我国海洋工程装备制造业产业发展和布局研究

摘要
海洋工程装备制造业是战略性新兴产业,为海洋开发提供装备,伴随着我国对海洋开发步伐的加快,我国海洋工程装备制造业迎来了巨大的发展机遇,把我国建设成海洋强国,加快对海洋油气等资源的开发,将成为我国海洋工程装备制造业发展的一个难得的契机。另随着国际海洋油气发展不断向深海推进,我国海洋工程装备制造业面临重大机遇。预计到“十二五”末,我国海洋工程装备制造业产值将到达千亿元以上规模。从全国范围来看大力发展海洋油气资源已经成为油气行业的共识,在近十年发现的大型油气田中60%是海洋油气田。
当今有很多的国家认识到了海洋工程装备制造业的重要性,开始向这一领域进军,所以海洋工程装备制造业具有激烈的竞争。我国应加强对海洋工程装备制造业的发展力度,加快海洋工程装备制造业的发展步伐,加入到世界海洋工程装备制造业的第一发展阵营,为我国海洋资源的开发利用和参与海洋国际竞争提供利器。
文章首先阐述了研究我国海洋工程装备制造业的意义、研究思路和方法,及国内外研究概况;又对战略性新兴产业进行概述,进而提出海洋工程装备制造业,分别从海洋工程装备制造业概念、分类、特点、政策扶持、形成和建设背景、发展空间等几个角度阐述。第三部分,从对我国海洋装备制造业发展的条件评价分析,得出我国海洋工程装备制造业需求巨大,有着坚实的发展基础,且未来将有广阔的发展前景。第四部分对我国海洋工程装备制造业各分类分别从发展现状和发展趋势等角度进行了深入分析。第五部分对我国海洋工程装备制造业分区域进行分析,了解我国各地海洋工程装备制造业发展特点。第六部分主要根据第五部分的结论有针对性地提出改进我国海洋工程装备制造业的政策建议。
The equipment manufacture of the ocean engineering offers the strategic industry equipped for the fact that the ocean is developed, develop the quickening of the paces with the ocean, the equipment manufacture of the ocean engineering will welcome the broad opportunity for development, build the marine powerful country, accelerate the development of energy of resource such as the marine oil gas, will become equipment manufacture of ocean engineering of our country and develop a rare opportunity too. Another develop, move forward with international marine oil gas to deep sea constantly, of our country industry who equips ocean engineering face great opportunity. It is estimated to the end of " twelve five ", the output value of equipping industry of ocean engineering of our country will reach the scale of more than hundred billion yuan. The marine oil gas resources of energetical development have already become the common understanding of oil gas trade according to the whole country, 607 marine oil gas fields in the large-scale oil gas field found in the past ten years.
But more and more countries have realized the importance of this industry, begin to seize this field, the competition of the equipment industry of ocean engineering will be fiercer too. Our country should strengthen the efforts of developing, speed up the steps of developing, enter the first camp of ocean engineering industry of the world, develop and participate in the marine international competition and offer the edge toll for the ocean of our country.
The article has been explained at first have studied the meaning, thinking of research and method of the equipment manufacture of ocean engineering of our country, and study the overview both at home and abroad. Carry on the summary to the strategic new industry, and then propose the equipment manufacture of the ocean engineering, explain from several angles such as the concept, classification, characteristic, support on policy, forming and construction background, development space of equipment manufacture of ocean engineering separately. Part three ,From appraising and analyzing to the condition of development of marine equipment manufacture of our country, obtain the demand of equipment manufacture of ocean engineering of our country enormously, have solid development foundation, and the next to there will be broad development prospects. Part four Have each classified and carried on in-depth analysis to the equipment manufacture of ocean engineering of our country in terms of the current situation of the development and development trend,etc. separately. Part five Divide the area and analyze to the equipment manufacture of ocean engineering of our country, find out about the development characteristic of equipment manufacture of regional ocean engineering of our country, summarize the factor of influencing development of equipment manufacture of ocean engineering of our country. Part six The conclusion of the fifth part of main foundation proposes the policy recommendations of the equipment manufacture of ocean engineering of our country of improvement pointedly.
