中压配电网络规划方案的评估方法研究

摘要
配电网是电力系统中联系电源与用户的一个重要环节。开展配电网规划方案评估工作可以为今后的电网规划与建设提供更为科学合理的决策依据,具有非常重要的实际意义。
     本文在综合考虑配电网供电可靠性、经济性、供电能力、电能质量、短路电流水平的基础上,提出一套较为全面、系统的配电网规划方案评估指标体系,并运用层次分析法理论建立了综合评估指标。对所提出的各评估指标,应用潮流分析技术、配电网可靠性分析理论和方法、成本/效益分析理论,以及计算机技术等,在综合考虑配电网网架结构、电网运行方式、设备(线路、母线、主变压器、开关设备等)故障及检修影响,以及故障情况下供电负荷转移等影响因素的基础上,通过预想事故后果分析等手段,计算评价配电网规划方案的各项指标。通过对上海市浦东地区三林集镇2025年中压配电网远期规划方案的评估,验证了本文研究成果的有效性。
     此外,本文还分别以中压配电网环网接线方式下的开关配置位置与数量、配电变压器容量与台数为优化变量,求解优化配置方案,为规划方案的改进提供参考依据。
Distribution network is an important section which connects the customers and the power supplier. The evaluation of a distribution network provides the reliable basis for the power network planning and construction in the future, which is meaningful for the practice.
     This article brings forward a scientific, comprehensive, and systemic evaluation index system, considering synthetically the reliability, economic quality, power-supply ability, power quality, and short-circuit current level of the power network, and establishes a integrative evaluation index by means of Analytic hierarchy process(AHP) to evaluate a distribution network systemically. As to all these evaluation indexes, this article applies the power flow analysis technology, the theory and method of distribution network reliability analysis, the cost-profit analysis theory, and the computer technology to compute these indexes by the means of FEA, considering many impact factors, such as comprehensive consideration of the network structure, operation manner, the fault and maintenance impact of devices (transmission line, bus, main transformer, switchers and so on) and the supply load transfer under the condition of fault. Practical use of this system shows its availability which suits the work of evaluation better.
     On the other hand, we choose some electrical parameter to optimize, such as the setting position and number of the switch, the setting number and capacity of the distribution transformer in the ring network connection, and so on. By computing these optimization results, we can provide some directive opinions for the projects.
