高技术产业融合成长研究

摘要
20世纪90年代以来,随着技术创新的推动和产业规制的放松,出现了产业融合现象,产业成长出现融合化趋势。在产业新的发展趋势下,如何促进高技术产业的健康快速成长,是一个亟待探讨的重要问题。本文运用产业融合理论、产业成长理论等相关理论和方法,从产业融合的视角对高技术产业成长问题进行了深入系统的研究。这一研究对于丰富和发展产业发展理论,制定高技术产业发展政策,指导高技术产业健康快速成长,无疑具有重要的理论和现实意义。
     本文主要从产业融合的视角研究高技术产业融合成长的机制和路径问题。全文共分七章,第一章为绪论,第二章阐述产业融合的基本理论,为研究高技术产业融合成长问题奠定相应的理论基础。第三章分析高技术产业融合机制与融合成长路径,为下文探索高技术产业与不同传统产业的融合成长奠定理论基础。第四、五、六章分别研究了高技术产业与农业、高技术产业与制造业、高技术产业与服务业的融合成长。从技术渗透融合的角度分析生物农业的产生背景、发展现状与问题,并提出促进生物农业成长的对策建议;从模块化分工角度揭示出汽车电子产业的产生背景、发展现状与问题,并提出促进汽车电子产业成长的对策建议;揭示高技术产业与服务业的融合过程,探索高技术服务业的特征与范畴,并以现代物流产业为案例进行实证研究。第七章是对全文的总结与研究展望。
     研究表明,高技术产业融合导致了许多新产业的出现和成长,拓宽了产业发展的空间。对于高技术产业而言,本身具备的高成长性、高创新性和高关联性的特性,加上产业融合形成的复合经济效应,使得以融合方式成长成为高技术产业成长的重要路径之一。高技术产业融合形成的复合经济效应使得产业形态创新、产业组织创新和产业结构创新,由此高技术产业可以获得巨大的增值潜力,派生出极高的产业成长速度。要发挥高技术产业对经济增长的突破性带动作用,就必须加快高技术产业的融合成长,实现高技术产业的升级转换,要大力发展高技术产业,提高产业整体技术水平,培育新的经济增长点。
     电子信息产业的发展应该成为重中之重,大力发展汽车电子产业。生物技术产业的发展应该重点扶持,优先发展生物农业。大力发展高技术服务业,加强信息基础设施的建设,增强电信服务的能力,推进电子商务和电子政务发展,积极发展数字内容产业,培育高技术服务业。要大力发展促进传统支柱产业升级的高技术产业关联发展,促进高技术产业创新扩散,加快高技术产业的融合成长。
Since 1990s, with the promotion of technological innovation and industrial deregulation, industrial convergence has appeared; therefore industrial growth shows a convergent tendency. With this new industrial development trend, how to accelerate the healthy rapid growth of high-tech industry has become an important issue to probe into. This dissertation uses industrial convergence theory, industrial growth theory and other related theories and methods to research systematically from the perspective of hi-tech industrial convergent growth. This research is of important theoretical and practical significance because it will enrich and develop industrial growth theory, help enacting hi-tech industrial growth policy, direct healthy rapid growth of high-tech industry.
     This dissertation researches on hi-tech industrial convergence mechanism and convergent growth route from the perspective of industrial convergence. There are altogether seven chapters. Chapter one is an introduction. Chapter two expounds the basic theory of industrial convergence, laying a corresponding theoretical basis. Chapter three analyzes hi-tech industrial convergence mechanism and convergent growth route, laying a theoretical basis for exploring convergent growth of hi-tech industry with different traditional industries. Chapter four studies the convergent growth of hi-tech industry and agriculture from the angle of technical penetration convergence, analyzing the background, development situation and problems of bio-agriculture, and puts forward countermeasures to promote bio-agricultural growth. Chapter five studies the convergent growth of hi-tech industry and manufacturing from the angle of modular division, revealing the background, development situation and problems of automotive electronic industry, and puts forward countermeasures to promote automotive electronic industrial growth. Chapter six studies the convergent growth of hi-tech industry and service sector, revealing the convergent process of hi-tech industry and service sector, exploring features and scope of hi-tech services, taking modern logistics industry as the case for empirical research. Chapter seven is to generalize the conclusions and prospect of the research.
     The research shows that hi-tech industry convergence will lead to the emergence and growth of many new industries, broaden the industrial growth space. As hi-tech industry itself has high growth, high innovation and high correlation properties, plus composite economic effects generated by industrial convergence, thus convergent growth becomes one important path for hi-tech industrial growth. Composite economic effects motivate industrial form innovation, industrial organization innovation and industrial structure innovation, thus hi-tech industry can gain great growth potential and derive high industrial growth speed. In order to drive the breakthrough speed of economic growth, we should quicken convergent growth of hi-tech industry, realize hi-tech industry upgrade and conversion, develop hi-tech industry to enhance overall industry technical level, and cultivate new economic growth point.
     Electronic information industry development should be of the top priority, especially developing automobile electronic industry. The biotechnology industry development should be of the key support, giving priority to the development of bio-agriculture. Hi-tech services should be cultivated and developed, strengthening the information infrastructure construction, enhancing the ability of telecommunication services, promoting e-commerce and e-government development, actively developing the digital content industry. Hi-tech industry correlative development should be stressed to promote upgrade of traditional pillar industry, to promote hi-tech industrial innovation diffusion, and to accelerate hi-tech industry convergent growth.
