吉林省电力有限公司未来五年电网建设规划研究

摘要
“十一五”期间,吉林省电力有限公司在建设“一强三优”现代公司战略目标的指引下,积极践行“两个转变”和“四化”建设,逐步形成了“三横五纵”基建标准化管理体系,圆满完成了“十一五”电网建设任务,并在加强基建安全管理、提高工程质量、推进技术创新、强化造价管控、营造良好工程建设环境等方面取得了显著成绩和重要进展。
     本文首先总结了“十一五”期间取得成绩,在此基础上,客观分析内外部环境,根据吉林省电力有限公司“十二五”规划总体目标,按照建设坚强智能电网的需要,明确公司建设目标,分解任务,以建设标准化管理体系为基础,积极构建“大建设”体系;以安全文明施工标准化为手段,完善安全管理常态机制;以技术创新为动力,继续深化应用“三通一标”等标准化建设成果,强化标准化建设成果应用;以队伍建设为保障,提高基建管理人员素质,全面提升吉林公司基建管理水平和建设能力。其次阐明了规划了内容,其主要包括基建标准化管理体系建设、项目管理、安全管理、质量管理、造价管理和技术管理六个方面,覆盖公司所有66千伏及以上大中型基建项目。规划致力于解决里程碑计划执行准确率不高、部分单位业主项目部建设管理不到位、分包队伍安全管理制度不完善、强制性条文执行力度不够、工程量管理粗放、技术创新能力及新设备、新材料、新工艺研究应用能力不高等问题,兼顾“大建设”管理要求。着力推进管理体制和工作机制创新,变革组织架构、创新管理方式、优化业务流程,推进建设管理的专业化、集约化、扁平化。统一管理流程,按照建设项目的客观规律和基本程序,规范各电压等级电网项目的建设管理流程;统一技术规范,加强公司电网建设技术规范体系的框架规划,统一制订公司电网建设技术标准体系;统一建设标准,统一执行设计深度、工艺标准、质量验收等建设标准,规范设计评审、施工验收等工作,将技术规范落实到工程建设中,稳妥推进大建设体系建设与运转。再次,合理定位了建设职能和项目管理,规范建设管理流程,完善电网建设技术规范,健全电网建设设计深度规定及质量验评标准,建立电网建设管理的统一制度标准体系。以科学发展观为指导,以节点管控为抓手,以落实开工条件、理顺电网建设外部环境为主线,以安全质量为载体,以技经管控为手段,以里程碑计划为目标,加大工程建设协调力度,确保完成公司“十二五”规划提出的建设目标。到2015年,公司基建管理各项指标达到东北领先,全国上游水平。
     通过制定吉林电网建设规划,完善《吉林电网“十二五”发展规划》。通过规划和建设,进一步完善吉林电网的网架结构,解决电网建设总体滞后,大范围资源优化配置能力不强,应对严重自然灾害能力不足等问题,保证吉林电网“十二五”建设目标的实现。

     This paper summarizes the achievements during the"Eleventh Five-Year Plan", on the basis, objective analysis of internal and external environment, according to Jilin Electric Power Co.,Ltd. "Twelfth Five-Years Plan " overall objective, in accordance with the needs of Building a strong intelligence network,explicit building goal of the company, decomposition the task, in order to build the basis of standardized management system, and actively build the "big building" system; A safe and civilized construction standards as a means to improve the normal mechanism for security management;Technological innovation as the driving force, continue to deepen the application of "three direct links of a standard" outcomes such as standardization, standardization to strengthen the application of the results; To team building for the protection and improve the quality of infrastructure projects management,infrastructure projects management company to enhance the level of Jilin and capacity-building.The secondly, to clarify the content of the planning, the main standardized management system, including infrastructure projects, project management, security management, quality management, cost management and technology management in six aspects, covering above all the 66 kV and medium-sized infrastructure projects of the company. Planning addressing to the implementation of planning accuracy is not high of the milestone plan,and some unit owners of the Ministry of Construction Project Management is not in place, sub-team safety management system is flawed and inadequate enforcement of the mandatory provisions, the amount of extensive management, engineering, technological innovation and new equipment, new materials, new technology research and application capabilities, not high, taking into account the "big building" management requirements. Efforts to promote innovation in the management system and working mechanism, change the organizational structure, innovation, management, optimization of business processes, promote the building of professional management, intensive, flat. Unified management process, in accordance with objective laws of construction projects and basic procedures, and various voltage power grid construction of the project management processes; Uniform technical standards, strengthen the company's power grid construction planning framework for the system specifications, develop a unified system of technical standards for grid construction company; Uniform construction standards, uniform implementation of the design depth, technology standards, quality inspection and other construction standards, specifications design review, construction inspection, etc., will implement the technical specifications in the construction of a large and steadily push forward the construction of system construction and operation.
