深圳市地铁工程施工期间交通疏解问题研究

摘要
解决大城市的交通问题,需要建设地铁。地铁工程规模浩大,工程环境复杂,结合工程其它公用设施和地铁沿线的物业开发,将加剧城市交通情况的恶化。纽约、巴黎、伦敦、北京、上海等城市的地铁施工经验屡次证明“地铁建设期是城市交通黑暗期”。随着越来越多的大城市修建或准备修建地铁,如何合理进行城市交通疏解,尽量减轻地铁工程施工对道路通行能力的影响,顺利度过“城市交通黑暗期”,成为一个亟待解决的问题。
     本文针对地铁施工期间交通疏解的难题,首次提出了一个科学、系统的解决框架:
     (1)确定了交通疏解研究的基本步骤。
     (2)利用成熟的中观交通仿真模型进行趋势交通的预测;同时建立一般性的交通疏解评价体系。
     (3)在趋势交通预测的基础上,分析地铁施工对城市交通的影响,进行交通疏解方案的设计和优化,并用交通疏解评价体系进行评价。
     (4)给出交通疏解方案效果评价的方法,从而可以根据实测交通数据滚动调整交通疏解方案。
     基于这个解决框架,在对深圳市现有交通状况进行广泛调查的基础上,本文给出了深圳市地铁一期工程施工期间交通疏解的实例,进行了交通影响分析、交通疏解方案设计和优化、实施效果评价,取得了良好的应用效果。本文提出的解决框架为国内大城市处理轨道交通建设期间交通疏解问题奠定了良好的基础。
In order to solve the traffic problem of metropolitan cities, subway is required to construct. The large-scale subway project and complex engineering environment, together with the development of other public infrastructures and properties of the project along the subway, will increase the worsening of urban traffic condition. The subway construction experiences of New York, Paris, London, Beijing and Shanghai have frequently proved that subway construction period is the dark period of urban traffic. Along with more and more metropolitan cities constructing or planning to construct subway, it is an urgent need to solve the problem that how to carry through urban traffic organization reasonably, to decrease the impact of subway construction to highway capacity and get through the dark period of urban traffic.
    Aiming at the problem of traffic organization during subway construction, this paper first sets up a scientific and systematic solution framework:
    (1) It confirms the basic steps of traffic organization study.
    (2) It utilizes the mature medium traffic simulation model to forecast the future traffic. Meanwhile, it constitutes the general evaluation system of traffic organization.
    (3) Based on the future traffic forecast, it analyzes the impact of subway construction to urban traffic, designs and optimizes the solutions of traffic organization, and evaluates the solutions with the evaluation system of traffic organization.
    (4) It presents the effect evaluation method of the solutions of traffic organization, so it can adjust the solutions of traffic organization iteratively based on the field survey data.
    Based on this solution framework and extensive survey of exsiting traffic condition in Shenzhen City, the paper presents the special example of traffic organization during Phase One subway construction in Shenzhen City. It analyzes the traffic impact, designs and optimizes the solutions of traffic organization, evaluates the effect of the solutions of traffic organization and gains the favorable application effect. The solution framework proposed in this paper establishes sound foundation for other metropolitan cities in China to deal with traffic organization problem during railway transportation construction.
