新疆生产建设兵团城镇化发展研究

摘要
地处祖国西北边疆的新疆生产建设兵团,肩负着“推动改革与发展,促进社会进步的建设大军”、“增进民族团结、确保社会稳定的中流砥柱”和“巩固西北边防、维护祖国统一的铜墙铁壁”的重要作用。因此可以说,兵团的经济发展是新疆的社会稳定乃至我国经济和社会发展的重要组成部分。因而,对兵团城镇化发展研究具有重要的理论与实际意义。在国家实施西部大开发的战略中加快西部城镇化是西部农村摆脱贫困与落后的重要途径,是落实党的十六大提出的“积极推进西部大开发促进区域经济协调发展”、“全面繁荣农村经济加快城镇化进程”战略的具体体现。
本文首先阐述了新疆生产建设兵团城镇化发展历程,兵团城镇化的发展现状和特点,兵团城镇化的特殊性。其次,在对兵团城镇化与工业化的协调性、兵团城镇化发展的综合水平、兵团农牧团场的城镇化发展水平进行实证分析的基础上,对兵团城镇化的发展基础进行评价,并探寻了兵团城镇化发展过程中存在的主要问题,即工业化与兵团城镇化的互促作用不明显,兵团地区发展不平衡,城镇布局不合理,产业结构不合理,城镇体系不配套,兵地之间在在城镇发展上缺乏统一规划和协调,以及从体制因素、经济因素、生态环境因素和制度因素四个方面分析了兵团城镇化发展的制约因素。再次,从兵团整体城镇化发展动力机制和兵团各师城镇化发展动力机制两个方面对兵团城镇发展动力机制进行实证分析和聚类分析；第四,提出兵团城镇化发展的战略规划与统筹协调。主要明确了兵团城镇化发展的战略目标,指明了兵团城镇化发展的战略重点主要包括提升兵团城市在区域开发中的竞争力,培育片区中心团场的集聚能力,加强特色城镇建设,做好布局调整和加强中心连队居民点建设,并提出兵团城镇化发展要从经济发展与边疆安全,经济发展与社会文化交融,兵地共建,物质文明、精神文明、政治文明和生态文明等方面进行统筹协调；第五,探讨了兵团城镇化发展的区域布局,即天山北坡城镇密集带、南疆铁路沿线城镇发展带、伊犁片区、阿勒泰片区、塔城片区、哈密片区和田片区,兵团城镇化发展发展模式,即兵地互动、工业园区主导型、旅游资源开发带动、边境口岸地缘型、兵地共建型、师市合一型、优势资源转换型模式,第六,提出加快兵团城镇化化进程的对策建议,即转变观念,统一思想、加快兵团体制创新、搞好规划编制和加强规划落实、加强兵地融合型区域经济,建立统一的城镇体系、拓宽投融资渠道、建立多元化的投资体制,创立兵团产业投资资金、以产业发展带动城镇建设,发展特色经济、调整产业结构,并从组织、技术、制度和管理四个层面提出相应的保障措施。
本文通过分析得出以下认识,首先从兵团城镇化发展的基础评价来看,兵团存在的问题表现在：地区发展还不平衡、城镇布局、产业结构也不合理,城镇体系不配套、兵地之间缺乏统一规划与协调。其次通过对兵团城镇化动力机制的研究发现,兵团各师城镇化动力机制存在较大差异,兵团城镇化发展的初始动力、核心动力和后续动力严重不足,特别是作为推动城镇化发展的核心动力。而作为兵团城镇化发展重要因素的核心动力、后续动力,表现尤为突出,需要进一步的培育与加强。最后是兵团城镇化模式,主要从兵地互动、工业园主导型、优势资源转换型、旅游资源开发、师市合一型、边境口岸地缘型、兵地共建型七个角度来制定符合自身区位和特点的城镇化发展方向。
Located in the northwest frontier of the motherland, XPCC must play an important role in "the Construction army of promoting reform development and social progress, the backbone in enhancing the national unity and social stability, the real iron bastion which consolidating of north-west border and safeguarding the unification of the motherland". So we can say that the economic development and social stability in XPCC is an important component in Xinjiang and even China. At present, security and stability in the Northwest Frontier is threatened by international terrorism, religious extremism and ethnic separatism. Proceed from the northwest border security, this dissertation try to explore the development questions of characteristic urbanization of special system in XPCC.
First, this paper described the Xinjiang Production and Construction Corps urbanization process, the development of urbanization Corps status and characteristics of the special corps of urbanization. Second, this paper analysis of the following aspects, the Corps of urbanization and industrialization on the coordination of the Corps comprehensive level of urbanization, urbanization Corps Farms development on the basis of empirical analysis, the development of urbanization on the Corps to evaluate the foundation, and to explore the process of urbanization Corps major problems as following:industrialization and urbanization positive interaction between Corps is not obvious, Corps uneven regional development, urban layout is unreasonable, irrational industrial structure, urban system is not supporting the troops in between urban development in the lack of unified planning and coordination, we analysis system factors by four aspects of urbanization Corps constraints and, institutional factors, economic factors, environmental factors, forth more from the Corps as a whole dynamic mechanism of urban development and urbanization Corps the dynamic mechanism of division two dynamic mechanism of urban development on the Corps to conduct empirical analysis and cluster analysis; Fourth, proposed the development of urbanization Corps strategic planning and co-ordination. Corps explicitly the main strategic objectives of urban development, urbanization Corps identified the strategic priorities include enhancing the development of Corps in the regional competitiveness, foster the accumulation of Farms Area center capacity, strengthen the characteristics of urban construction, well layout adjustment and strengthening of central residential construction company, and proposed the development of urbanization from the Corps of economic development and border security, economic development and social and cultural blending, corps to build, material civilization, spiritual civilization, political civilization and ecological civilization in areas such as co-ordination; fifth, we discuss the regional distribution of urbanization of the Corps, that is dense with North Slope towns, urban development zone along the Southern Xinjiang Railway, Area Ili, Altay Area, Tacheng Area, Hamilton Area Wada District, Corps urbanization development model, which corps to interact oriented industrial parks, tourism, resource development drive, geograpmc-basea boraer crossings, mirntary to Duna a moaei, the aivision-one-type city, advantageous resources transformation schema, the sixth, Corps proposes to speed up the process of urbanization, Suggestions, or ideas, unify thinking, speed up institutional innovation Corps, doing a good job planning the preparation and the strengthening of planning the implementation, strengthen the Regional Economic Integration corps to establish a unified urban system, expand investment and financing channels to establish a diversified investment system, the creation of investment funds industry Corps to promote the development of urban construction industry, development of special economic, industrial restructuring, and organizational, technical, and management of four levels of protection measures accordingly.
By analyzing the conclusions are as follows, first from the Corps based evaluation of urban development point of view, a problem reflected in the Corps regional uneven development, urban layout, irrational industrial structure, urban system is not supporting the troops in the between the lack of unified planning and coordination. Followed by dynamic mechanism of urbanization on the Corps study found that the teacher corps dynamic mechanism of urbanization, there is a big difference in the initial development of urbanization Corps force, the core power and follow-up to power shortage, especially as the core to promote the development of urbanization power. As an important factor in the development of urbanization Corps core driving force, follow-up power, perfonnance particularly the need to further nurture and strengthen. Finally, the urbanization pattern Corps, mainly from the corps to interact, industrial park oriented, transformational superior resources, tourism resources development, Division City One type, geographic-based border crossings, corps to build a model point of view and draw their own location and characteristics of urbanization development.
