布里斯班创意产业空间集聚及对灾后城市重建影响研究

摘要
早在1994年,澳大利亚政府便提出了“创意国度”的概念,将促进文化产业发展列入国家发展政策之中,并积极推动发展本国的创意产业。在这一大的背景下,布里斯班积极发展本土创意产业,成为世界上最早设立创意产业中心的城市之一;创建了世界上第一个创意产业学院,专门用于培养创意产业人才和从事创意产业研究;依托昆士兰科技大学建立了澳大利亚第一个创意产业园区作为创新和产业化发展的基地,这使得布里斯班创意产业的发展具有了代表性。随着布里斯班创意产业的发展,与产业集聚一般规律一样,创意产业在地理空间上也逐渐具有了集聚的态势,然而由于布里斯班本身创意产业的独特性以及城市结构的特殊性,使得布里斯班创意产业集聚呈现独特的表征方式——“热点”。创意产业集聚的“热点”是在产业集聚一般规律及布里斯班创意产业独特性共同作用下形成的。基于这些热点,同时延续了几个具有相同行政区域背景的集聚“热点”在产业类别上的关联性,逐渐形成了布里斯班创意产业集聚的“走廊”。这些热点和走廊的分布状况隐含了布里斯班创意产业集聚的基本特征,即围绕城市中心大体呈现包围式集聚、城市核心区离散式分布、创意阶层居住空间的上分散、高校产业集群显现。这其中既有创意产业一般集聚规律的表现,又有布里斯班创意产业集聚表现的独有特征。布里斯班创意产业的发展在很大程度上得益于积极探索“产官学”的产业发展模式,创造性的实现了组织、技术、制度本地化共同演化的发展模式,走出了布里斯班自己的城市创意产业发展之路,值得其他各地区予以借鉴。
     2011年初布里斯班洪灾的发生对城市各个方面造成了重大影响,灾后重建的问题也成为当前关注的焦点。借鉴日本神户阪神大地震后发展设计类创意产业并取得成功的案例,可以推测布里斯班创意产业的发展对灾后重建必然的具有积极意义,这主要体现在灾后重建的初期以及远期发展潜力方面,具体表现为以较少的投入恢复和提高城市竞争力、迅速恢复生产缓解就业和社会压力、优化旧城空间秩序以及有助于城市经济结构转型升级几个方面。
In the early 1994, the Australian government puts forward the conception of“Creative Nation”, which includes the development of culture industry into national development policies and actively promotes the development of their creative industries. In this backdrop of development, Brisbane positively develops its local creative industries, creates the worlds first creative Industries Institute, which is specialize designed to foster creative talents and to research in the creative industry. Finally, it becomes the world center of creative industry relying on Australian Queensland University of Technology, establishes the first industrial park as innovative and creative industry development base, which makes the development of creative industries in Brisbane becomes more representative. With the development of the creative industries in Brisbane, an agglomeration trend in geographical space gradually emerged just as the general rules manifested in the industry agglomeration. However, because of the uniqueness of the creative industries as well as the urban structure of Brisbane, its creative Industries present a unique characteristic which we particularly called "hot spots”. The formation of the“hot spot”is under the coefficient of both the general rule and its uniqueness in creative industrial agglomeration. Thus, base on these hot spots as well as other hot spots in some similar administrative areas which emphasize relevance among different industrial categories,“the Brisbane Creative Industries corridor" gradually shaped. The distribution of these hot spots and corridors implicate some essential traits of the creative industry agglomeration in Brisbane, such as surrounding agglomeration which is generally around the city center, discrete distribution in core area of the city, the living space disperse of the creative class and the appearance of university cluster. These structures are the combination of the general rule and the uniqueness of creative industrial agglomeration in Brisbane. The development of creative industries in Brisbane which is largely benefit from the positive expedition of a "university-industry-government" mode, creatively realized a co-evolutive development pattern consisted of the localization of organization, technique and institution. Then one step further, Brisbane created its own way of development, which is worth using for reference to other regions.
     The occurrence of Brisbane flood happened in early 2011 had a significant impact on all aspects of the city. Obviously, the post-disaster reconstruction has also become the central point of our focuses. Take example by the great achievement of the development in design creative industry after Hanshin Earthquake in Japan, you can predict the positive effect of the development of creative industries in Brisbane on the post-disaster reconstruction in this area, which is mainly reflected in the initial period of post-disaster reconstruction stage and the long-term development potential aspect. This is manifested in relatively low consumption; high improve of urban competitiveness, rapid recovery of production in relieving employment and social pressures and optimization of the old spatial order of the cities.
