辰州矿业公司知识管理战略研究

摘要
一个企业最重要、最根本、最关键的能力就是它拥有的核心竞争力,核心竞争力的强弱,对企业在竞争中的地位与命运起到最决定性的作用,而知识对塑造企业核心竞争力起着至关重要的作用。现代企业的管理其实就是知识管理,企业管理必须要营造出知识管理的环境,包含建立优秀的企业文化和相适应的激励约束机制,让个别知识朝组织知识有效地转化,再最终转化到企业的产品与服务里去。
     研究了辰州矿业公司技术创新机制及及推进知识管理的主要措施。对于辰州矿业公司而言,在现有基础上,要形成有效的运行机制,制定公司技术创新战略及发展规划,加大资金、人才的投入力度;建立与公司的组织结构和发展规模相适应,兼顾远期、近期研发目标的多层次技术开发体系。不断改善设计科研公司、地质探矿中心和各专业实验室的研究开发条件,建立有效的竞争机制、激励机制,为各研究机构建设与发展创造良好的外部条件和制度保证。对于知识管理体系的组建,企业必须要从公司总部到各个事业部建立起专职的或者是兼职的相关机构和配套的管理制度,对组织和员工进行观念、习惯和操作方式的培养,并且进行定义其职责、构建知识体系、进行知识收集与分享以及支持知识管理系统的使用等工作,为企业提供持续的专业知识管理服务,帮助企业的员工逐步了解知识管理的重要性、接受和适应知识管理内容以及参与到知识管理的变革中。成功组建一个结构合理、职责明确的知识管理机构是企业进行知识管理的重要基础和保障,对企业的发展有着重要作用。提出了公司推进知识管理的主要措施:明确职责和流程,编绘知识地图、建立关键文档科目,编绘专家地图、落实关键文档积累责任,核心知识和关键文档物化,核心知识和关键文档入库,知识管理评估及发展。
     研究了辰州矿业公司知识综合管理(KSM)系统的构建。先进的信息技术手段是实施知识管理的有力支撑,辰州矿业公司采用辰州矿业知识综合管理(KSM)系统作为支持知识管理的平台,分为个人中心、文档中心、设置管理、协作中心、知识地图、流程地图等六个功能模块,用以对多级知识库、二维综合知识地图的创建进行支持以及对知识授权体系、知识评估体系等特色功能进行充分的展现,使得企业知识从数据信息向经验知识转化的整个生命周期管理成为可能,既可以在二维综合知识地图的基础上管理核心知识,也可以集中管理与多层次分类大量的包括隐性知识在内的一般知识,还可以充分运用写作空间等功能管理隐性知识的显性化过程。
     研究了辰州矿业知识知识管理绩效的评价。根据标准,绩效评价指标又可以分成若干种评价指标,主要包括:效益型指标、效率型指标、递延型指标、风险型指标。设计原则主要包括:科学性原则、可操作性原则、全面系统性原则、定性为主、兼顾定量原则。在基于知识链的知识管理绩效评价中,主要包括:知识获取、知识共享、知识整合与创新、知识应用。按照设计绩效指标体系的原则与影响要素等,根据知识管理的三个维度(知识资源维度、知识管理框架维度和知识管理活动维度),创建出设计知识管理绩效评价指标体系的模型。本文所构建的知识管理绩效评价指标通过基于一级指标与二级指标的指标评价模型评价知识管理绩效。按照规划所设定的层次以及评估的基本状况根据初步确定的知识管理绩效评价指标体系,包括9个子集,分别为知识获取、知识共享、知识整合和创新、知识应用、领导重视程度、组织结构和文化、人力资源知识化水平、组织信息化水平和网络建设、领导和员工满意度。根据实证分析,在评价知识管理绩效时最重要的是知识应用能力和知识整合与创新,在评价体系中其他指标如员工平均创新成果、研发投入、员工培训和投入等所占的比重也很大,对于企业绩效的提高有很重要的作用。
The most important, fundamental and key ability of an enterprise is core competitiveness which has the decisive effect on status and destiny of an enterprise. Knowledge plays the vital important role in building the core competitiveness. The management of modern enterprise is actually knowledge management, in enterprise management, we must crate knowledge management environment, which including establishment of excellent enterprise culture and the adaptation of the incentive-restricted mechanism, make individual knowledge transformation toward organization knowledge effectively, and then, into a enterprise and services.
