风险管理在公共安全问题中的运用
摘要
本论文与以往研究成果不同的地方在于把风险管理理论引入公共安全领域,为公共安全问题的解决提供更多的路径选择,使公共安全问题的监管工作形成一种战略性、前瞻性、常规化、程序化的解决思路。报告共分引论,公共安全问题的综述,风险管理运用于公共安全问题的必要性和可行性,公共部门风险管理的界定兼谈公私部门风险管理的异同,风险管理在公共安全问题中的运用四部分。
首先,在引论部分,报告从社会学领域、政治学领域、公共管理学领域介绍了国外在公共安全和风险管理研究方面的部分成果,并重点介绍了国内近年来在公共安全和风险管理研究方面的论文专著。在国内外学术界已有的研究成果的基础上,本课题提出了自己的研究视角与切入点。如在借鉴西方理论的基础上,结合我国公共安全问题的现状和特殊性,从风险管理角度构建适合我国实际的公共安全问题的理论分析框架;在国内关于风险管理研究方面的专著和论文基础上对风险管理理论进行提炼、思考、整理,构建自己的风险管理理论分析框架,包括风险管理的概念、产生与发展,目标与职能、组织和基本步骤,未来的发展趋势及其运用;从政治学、社会学、公共管理学等学科的角度构建公共安全问题的系统科学的理论分析框架,包括公共安全问题的概述和定位,公共安全问题的类型和特点、影响和发展趋势,公共安全问题的存在原因和解决对策;对公共部门风险管理进行界定并和私人部门风险管理进行比较;重点运用风险管理理论对公共安全问题进行风险识别、风险评估、风险控制、风险监控、风险沟通。
其次,在公共安全问题综述部分,概述了国内严峻的公共安全形势,并在国内外学者有关公共安全问题界定的基础上提出了自己的观点,认为公共安全问题是经济和社会发展中的一个重大问题,是指自然灾害事故、人为事故和社会对抗引发的社会冲突行为,并造成或可能造成严重危害后果和重大社会影响的事件,根据公共安全问题的发生机理和过程,公共安全问题包括自然灾害、治安事故、食品卫生、公共卫生、群体性事件、违法犯罪等多个方面。同时还对公共安全问题产生的根源进行思考,认为政治因素是产生公共安全问题的重要根源:经济因素是产生公共安全问题的主导因素;文化、意识因素是产生公共安全问题的一个深层次的原因;民族、宗教因素是引发公共安全问题的一个不可忽视的因素;自然因素在一定条件下也会引发公共安全问题的发生;公共管理能力的不足,是造成公共安全问题的现实原因。
再次,在风险管理运用于公共安全问题的必要性和可行性部分,从风险管理的概述、定位和意义,风险管理的目标、组织、程序和职能等方面对风险管理理论进行了介绍,认为公共安全问题的不确定性和易变性,公共安全问题的危害性和破坏性,公共安全问题的紧急性,公共安全问题的社会性和扩散性使得风险管理运用于公共安全问题既具备了必要性,也具有了可行性。
复次,在公共部门风险管理的界定兼谈公私部门风险管理的异同部分,对公共部门风险管理作出了如下界定:公共安全问题具有较高水平的不确定性;公共安全问题具有外部性的特点,外部性导致市场无法解决公共安全问题;公共安全问题具有公共性的特点,公共部门在解决公共安全问题的时候往往以广大人民的利益为目标,比较注重保护广大人民群众的权利和利益;公共部门不能在保证政治公正的前提下承担公共部门风险管理的责任。并从各自发展的历史,性质和目的,决策的角度,管理绩效,风险暴露等方面对公私部门风险管理进行了详细的对比。
最后,在风险管理在公共安全问题中的运用部分,从增强公共部门和社会公众风险管理意识;加强公共部门风险管理立法建设;建立风险管理组织,为公共安全问题风险管理提供保障:加强风险管理技术研究,形成科学风险管理流程;建立公共部门风险管理的资金和物质保障体系等方面详细探讨了公共安全问题风险管理框架的构建。同时,从公共安全问题的风险识别:公共安全问题的风险分析与评估;公共安全问题的风险控制;公共安全问题的风险监控;公共安全问题的风险沟通等方面深刻思考风险管理在公共安全问题中的运用,并提出了公共安全问题风险管理模型。
The report are different from the results of previous studies in applying the theory of risk management into the field of public safety, which provide more choice to solve public security, so that the monitoring of public safety would be strategic, forward-looking, routine , and procedure. The report consists of primers, the issue of public safety, the feasibility applying the risk management to public safety, the public sector and the definition of the public risk management and the similarities and differences in public risk management and private risk management, applying risk management to public safety.
First, the primers part of the report introduced the research results of the public safety and risk management abroad from the fields of sociology, political science, public administration, and the thesis focused on domestic public safety and risk management in recent years. Basing on the results of research home and abroad, we put forward our own perspective and point of the study. For instance, drawing on Western theories and our country's current situation and peculiarities, we form a theoretical analysis framework from the perspective of risk management. refining, thinking, sorting, and building our own analytical framework for risk management on the basis of research papers and monographs theory of risk management, including the concept of risk management, the emergence and development, the objectives and functions, organizations and the basic steps, and the trend of future development and the use. constructing scientific theory framework from politics, sociology, public administration, including the outlined and positioning of public safety, the type , characteristics ,impact and trend of public safety, the reasons Solutions of public safety; to define public risk management and compare risk management between the public sector and the private sector; focusing on the use of risk management to public safety in risk identification, risk assessment, risk control, risk monitoring and risk communication.
Secondly, in the part of public safety, we outlined the grim domestic public security situation, and based on public safety home and abroad, we defined that the public safety is a major problem in the development of the economics and society ,is the social conflict triggered by natural disasters, man-made accidents and social confrontation, cause serious harm and the consequences of the social impact, according to the mechanism and the process of public safety , public safety include natural disasters , security incidents, food hygiene, public health, mass incidents, crime, and so on. Also thinking on the root of public safety ,Among them, political factors is the major cause of public safety; Economic factor is the dominant factor of public safety; Culture factor is a deep-seated reason of public safety; Ethnic and religious factors can not be ignored; natural factors will lead to public safety under certain conditions; the inadequacy of public management is a realistic reason of public safety.
Third, on the part of the necessity and feasibility of applying the risk management to public safety, we introduced the theory of risk management from the overview, location, significance, objectives, organization, procedures and functions of the risk management, we think that the uncertainty and volatility, harm and destructivity, and the proliferation and the sociality, it is necessary and feasible to apply risk management to the Public Security.
Forth, in the part of the definition of the public risk management and the similarities and differences in public risk management and private risk management, Risk management of public sector are defined as the following areas: a higher level of uncertainty; public safety can not be solved by the market because of the external characteristic; because of the characteristics of the public, the public sector solve the public safety base on the people's rights and interests for; the public sector take the responsibilities of risk management with guaranteeing the political impartiality. And we carried out a detailed comparison between risk management in public and private sector from the development of their own history, nature and purpose of the angle of the decision-making, management, performance, risk exposure. Finally, in the part of applying Risk management to public safety ,we discuss the establishment of framework of risk management from enhancing awareness of risk management of the public sector and the public; Strengthening legislative building of risk management of public sector; The establishment of organizations of risk management to support risk management of public safety; Strengthening technology of risk management to form a scientific process of risk management; the establishment of funds and material security system for risk management of public sector, and we have deep thinking in applying risk management to the public safety from risk identification, risk analysis and assessment, risk control, risk surveillance, risk communication and proposed risk management model.
