党委办公厅（室）系统信息工作发展研究
摘要
党委办公厅(室)是党委的一个重要工作部门，是党委的左右手。党委办公厅(室)系统信息工作作为整个信息工作大家族中的一个分支，因其服务对象的特殊性，而长期处于敏感地位。加强党委办公厅(室)系统信息工作发展研究，既是党委工作的需要、又是领导决策水平、工作质量的需要，更是经济社会发展的需要。
控制论创始人维纳曾经指出：信息就是信息，不是物质，也不是能量，信息有它自己的特征。本论文从信息的特征阐述开始，通过对党委办公厅(室)系统信息工作的主要特征、地位及其作用、与其他工作的关系、应遵循的基本原则进行探讨分析，阐明了党委办公厅(室)系统信息工作与其它信息工作的区别与联系，在党委工作中所起的重要作用。提出了建立完善的信息工作运行机制和健全畅通的党委办公厅(室)系统信息网络的重要性。接着，对党委办公厅(室)系统信息工作的发展要求和工作中应采取的策略进行了研究，指出党委办公厅(室)系统信息工作的发展必须要有自动化技术作为保障，并着重就信息工作自动化的内涵和信息工作自动化建设进行了探讨。本论文结构紧密，层次分明，逻辑性较强，通过对党委办公厅(室)系统信息工作的初步探讨和研究，必将会对党委办公厅(室)系统信息工作起到较好的促进作用。
The Party Committee General Office is both a key department and an important assistant of the Party Committee. As a branch fo the information system, the Party Committee General Office Information System has been sensitive to everyone for a long time, due to its particular object. Therefore, to attach great importance to the investigation on the Party Committee General Office Information System is to improve the policy-making ability of our leader and our working proficiency, above all, to promote social economy.
The founder of cybernetics Willa once pointed out that information was just information, it wasn't a substance or energy, and it had its own feature. My thesis starts with an expound on the feature of information, and analysis on the characteristics, status and function of The Party Committee General Office Information System and its relationship with other departments and its basic principles, clarifying the Party Committee General Office Information System's difference and relationship with other information systems and its primacy in The Party Committee, putting forward the importance of establishing a perfect information mechanism and a sturdy and unimpeded information net. Then the thesis conducts some investigation on the claim of o evolution and working tactics, pointing out that the evolution of the Party Committee General Office Information System must be safeguarded by the automatic technology, and attaching great importance to the inquire into connotation and construction of automatic information
system. The thesis has a close structure and clear arrangement and a strong logic, and it delivers a primary investigation on The Party Committee General Office Information System, Which will surely enable it to work more proficiently and precisely.
