河南国税采集评估系统的设计与实现

摘要
河南省国税系统全面运行综合征管软件后,如何对省级集中的数据进行综合利用、如何利用数据指导基层工作,以及如何加强税源管理,成为当前加强税收征管工作的新课题。数据采集和纳税评估是加强税源管理的主要方法和手段,但从省局直至基层税务分局和税收管理员,还没有一个有效指导工作、控制过程的上下联动载体。另外,各市自行开发的系统在各项工作中发挥了有效的作用,有必要将实践效果好、具有推广价值的应用经验吸收整合到省级平台中,在省级层面上进行整合推广,发挥更大的作用。但是,目前自行开发的系统缺乏统一规划的用户界面、用户管理和权限管理。在此情况下,为完成系统整合功能,实现资源共享和加强税源管理等新的业务要求,河南省国税局与浪潮齐鲁软件产业股份有限公司共同开发了河南国税采集评估系统。
     本项目采用RUP开发模式和UML描述工具,完成了河南国税采集评估系统的需求分析和系统设计,为系统的开发工作奠定了坚实的基础,统一了开发规范和标准,保证了软件质量,减少成本并降低风险。同时,通过对数据采集和纳税评估这一带有行业特征的业务进行研究,形成了一套针对数据采集和纳税评估子系统的分析和设计模式,以指导国内同类型行业进行信息化建设。另外,通过基于浪潮Loushang BSP开发的整合平台,理清了用户管理、资源管理、权限管理、业务管理等几条管理线之间的关系,实现了登录、认证、统一界面、用户管理、组织机构管理、资源管理、菜单管理等功能。
     数据采集模块实现了省局和市局对宏观数据的录入和查询,帮助省、市局用户完成对全国各省、河南省各市和区县各项数据指标的分析,用以指导税务机关把握税收现状和走势,制定和调整相关税收政策。为了在页面完成与Excel表格数据间的复制粘贴功能,采用了ChinaExcel报表工具,通过ChinaExcel与浪潮Loushang开发平台的结合,完成了从页面数据显示到数据库存储的一系列操作,方便了用户从Excel中直接复制数据到页面表格,提高了录入效率和正确率,保持了页面ChinaExcel表格与Excel表格样式的一致性,使页面整洁美观,易于操作和使用。
     纳税评估模块将原来手工办理的各项业务步骤抽象为工作流,避免了各税务机关之间手工评估繁琐的业务处理流程,结束了各部门人员之间往返报送审批文件的时代,所有纳税评估业务都可利用纳税评估模块实现,实现了评估的标准化、流程化和自动化。通过采用工作流来处理纳税评估流程的跳转,使各部门不同操作员之间准确、即时协作,方便快捷地完成各项评估流程,提高了工作效率,并形成了标准的纳税评估处理流程,使评估工作更加标准、规范,并可作为今后纳税评估的操作准则。
     综上所述,我们在分析业务需求和满足用户个性化要求的基础上,设计并实现了针对税务行业的采集评估系统,希望能够对我国税务软件的开发与应用有一些促进,进而对国家金税三期工程起到一定的推动作用。
After the overall application of taxation and management software in Henan state taxation system, how to make full use of the data centralize by the provincial revenue, to direct the grass-root work with the data, and to reinforce the management of sources of taxation have become the new task of reinforcing taxation imposition and management. Data collection and assessment are the main methods of reinforcing the management of tax revenue source. But from provincial revenue to base revenue even to the tax collector, there's no such a platform that can direct work effectively and control the process as a whole. In addition, the systems developed by cities of the province play an effective role in all kinds of tasks, so it's essential to integrate and assimilate the experiences which are effective and valuable to the provincial software platform. It will play a more import role with the integration and popularization. But the systems developed separately are lack of uniform user interface, user management and access control. In this condition, for the purpose of integrating the system function, sharing resources and reinforcing the management of tax revenue source, Henan state revenue and Inspur software Co., Ltd have developed data collection and assessment system for Henan state revenue.
     This project adopts RUP design patterns and UML description tools. We have finished requirements analysis and system design, established a solid foundation for system design, unified the design standard, ensured the software quality, lowered the costs and reduced the risk. Meanwhile, according to the research of data collection and tax payment assessment which have typical industry characteristics, we have formed a series of analyzing and designing patterns for data collection and tax payment assessment, so as to guide the information construction of domestic industries of the same kind. Furthermore, the integrated platform which developed based on the Inspur Loushang BSP has clarified the relationship among user management, resources management, access management, business management and so on, realized the function of login, access, unified interface, user management, organization management, resources management, menu management and so on.
     Data collection module has realized the input and query of macroscopically data by provincial revenue and municipal revenue. It can help users to analyze the index of data about provinces of state, cities in Henan province and districts in city, so as to guide tax authorities to master the current situation and trend of taxation, to make and adjust related tax policies. In order to realize the function of copy and paste between web page and Excel, we have used ChinaExcel which is a kind of reporting tool to develop software combined with Inspur Loushang platform. It is so convenient for users to copy and paste data from Excel to web page, that it has improved the efficiency and correctness of the data input. ChinaExcel keeps the same table style with Excel, makes web pages tidy and elegant, tends to operate and use.
     Tax payment assessment module replaces former manual business tasks with workflow. It avoids complicated business tasks of manual assessment among tax authorities, finishes the period of delivering examination and approval files among stuff of each department. All the business of tax payment assessment can be realized with the help of the module. It makes assessment process standard and automatic. The workflow technology alters process from one operator to another; ensures the cooperation correct and instant, accomplishes every process of assessment conveniently, improves the work efficiency. The workflow of tax payment assessment forms the standard process of assessment, makes the work of assessment more standard and normal, and it can be used as the criteria of tax payment assessment in the future.
     In a word, based on the analysis of business requirements and satisfaction of individual requirements, we have designed and realized the system of data collection and tax payment assessment which aims at taxation industry. We hope it can boost the development and application of domestic taxation software, and then promote the Golden Taxation Project.
