基础上,完成了统集成的气象资料库和气象资料历史归档管理系统的设计,采用统的气象资料数据模式和接口规范,提出了气象资料服务应用模型与接口规范。完成了从数据采集到资料归档再到数据查询等系列的功能设计,对资料数据采用自动化的存储和分类归档,减轻了气象业务人员的劳动强度,提高了工作效率,对民航的气象服务更加全面准确。最后通过了对各个子系统进行的严格测试,确保了系统可用性与稳定性。
     民航气象资料历史归档管理系统建立了准确、全面的民航气象资料库,使气象历史资料能够系统的、准确的自动化存储归档及共享,大大增强了民航气象部门资料存储、共享的手段,使气象资料应用的水平又上了个新的台阶。根据民航气象历史资料管理办法,民航气象资料历史归档管理系统实现气候资料自动化整编与分析及观测月报表和年报表的自动化生成,能够提供相应的气象数据统计报告和趋势比对分析,能够保证历史资料的长期、安全存储。针对当前的气象历史资料管理现状,建立“气象历史资料管理系统”,实现气象资源的有效的整合、集成。对于总结气象衍变规律,实现对气象数据的有效分析和挖掘,提高气象数据预报准确率,保障航空飞行安全,具有重要的现实意义。
     本文目前只是初步完成了气象资料归档管理系统的创建和测试工作,在管理元数据、分析气象资料和提高行业用户服务质量等方面还需做进步的探索和研究学习工作。
With the rapid development of China's civil aviation industry, aviation weather services industry as a strong guarantee for civil aviation security, more and more become an irreplaceable role. Comprehensive, efficient, accurate weather data is the primary prerequisite and effective protection for excellent meteorological services. "The coexistence of variety database systems, a business occupies a database exclusively" is the current China's civil aviation meteorological weather data storage situation. Because of the lack of unified planning and top-level design, the second development and upgrade of are very difficulty. Completing the a series of function designing from the data collection to the data archiving and data query, storing and archiving the more difficult for data management and data archiving, there are a lot of inconvenience to the distribution share. After the research of the Domestic and foreign data storage technology development and application situation, at the same time, we analysis the characteristics and business requirements of the civil aviation weather industry information, and normalized the current variety of meteorological data of China's civil aviation meteorological services, based on the the existing data storage technology, we have finished the designing of unified and integrated meteorological database and meteorological data management system. With a unified data model and meteorological data interface, we propose the application model of meteorological data and interface specification, reducing the labor intensity of meteorological operations, and improving the working efficiency, the meteorological services for civil aviation are more comprehensive and accurate. Finally, we test the various subsystems to ensure system availability and stability.The aviation weather history data archive management system establishes an accurate comprehensive aviation weather database, so the historical data can be stored automatically accurately,greatly enhancing the aviation meteorological data storage and sharing methods, and the application of meteorological data will be lead to a new level.
     In this paper, we only complete the designing and testing of the meteorological data archiving management system. We need further explore and research in the area of metadata management, analysis and service at percent.
