合肥市农村文化建设调查和思考

摘要
文化需求是人类的基本生活需求之一。经过20多年的农村改革开放,农村的温饱问题已经基本解决,正走向全面建设小康社会的新阶段。但是,农村的文化事业仍然比较滞后,主要是发展不平衡的状况没有得到根本性的改变,城乡文化状况存在着巨大的差异;农村文化经费投入严重不足,有些地方文化事业经费处于负增长;农村基层文化设施落后,难以开展正常的文化活动;农村文化机构不健全,基层文化队伍素质普遍偏低;农村基层文化资源严重匮乏,活动内容形式和手段单一;农村基层文化管理体制落后,不利于公共文化服务职能的发挥等。因此,高度重视农村文化问题,加强农村文化建设,是坚持马克思主义在意识形态领域的指导地位,不断提高建设社会主义先进文化的能力,努力提高农民的思想道德素质和科学文化素质,全面建设小康社会需要研究解决的重要课题。
Cultural demand is one of the human basic demands. Through more than 20 years of the rural reform and opening-up , the adequate food and clothing in the countryside have already been basically solved, the country is moving towards the new stage of the well-off society of comprehensive construction. However, the cultural undertakings in the countryside is still relatively lags behind, the mainly state is that the disparate development has not got the fundamental change and the enormous difference exists in the culture state between urban and rural areas. The fund input of rural culture is seriously insufficient and some local cultural undertakings funds are in negative growth. Because the rural cultural facility at the basic level lags behind, it is difficult to develop the activity of normal culture. The rural cultural organizations are imperfect and the cultural team's quality in the basic unit is generally on the low side. Because the rural culture resources at the basic level are deficient seriously, the form and means of activity content are single. Because the cultural management system of basic unit of countryside is low, it is unfavorable to full play of the service function of public culture, etc. Paying close attention to the rural cultural problem and strengthening the rural cultural construction is the ability of insisting the guidance position of knowing the Marxism in the shape field and improving socialist advanced culture construction constantly. It is an important subject that make great efforts to improve peasants' ideological and ethical standards and scientific and cultural qualities, to satify the need of the well-off society of comprehensive construction.
