电信网帐务系统及辅助决策研究与开发

摘要
随着电信市场的逐步开放和电信业务的不断发展,市场竞争更加激烈,用户对电信服务的要求越来越高,电信计费帐务系统是中国电信业务支撑的关键应用系统之一。提高计费准确率、完善帐务处理流程及提高帐务系统的准确性是杜绝帐务投诉,优质高效开展帐务工作的必要条件。本论文在此背景下,研究和开发了电信计费帐务系统。
     在电信计费帐务系统研究的基础上,本论文还研究开发了97接口系统。该系统通过分析电信业务流程,实现异种结构数据转换,解决了原有的“97系统”和现在的计费帐务系统之间用户资料存在的差异问题,这是影响计费准确率、实时话单算费和实时帐务处理的一个重要因素。论文中所论述的97接口系统实现了实时或定时转换“97数据库”中业务信息至帐务系统,研究了实现两个系统间信息通信的方法。
     为了完成信息资源的深层次应用,解决电信企业在市场经营中面临的种种问题,需要从大量数据中提取出隐藏的关键信息,为领导正确决策提供重要依据。论文中,研究了在电信行业中运用数据挖掘技术处理业务数据,总结规律的方法,通过这些数据挖掘方法的运用,为决策分析提供了科学依据。
     本论文所开发的计费帐务系统和接口系统及其运用数据挖掘技术辅助电信领导层决策等项目内容,都已在杭州地区各地方电信局得到应用。
With the gradual opening of telecom market and the continuous evolution of telecom services, the competitions of market become more intense. Customers hope to get higher quality service. As one of the telecommunication service fundmental application systems, the billing system is the important tool for the improvement of the service quality, the management level, the management efficiency and the enterprise competition. It's greatly necessary to improve the billing precision. Under this background, the billing system has been researched and developed in this thesis.
    Based on the research of the telecom billing system, the "97-interface system" has been developed. Through the analyses of the operational flow, this system has realized the conversion between the two different structures of data, and has solved the problem that the original "97 project system" has many differences with our billing system, which make it difficult to bill on time. How to realize the communication between the two systems has been introduced.
    To find the deeper application of the information resources, understand more requirements of the customers, solve the problems in the management, it's necessary to get the hidden information from a great deal of data, and apply it to assist the enterprise leader to make decisions, hi this thesis, the Data Mining application in the telecom services has been researched.
    The billing system, "97-interface system" and the telecom services decision-making assistance by the Data Mining technique have been used in many district telecommunication companies around Hangzhou.
