主导性高技术产业成长的关联机制研究

摘要
近十年来,我国高技术产业发展迅猛并对经济增长起到了突破性带动作用,然而目前高技术产业发展尚远不能适应建设创新型国家,走新型工业化道路,实施可持续发展战略的迫切需要。如何实现高技术产业的健康快速成长,是一个亟待解决的重要问题。本文运用产业关联理论、自组织理论方法和投入产出模型等相关理论和方法,从结构关联的视角对处于成长期的高技术产业成长问题进行了深入系统的研究,构建了基于关联的主导性高技术产业成长分析框架,揭示了主导性高技术产业成长的关联机制,为加快主导性高技术产业成长提供了新的思路,这一研究无疑具有重要的理论和现实意义。
     本文重点研究产业关联促进产业成长的作用机制,简称为产业关联成长。本文除绪论和总结外共有六章。其中第二章提出并分析了主导产业关联、产业关联成长等概念体系和理论框架,从而为本文的研究奠定相应的理论基础;第三章和第四章实证计量了高技术产业的产业关联效应和产业波及效果,为正确选择关联带动的主导性高技术产业领域、以及关联成长机制的研究奠定了实证基础;第五章至第七章是本文的研究重点,揭示了主导性高技术产业关联成长的自组织机制、融合拓展机制、集聚放大机制。
     主导性高技术产业是指成长性好、创新率高、产业关联性强、对经济增长有突破带动作用的高技术产业。主导性高技术产业部门具有高度的关联特性,并能够通过关联机制的作用促进产业的成长。产业关联成长模型说明了产业关联对产业成长有双向非线性的带动作用,主导产业成长会受到其关联产业的推动或拉动,从而不断成长。主导性高技术产业的关联成长是个自组织演化过程,具备关联成长的自组织条件和特征。
     主导性高技术产业通过纵向关联产业的非线性自组织机制、横向关联产业的融合拓展机制、纵向和横向关联产业的集聚放大机制实现关联成长。产业关联使主导性高技术产业实现自我强化和自我扶持,关联度越高就越会受到关联产业的感应带动和影响推动,从而产业成长越快;产业融合将产业关联从投入产出关系的纵向关联进一步拓展到横向关联,从而实现从技术融合、业务融合到市场融合的超循环自组织演化,形成产业新的增长点;具有纵向联系和横向联系的产业向同一地区集聚,会获得集聚效应,从而实现主导性高技术产业关联成长效应的进一步放大。
Over the past decade,China's high-tech industry has developed rapidly and played a breakthrough leading role in economic growth.Nevertheless there is still a long way for the current level of high-tech industry to meet the urgent needs of building an innovation-oriented country,taking the new-type road of industrialization and implementing sustainable development strategy.So it is an important issue demanding prompt solution for high-tech industry to achieve healthy and rapid growth.Based on the Industrial Linkage theory,the Self-organized Methods and the Input-output Model,this dissertation conducts an in-depth and systematic study on the high-tech industry growth from the perspective of structural linkage.As a result, the linkage-based analytic framework for the leading high-tech industry growth has been proposed,also the linkage mechanism for the growth been revealed,which provides a new way of speeding up the industry growth.Undoubtedly this study is of an important theoretical and practical significance.
     This dissertation focuses on the study of linkage mechanism promoting industry growth which could be abbreviated into industry "linkage-driving growth".There are total of six chapters except the chapter of Introduction and Conclusion.Thereinto Chapter Two puts forward and analyzes the conceptual system and theoretical framework such as the "leading industry linkage" and "industry linkage-driving growth",which establishes the theoretical basis of the study.And the empirical measurement of both industrial linkage and spreading effects of the high-tech industry have been carried out in Chapter Three and Four which provide the empirical basis of the study.The next three Chapters,Five to Seven,give the main contributions to the research by revealing the main components of linkage-driving growth mechanisms of the leading high-tech industry,including self-organized, convergence-deploitation and agglomeration-enlargement mechanism.
     The leading high-tech industry refers to the high-tech industry of high growth potential,high rates of innovation and high industrial linkages as well as the breakthrough-driving functions to the economic growth.The leading high-tech industry could develop more quickly,promoted by its high industrial linkage effects. Industry linkage-driving growth model accounts for the two-way non-linear driving effects of industrial linkages on industry growth.The leading industry could continue to grow,driven or pull by its related industries.The leading high-tech industry growth is in a self-organized evolution process,with the characteristics of self-organized and the conditions of linkage-driving growth.
     The leading high-tech industry actualize growth through the non-linear self-organized mechanism of vertical linkage,the convergence-deploitation mechanism of horizontal linkage and the agglomeration-enlargement mechanism of both vertical and horizontal linkage.Industrial linkages make the leading high-tech industry to be self-strengthening and self-supporting,the higher the degree of industrial linkage,the faster the industry growth,promoted by related industries. Industrial convergence spreads out the input-output relationship from the vertical linkage to the horizontal linkages,consequently achieves super-circulation self-organized evolution from technology-convergence,operation-convergence to market convergence which becomes a new industry growth point.The industries with vertical and horizontal tight linkages gather together in the same area will share the agglomeration effects,as a result,linkage effects could be gotten further amplification.
