电力企业信息整合及成功因素分析
摘要
信息技术在电力企业建设、生产、经营管理等领域得到了广泛的应用,已经成为支持电力企业业务发展的重要手段。随着厂网分离、资产重组、竞价上网、区域联网等一系列改革措施的推进,加上近年来全国范围内的缺电情况,使得大量的投资进入电力领域,带来了电力信息化需求量的大幅上升。电力行业与企业仍然处于改革推进之中,信息化需求不断呈现,IT技术与管理理念的不断推陈出新。
本文通过考察国内电力企业信息化建设的特点、发展阶段和实施现状,参考大唐国际发电股份有限公司信息化建设的历史情况,收集有关的资料和数据,对比分析了大唐国际发电股份有限公司现阶段信息化建设中存在的信息化缺乏系统性、缺乏统一的标准体系、管理模式不适应、信息化组织建设滞后、数据不统一、提供决策能力低下等多系统并存产生的问题。通过重点分析该公司已经实施运行的财务管理信息系统FMIS、厂级实时监控信息系统SIS、企业资产管理系统EAM、供应商关系管理系统SRM等系统以及系统相互间的数据传递与约束,依据国家电力行业信息化发展规划和大唐国际信息化建设规划,从转变管理观念、深入推进信息资源规划、理顺业务流程、编码体系的建立、数据整合、建立统一信息平台、加强信息机构建设、注重实施等方面对这些系统如何进行信息化整合做出了研究和总结。同时,对大唐国际发电股份有限公司今后的管理信息化建设的方向进行了探讨和展望。
The information technology has been widely applied in the electric power enterprise construction,production and management and become an important method which support the development of electric power enterprise business.Along with the promotion of a series of reforms and measures such as the separation of power production and transmission, assets reorganization,bidding for electric network and region networking,as well the nationwide lack of electricity in recent years,a large amount of money has been invested in power industry.Then much demand for electric information increased violently.The reform in power industry and enterprise is in progress and demand for informationization emerged timely because of the development of IT technology and modern management concept.
This article through the inspection domestic electric power enterprise infonnationiztion construction characteristic,the development phase and the implementation present situation,refers to the DATANG International Power Generation CO.,LTD informationization construction the historical situation,collected the related material and the data,the contrast analyzes the informationization which in the DATANG International Power Generation CO.,LTD present stage informationization construction existed to lack the systematic characteristic,to lack the unification the standard system,the management pattern does not adapt,the informationization organization constructs the lag, the data not not unified,provides the question which decision power low and so on multi-system coexisting produced.Based on the present situation of the management infonnationization construction and implementation in DATANG International Power Generation CO.,LTD,this article analysed the FMIS(Financial Management Information System),SIS(Supervisory Information System),EAM(Enterprise Assets Management), SRM(Supplier Relationship Management)and the data transmission between these systems,meanwhile,did some researches about how to informationize and integrate these systems.Based on the national electric power profession informationization development plan with the DATANG International Power Generation CO.,LTD informationization construction plan,from the transformation management idea,the thorough advancement information resource plan,the straightening out service flow,the code system establishment, the data conformity,the establishment unification information platform,enhancement information aspects and so on how organization construction,attention implementation carried on the informationization conformity to these systems to make the research and the conception.At the same time,this article has discussed and forecasted the future Management Informationization Construction of DATANG International Power Generation CO.,LTD.
本文通过考察国内电力企业信息化建设的特点、发展阶段和实施现状,参考大唐国际发电股份有限公司信息化建设的历史情况,收集有关的资料和数据,对比分析了大唐国际发电股份有限公司现阶段信息化建设中存在的信息化缺乏系统性、缺乏统一的标准体系、管理模式不适应、信息化组织建设滞后、数据不统一、提供决策能力低下等多系统并存产生的问题。通过重点分析该公司已经实施运行的财务管理信息系统FMIS、厂级实时监控信息系统SIS、企业资产管理系统EAM、供应商关系管理系统SRM等系统以及系统相互间的数据传递与约束,依据国家电力行业信息化发展规划和大唐国际信息化建设规划,从转变管理观念、深入推进信息资源规划、理顺业务流程、编码体系的建立、数据整合、建立统一信息平台、加强信息机构建设、注重实施等方面对这些系统如何进行信息化整合做出了研究和总结。同时,对大唐国际发电股份有限公司今后的管理信息化建设的方向进行了探讨和展望。
