工程项目投标决策支持系统的构建与模式研究

摘要
社会进步和经济发展促进了建筑市场机制的完善与发展,工程项目招投标目标的实现已成为建筑市场竞争的重点。国际工程管理领域应用现代技术进步的成果、研究开发实用的招投标的决策支持系统已成为一种必然趋势和热点,特别是基于投标的报价辅助决策系统的实现正在取得明显的社会效应。本论文主要研究了决策支持系统基本理论与投标决策相关理论及模型分析方法两大部分内容,并就投标报价辅助决策系统的具体应用进行了介绍。
    DSS是一个融计算机技术、决策科学技术等学科理论与技术的集成系统,本文阐述了决策支持系统建立的基本原理及方法,并将其应用于工程建设的招投标决策过程中,建立了以数据库、模型库、方法库为基础的三库结构的投标报价辅助决策系统,此系统以生成多报价方案作为报价分析依据,根据报价策略,确定最终报价的调整原则及具体方法,并以经过测试的实际案例对该系统进行了实现。
    论文对工程项目投标决策理论及相关因素进行了论述,并对投标常用策略、控制与预测策略及技术方法进行了研究。对工程项目投标决策支持系统的机会决策模型、模糊分析等模型的应用条件与程序进行了研究,并对投标决策支持系统应用方法中的主要内容进行了较为系统的论述。
    本文的创新点在于将模糊分析方法应用与投标决策领域,并在投标决策支持系统的实际应用上实现了突破。最后,论文在上述理论论述的基础上,结合目前国内招投标管理工作的发展趋势,以及国内外相关理论的研究热点和研究方向对我国在该领域的发展趋势和本课题的继续深入研究进行了展望。
The social progress and economic development have promoted the perfection and development of the system of the construction market. Achieving the goal of bid and tender for a project has been a core in the competition. The application of the modern technology and research on the Decision Support System of bid and tender are trends in the international project management. In particular, the implementation of the auxiliary decision system of bidding is getting more and more influencing. This paper mainly studied two parts: the basic theory of Decision Support System (DSS) and the relevant theory of bidding decision, the model-analyzing method. Besides, the author introduced the specific application of the auxiliary decision system of bidding.
     DSS is an integrated system, which includes computer technology, decision technology and other theories and technologies. The author expounded the basic principles and methods of establishing DSS, then applied them to the bidding decision of a project construction, and established the auxiliary decision system of biding on the basis of database, model base and method base. Based on the multi- scheme for bidding, this system concluded the adjective principle and specific method of the final bid in accordance with the bidding strategy.
     This paper discussed the theory of bidding decision and its relevant factors in a project, and studied the common strategy, the strategy and technical method of control and prediction. Besides, it also researched the application and procedure of the opportunity decision model, blurring analyzing model, etc. Finally, the author expatiated the main content of the application method of Decision Support System of the bidding.
    On the basis of the discussion above, considering the developing tendency of current management of bid and tender in China as well as the domestic and foreign attentive issues of relevant theories, the author made a future exploration about the future development.
