基于委托代理理论的公共政策有效执行的制度分析

摘要
改革开放三十年来,尽管我国政府先后制定并出台了一系列正确的方针政策,使中国特色社会主义现代化建设事业取得了举世瞩目的伟大成就,但是在我国的公共政策执行过程中,在相当程度上还存在着诸多“有令不行”、“有禁不止”、“上有政策”、“下有对策”、“政策执行走样”等问题。论文对我国公共政策有效执行的现状及存在的主要问题进行了分析,认为产生的主要原因在于监督机制不健全、委托——代理链过长、代理人的权利与责任不对称、代理地位不平等、委托激励机制不足等,解决的途径是减少信息不对称——消除委托人“理性的无知”;重塑政府治理理念——消除代理人机会主义和不道德行为:加强监控和激励的兼容——强化契约的规则约束;推进政府机构改革;合理界定政府的行为空间、科学合理地配置公共政策执行权力;公开政府行为、减少不对称信息,实现对政府官员的有效监督;培养公民的参政议政意识,逐步建立委托人的直接监督机制;强化政治社会化功能,增加意识形态资本的投入。
More than 20 years of reform and opening up, although the Chinese government has formulated and promulgated a series of proper policies to China's socialis modernization which has made great achievements of world, there are still many "orders not obeyed," "prohibition" and "policy" and "under countermeasures"," change the policy implementation" issues, in our public policy implementation process. the article think that the main reason is that the supervisory mechanism is not perfect, commissioned - Acting chain too long, the rights and responsibilities of agents asymmetry, the Acting unequal status, commissioned by the lack of incentive mechanisms act.The way to resolve is reduce the information asymmetry - the elimination of the client "rational ignorance" Reinventing Government management concepts - the elimination of agents opportunism and unethical practices, and strengthening monitoring and incentive compatible - To strengthen the rules leases; push forward the reform of government institutions; reasonable definition of the conduct of the government space, scientific and rational allocation of public policy enforcement powers; open government acts to reduce asymmetric information, the government officials to achieve the effective supervision of the development of civic awareness to participate in, and gradually establish a client direct supervision mechanisms to strengthen political and social functions, increase capital investment ideology,also uses game theory to analysis the relationship between clients and agents Game, theoretically solved means using incentive mechanism to promote the effective implementation of public policy.This paper describes in detail the implementation of China's current public policy, the existing problems of in education it takes the implementation of the policy as an example analysises the status of our implementation of policies, and based on principal-agent theory of the causes leading to these problems.In the end, the article raises the recommend settlement of principal-agent problems, and promotes the effective implementation of public policy recommendations
