祁漫塔格地区矿产资源分布与产业布局

摘要
祁漫塔格地区位于新疆维吾尔自治区与青海省交界处,横跨阿尔金成矿带和东昆仑成矿带,成矿地质条件优越,矿产资源丰富。自本世纪初,国土资源大调查实施以来,在祁漫塔格地区先后发现了铜、铁、铅、锌、钨、锡、金等多金属矿产,初步形成迪木那里克铁矿、白干湖钨锡矿、维宝铅锌矿、卡尔却卡铜钼矿、野马泉地区铁多金属矿产等5大矿集区,显示出该区域广阔的成矿前景。前期着手谋划资源产业分布,有利于区域经济健康、快速发展。
     通过对祁漫塔格地区近年来地质矿产勘查成果资料的系统整理和分析,提出加快勘查步伐的管理模式,在统一勘查部署指导下,应正确处理财政资金与社会资金的投资平衡关系,合理安排中央、地方、企业的地质工作;形成灵活有效的勘查机制,引导社会资金开展地质勘查工作;完善企业投资找矿收益保障办法,从法律层面确保勘查人投资收益,对企业风险勘查发现的矿产资源应优先配置采矿权等。
     根据区域矿产分布特征,结合区内地理条件,通过野外调查和实地调研,本文将祁漫塔格地区划分为:新疆吐拉-迪木那里可铁铜经济区、新疆白干湖-鸭子泉钨锡铜多金属经济区、新疆维宝-青海野马泉铅锌铁多金属经济区等3个矿业经济区。在产业布局方面,建议将祁漫塔格地区建设成为国家级的矿业经济开发区,统筹跨越新疆和青海两省的矿产资源勘查开发工作,在兼顾双方区域内产业需求、交通条件、基础设施等条件下,祁漫塔格地区产业发展思路为:“新疆吐拉-迪木那里可”应加快发展钢铁产业,促进“南疆三地州”经济增长;“新疆维宝-青海野马泉”应引进大型矿业公司,整合区内矿产资源,大力发展循环经济,实现跨省联合开发;“新疆白干湖-鸭子泉”应暂缓开发,把该区域建设成为国家级矿产储备基地。
     通过对国内外矿产生产与消费的供给关系分析,采用预测学方法对拟开发的矿产效益展开评估。建议当地政府应与国内外大型矿产品消费企业建立战略联盟,增强区域内主导矿产品开发对国内外市场的影响力。通过对国家产业政策研究,提出国家级矿产资源储备基地补偿对策,因限定开采对当地经济发展造成制约,以及对企业找矿投资造成损失的,国家应参照“退耕还林”政策,给予地方政府或者企业合理的资金补助和政策承诺。补偿企业前期勘查投入,确保企业矿权在储备期内免交各种费用,储备期解冻后,优先允许企业开采矿产等措施。
The Qimantage regions where have developed various favorable geological conditions and rich mineral resources lying in the conjunction of Xinjiang Uygur Autonomous Region and Qinhai province,across the Altyn mineral belt and East Kunlun mineral belt. From the beginning of this centurty,with the Land Resource Survey having been carried out,copper, iron, lead, zinc,tungsten, tin,gold and multi-metal ores have been discovered in this region.Five ore deposits have been formed primarily: Dimunake iron deposits,Baiganhu tungsten-tin deposits, Weibao lead-zinc deposits, Kaerqueka copper- molybdenum deposits and Yemaquan iron deposits. All these discoveries can do indicate that the Qimantage regions have develop a favorable exploration potential. So it can be proved that designing the distribution of resources have a favorable influence on the healthy and rapid development of the regional economy .
     Via the systematic analysis of the geological achievements in Qimantagee in recent years, The management project should be improved so as to accelerate the pace of exploration. Based on the guideline of the unified exploration in geology survey, the balance between the government funds and social funds should be managed reasonably. Also ,the geological work of government ,locals and enterprises must arranged to suit our society reasonably. Flexible and effective mechanisms for the exploration are required in order to lead social funds to geological projects. By improving income security for the enterprises to invest in prospecting, and ensureing the investment security of individuals from a legal perspective, we should give priority to the rights of exploration for the enterprise which participate in risk-explorations.
     On the base of analyzing the distribution charcter of mineral resources,combinated with the geographical conditions, the field research, the Qimantage region can be divided into three economic zones of mineral resources. It includes the Xingjian Uygur Autonomous Region Tula-Dimlalike iron-copper economic zone, the Baiganhu-Yaziquan tungsten-tin copper economic zone, and the Weibao-Qinghai province Yemaquan lead-zinc copper economic zone. Moreover, the Qimantage mineral region should be developed as a national economic zone. More attention should be paid to cooperate the work of exploitation mineral resources in the provinces of Xinjiang Uygur Autonomous Region and Qinghai province, and meet the demands in the industry, the transportation, and the conditions of infrastruction. The Xinjiang Uygur Autonomous Region Tula-Dimlalike would accelerate the development of steel industry, promote the economic growth of three southern states in Xinjiang Uygur Autonomous Region; Weibao (in Xinjiang Uygur Autonomous Region)- Yemaquan(in Qinghai province) would introduced large mining corporations to participate in exploration, to reach the goal of integration of mineral resources in the regions, developing the circular economy, and the co-development of the provinces. The Baiganhu-Yaziquan zone (in Xinjiang Uygur Autonomous Region) should defer its development, and be built as a national base in mineral reserves.
     Through analysis of relationship between mineral production supply and consumption in home and abroad, using predictions method assessment benefits of mineral development, we suggest that the local government should establish strategic alliances with domestic and foreign large minerals consumption enterprises, and enhance the influence of dominant mineral on domestic and international markets. We also should make effective measures for the compensation about the national mineral resource reserves. result from the limited explorations of mineral resources which may block the local economic development and the losses of the investment of companies. Our country should provide local government with reasonable financial compensations and policy supports. According to the policy of Return Cultivated Land to Forests, give compensations to the companies for their pre-exploration investments, and ensure that companies which have mineral rights in reserve period to be exempted from the fees, also that give a priority to enterprises to participate in explorations after the period of reserve.
