面向弹性编码的电信运营网络管理模型研究与应用

摘要
近年来,随着电信业由资源竞争转向业务竞争,运营支撑系统作为加强竞争优势、完成企业流程重组的重要手段,越来越受到运营商的重视。基于这一背景,在满足技术规范和业务需要、保障网络安全、提高网络服务质量的前提下,为降低公司运营成本,提高交换设备端口的资源利用率,规范交换机用户线设备端口的配置,从合理调配现有基础资源,提高网络服务质量和网络资源的利用率,提高投资性价比、节支挖潜、技术革新等方面入手,提出实行电话号码与交换机设备端口的弹性编码模式。
     本文主要介绍了面向弹性编码的电信运营网络模型的设计,重点介绍了该网络模型的设计思想、总体框架、各模块的功能及实施情况。在网络管理模型方面,采用弹性编码技术有效改善了管理结构,为提高资源利用率提供了条件;在管理系统设计方面,通过将交换机与外线电缆交接箱连接起来,实现了弹性编码技术;在系统实现方面,采用成熟的数据库技术和接口式编程方法,使系统具有稳健、高效的特点。
     通过实践证明,该系统解决了电信运营企业现阶段工作中急需解决的问题,提供了一整套先进、完善、高效的管理手段和服务功能,使整个网络资源信息直观、形象地展现在面前,提供了网络信息的双向查询、检索和必要的分析,统计操作及按用户要求输出各种统计表等,通过使用它,大量的号线资源数据成了易于查询统计和有规律可共享的网络数据,繁杂的日常业务成了有序高效和严谨的网络操作流程,它提高了电信运营企业的运行效率和管理准确性,也改善了对客户的服务质量,使电信运营企业的内在素质得到提升,管理步入现代化信息轨道,值得大力推广和应用。
In recent years, with the competition in telecommunication industry which is experiencing a change from the resource-oriented type to the business-orinted type, Operation Support System, as an important means of enhancing competitive advantages and business process reengineering, has received increasing attention form the operators. Against this background and under the premise of meeting the technical specifications and operational requirements, there are some serious problems such as how to ensure network security, how to improve the quality of network service for the purpose of reducing operating costs, how to improve the resources utilization rate of exchange equipment port and how to standardize the configuration of switchboard subscriber line's ports. So, this thesis introduced a flexible coding mode between telephone numbers and switch ports. This technique can be implemented by means of adjusting the existing foundation resources reasonably to improve the network service quality and the rate of network resource utilization. Specially, the investment can be cut down and the performance-to-price ratio can be increased.
     This thesis introduces the flexible coding design for the carrier network model, which focus on the design's idea of the network model, the overall framework, the functions and the implementation of each module. In the network management model, the flexible coding technique can improve the management structure effectively. Then, it provides the conditions for increasing the utilization rate of resources. In the management system design, through linking the switch boxes and the outside cable, the flexible coding technique has been completed. In the system implementation, adopting a mature database technology and interface programming methods to make the system stable and efficient.
     The application of this system is showing that our model has resolved the urgent problem of the carrier and the enterprises at current stage, and provides a set of advanced, perfect and efficient management tools and services. This system has made the entire network resource information to be demonstrated intuitively and vividly. Furthermore, it provides a bidirectional inquiry for network information and retrieval. Through a necessary statistical analysis about the cooperation, it have been realized that, by exporting various tables by user's requirements, a lot of line resources cab become network data which can be regularly shared and easy searched. By using this method, numerous trivial day-to-day business can become the network operation processes which are very efficient and rigorous. The system has also improved the telecommunication operation enterprise's efficiency and management accuracy, and service quality for customers. And it enables the enterprise's inherent quality to be enhanced, which are the management steps into a modern information orbit. Due to all these reasons, our new model and the system should be recognized widely.
