基于软构件的淄博市职称管理系统

摘要
随着社会的发展和对技术、知识的重视,人们越来越关注职称评审的公平性和权威性。传统的职称评审过程主要通过申报人将相关的材料打印后上报给人事主管部门,由相关人员进行核查,然后再组织专家进行评审。这样的评审过程,一方面不能保证效率,容易产生错误;另一方面,在职称的评审和监督方面容易产生漏洞,可能导致评审过程的不公平和暗箱操作等现象。因此,在社会信息化飞速发展的今天,保证高效、准确、合理的完成职称评审工作变得非常有意义。
     在分析传统职称评审管理存在的问题之后,本文将职称评审管理工作与软件工程的技术相结合,设计并实现了一个适合地市级应用的职称评审管理系统。通过利用网络和计算机系统的技术和资源,可以提高职称评审管理的效率和公平性,有利于推进政务管理的现代化建议。
     本文从职称评审管理系统的需求入手,总结了目前职称评审管理的现状和特点,根据目前存在的问题分析了系统的设计目标,提出了职称评审管理系统的设计方案。然后分析了系统的体系结构和组成模块,并确定了相应的实现方案。在此基础上,我们选用Visual Studio.net为开发平台,C#为开发语言,SQL Server 2000作为后以数据库,开发出了一套原型系统,有效的实现了系统所设计的功能。文中分析了系统各个组成模块的工作流程和主要接口,给出了重要操作的实现过程,对职称评审管理系统的主要操作界面进行了介绍,并对系统的测试过程进行了说明。
     职称评审管理系统的设计基于软构件的思想,系统中某些功能封装成为构件具有可复用性,整个系统具有良好的可扩充性和可维护性。因此,该系统的应用能够很好的满足职称评审工作的需求,有利于提高职称评审工作的效率和质量。
With the rapid development of society and the attention for technology and knowledge, more and more consideration has taken into the fairness and authority of title assessment. In traditional process of title assessment the title applicant prepared and printed the apply data first, and then delivered them to the administrative department for inspection, after that the experts are organized to perform the title assessment. One of the consequences of traditional process is less efficient and more error and the other is the vulnerability in auditing and monitor, which will result in unfair and wire-pulling. Therefore, it is valuable to implement the title assessment efficiently and accurately with the rapid development of information society.
     After analyzing the situation of present title assessment we design and implement a system, which is suitable for city-region. Employing the resource of network and computer system can improve the efficiency and justice; therefore, it will advance the modernization of government affair.
     In this paper the system requirement is first analyzed and the condition and characteristic of title assessment are summarized, then the design object and scheme are proposed, after that the system architecture and components are introduced, finally a prototype system is developed. The system development platform is Visual Studio.net and program language is C# as well as SQL Server 2000 is employed as the database, which guarantee the system function is implemented effectively. The work flow and interfaces for each modules of the system are presented and the important operations are analyzed in detail, in addition, the operation interfaces and the system testing process are introduced.
     The title assessment management system is designed based on the ideology of software component, so the encapsulated function can be reused and the system possesses good extensibility and maintainability. The system can meet the requirement of title assessment management and is beneficial to the improvement of work efficiency and quality.
