集疏运系统背景下运煤铁路基础设施规划与评价研究

摘要
我国区域经济、资源分布和工业布局的特点以及能源、资源和环境承载能力状况,决定了铁路在我国国民经济中的重要地位。然而,我国铁路作为综合运输体系的骨干和运输主力,其路网分布不均衡的状况较为突出。三西地区煤炭外运急剧膨胀导致运能紧张,并且大能力外运通道缺乏,严重影响我国能源发展战略。
     本文以煤炭这一独特能源为视角,在集疏运系统背景下探讨我国运煤铁路基础设施的规划、实施、管理与评价问题,并以我国大型国有煤炭企业A集团的铁路运煤集疏运系统及其主要运煤铁路SH线为对象进行实证分析,旨在为我国能源战略的有效实施提供理论依据和参考。
     本文依据供应链管理、协同学和综合运输一体化理论探讨了铁路运煤集疏运系统的内涵、特征、发展动因以及构成要素。通过构成要素分析,指出运煤铁路基础设施是铁路运煤集疏运系统的首要规划要素。
     接着基于运煤铁路基础设施规划的原则、依据及目标,分析了运煤铁路基础设施规划的影响因素,从运量和经济性两个方面对运煤铁路基础设施规划进行技术经济分析。运量分析主要是在运煤铁路的需求及供给分析基础上,对运煤铁路的货运量进行预测;经济性分析主要从成本、价格及规模经济性的角度对运煤铁路规划的经济可行性进行分析。并从路网规划及项目规划两个方面论述了运煤铁路基础设施规划的内容。
     在运煤铁路基础设施规划的基础上,从项目实施的策划及项目实施的组织与管理两方面,论述了运煤铁路基础设施项目的实施。构建了运煤铁路基础设评价的基本框架和评价指标体系,运用模糊灰色评价法对运煤铁路基础设施项目进行综合评价。
     最后,实证分析了A集团铁路运煤铁路基础设施的规划和SH线扩能改造项目的实施与评价,验证了理论研究成果的科学性和可行性。
China's unbalanced regional development, economics and geographical characteristics, resource distribution and the characteristics of the industrial layout and the status of the energy, resources and environment carrying capacity decide that the railway plays an important role in Chinese energy strategy. However, Chinese railway as the backbone of the integrated transport system and the main transportt, the problems of lacking of road network and disequilibrium of road network distribution are very prominent. In Western area, rapid expansion of coal demand lead to the transport capacity tension. Moreover,lacking of the large capacity channels has seriously hampered the development of China's economy.
     From the view of energy stratigic perspective, the planning, implementation, management and evaluation of Chinese coal railway infrastructure are explored in the context of the collection and distribution system. The coal railway system in state-owned group A and its major coal railway SH are taken as examples. The objective of this paper is to provide a theoretical suggestion and reference for Chinese energy strategy.
     According to supply chain management theory, the synergetic theory and comprehensive transport integration theory, the intension, characteristics, development motivation and elements of the coal railway collection and distribution system are discussed. The railway infrastructure are pointed to be the primary planning element in the coal railway collection and distribution system by the analysis of elements.
     According to the principle, accordance and objective, the factors affecting the coal rail infrastructure planning are analyzed. From the view of freight volume of coal railway and economics, the technical economy of the coal rail infrastructure planning is analyzed. The freight volume is analyzed by the forecasting of coal railway on the basis of the demand of coal railway and supply analysis. From the view of the cost, price and economies of scale of the coal rail way infrastructure, the economic feasibility of coal railway planning is analyzed. Moreover, From the aspects of road network planning and project planning, a comprehensive analysis of the coal railway infrastructure planning is proposed.
     On the basis of coal railway infrastructure planning, from the aspects of the implementation of the project planning and implementation of the project organization and management, the implementation of the coal railway infrastructure projects are discussed. The coal railway infrastructure evaluation framework and evaluation index system are built. Fuzzy comprehensive evaluation and gray system theory are used to conduct a comprehensive evaluation for the coal railway infrastructure.
     Finally, coal railway collection and distribution system planning of Group A and expansion and reconstruction project of its major coal railway line SH are taken as examples to verify the scientific nature and feasibility of the results of the theoretical studies in this paper.