     We have studied on technologic innovation mechanism and measure of pushing knowledge of ChenZhou Mining. As for ChenZhou Mining, we must set up the effective operation mechanism; establish company technologic innovation strategy and development planning; increase investment funds and personnels.The operational mechanism should be adapted with the organization frame and development scale of the company. And the same time, we should make attention on the long-term and near goal when we establish this mechanism. In order to crate good conditions for research institutions, it is essential to improve the explore conditions of design & research company and geology prospect center; to form an effective competition mechanism and inspiring mechanism. In order to set up the knowledge management system, we should strike up full-time or part-time relevant institutions and complete management system from the company headquarters to each division. We should training employees'ideas, habits and operation mode and define their responsibilities and constructing knowledge system, collect and share the knowledge and support the use of knowledge management system.; provide the professional knowledge management service for enterprises;help the staff to understand the importance of knowledge management, accept and adapt to the contents, then, take part in knowledge management changes. To form a successful rational the responsibilities of enterprise knowledge management mechanism is the important foundation and safeguard of knowledge management, which also plays an important role in enterprise's development. The main measures to promote knowledge management are:the clearly duties and procedures, compiling knowledge map; establishing key document subjects, compiles the most experts map, implement key document, the core knowledge; accumulation of responsibility and key document materialized, core knowledge and key document storage, knowledge management evaluation and development.
     We have studied on the construction of ksm system of chenzhou mining. The advanced information technology is an powerful supporting for actualizing Km. Chenzhou mining use KSM as platform of KM, which including six module, such as personal center, document center, setup management, cooperation center, knowledge map, flow map. These centers can sufficiently show knowledge authorization system, knowledge evaluation system and support the creating of multilevel knowledge base and two-dimensional comprehensive knowledge map. It is possible for us to manage whole lifecycle which change the data information for experience knowledge. We can not only manage core knowledge on the basis of two-dimensional comprehensive knowledge map, but also the common knowledge, still can make full use of some functions such as writing space to manage the process of recessive from dominance.
     We also studied on performance evaluation of chenzhou mining's km. according to the standard, the performance evaluation can be divided into several kinds of assessment indexes, mainly including: efficiency index, deferred index, risk index. Design principles mainly include:scientific principle, operability principles, comprehensive systematic principle; main qualitative and considering quantitative principle. The performance evaluation of knowledge management that based on knowledge chain mainly include:knowledge acquisition, knowledge sharing, knowledge integration and innovation, knowledge applications. According to the design performance index system principle and influence factors of knowledge management and three dimensions (knowledge resources dimension, the knowledge management framework dimensions and knowledge management activity dimensions), we can create design knowledge management performance evaluation index system model. The constructed knowledge management performance evaluation index in this paper was based on primary index and secondary indexes, to evaluating model of knowledge management performance. Initial building of the knowledge management performance index is according to the administrative levels designed by planning institute and basic information of evaluation. It including nine subsets:knowledge acquisition and sharing knowledge, knowledge integration and innovation, knowledge application, leadership attention, organization structure and culture, human resource knowledge level, organization informationization level and network construction, leadership and employee satisfaction. According to the empirical analysis, the most important is knowledge application ability and knowledge integration and innovation during evaluating of knowledge management performance. In evaluation index system, other indicators such as average staff innovation achievement, r&d investment, employee training and investment, these proportion which occupied a big proportion. It plays an important role in improving enterprise performance.
