基于过程的科技学术期刊质量控制系统研究

摘要
科技期刊是自然科学知识的主要载体,是反映一个国家科技学术创新水平的窗口。基础研究和应用基础研究所获得的新发现、探索到的新规律、创立的新学说、创造的新方法和积累的新知识首先发表在科技期刊上,科技期刊作为科学研究产出的重要载体,其重要地位日益突显。本文基于期刊的生产过程,通过对科技学术期刊质量进行系统研究,运用现代管理方法和管理工具,建立科学、合理、适用的科技学术期刊质量控制体系,为国家建立科学的期刊出版资源配置机制、减少期刊资源的浪费、调整优化期刊产出结构、促进科技期刊质量的实质性提升提供借鉴,具有重要的理论意义和现实价值。
     本文的基本思想是根据科技学术期刊的特点,找出科技学术期刊的质量构成要素,运用结构方程模型深入剖析科技学术期刊质量的影响因素,基于此构建科技学术期刊质量评价指标体系,建立基于模糊综合评价方法的科技学术期刊质量评价模型。根据评价结果,对生产流程中的质量控制要素进行解析,并给出因果关系图,运用质量管理的思想对科技学术期刊质量的关键控制点进行识别,以系统动态学的仿真方法模拟期刊质量因素的影响,据此制定质量控制措施。
     本文首先对科技学术期刊和质量控制进行定义,根据过程研究方法研究基于过程的科技学术期刊质量控制,从科技学术期刊质量控制的必要性、与传统产品质量控制的区别、流程设计和影响因素四个方面分析科技学术期刊质量控制过程。在此基础上,研究科技学术期刊过程质量控制机制,分析科技学术期刊过程质量控制的内涵与步骤、原则、模式,构建科技学术期刊过程质量控制模型,为研究科技学术期刊质量控制提供理论框架。
     在科技学术期刊质量影响因素研究中,首先从科技学术期刊的形成过程角度分析其质量构成要素,将其归结为稿源质量、审稿质量、编辑质量和出版质量。然后通过问卷调查确定上述各质量构成要素的主要影响因素,提出各主要影响因素对期刊质量影响的研究假设。最后建立期刊质量影响因素对学术期刊质量影响的结构方程模型,包括模型的构建、模型的识别、模型的拟合以及模型的修正与确定,对所提出的研究假设进行检验并对结果进行讨论。
     在科技学术期刊质量评价与控制研究中,从科技学术期刊形成的过程角度研究期刊质量的评价与控制问题。首先建立基于期刊质量影响因素的期刊质量评价方法,包括评价指标体系的构建、确定评价方法和评价模型。对科技学术期刊的生产流程进行系统描述,对生产流程中的质量控制要素进行解析,并给出因果关系图,运用质量管理的思想对科技学术期刊质量的关键控制点进行识别,以系统动态学的仿真方法,通过数据拟合及运用层次分析法给出各个要素之间的函数关系,分别从科技学术期刊生产系统的输入、转化、输出和反馈四个方面识别每一个过程的关键控制点。
     最后将本文提出的科技期刊质量评价与质量控制模型和方法应用于JMS期刊,用以制定期刊质量控制方案。主要以JMS期刊为例,采用JMS期刊的数据,基于本文建立的评价指标体系,运用模糊综合评价方法评价JMS期刊质量。根据评价结果,运用系统动态学的仿真方法找出影响JMS期刊质量的关键控制点,对质量控制结果进行详尽的比较和分析,并提出质量控制措施,检验所提出模型的正确性和实用性。
     在研究过程中,本文全面借鉴已有的研究成果,深入探讨基于过程的质量控制理论中的合理成分,在此基础上系统提出了科技学术期刊质量评价和质量控制的模型与方法,这使本文在理论上有所创新的同时,在实践中也具有一定的指导意义。
Science & technology academic journal (STAJ) is the main vehicle for natural science, is the window reflecting the academic level of a national science and technology innovation. A new discovery, new laws explored, new doctrine created, new methods created and new knowledge accumulated obtained by basic research and application are firstly published in the scientific and technical journals. As an important carrier of scientific research output, the scientific and technical journals are increasingly important. Therefore, based on production process of journal, through system studies on quality of academic journals in science and technology, the use of modern management methods and management tools, this paper sets up a scientific, reasonable, applied science and technology academic journal quality control system in order to set up a scientific journal publishing resource allocation mechanisms for the country, to reduce the waste of resources journals, to adjust and optimize output structure of journal, and to provide reference for promoting quality of scientific and technical journal. It has important theoretical significance and practical value.
     The basic idea of this article is that based on the characteristics of academic journals to find out quality elements of science and technology academic journal, the use of structural equation modeling to deeply analyse the influnce factors of academic journal quality, based on this, the construction of quality evaluation index system of science and technology academic journal, setting up quality evaluation model of science and technology academic journal based on fuzzy comprehensive evaluation method. Based on the evaluation results, the article analyzes quality control elements in production flow, gives a causal relationship map, identifies critical control points of journal quality by use of quality management thought, simulates the inflection of quality factors through system dynamic simulation method, then makes quality control measures.
     Firstly, beginning to define the correlative conceptions of science and technology academic journal and quality control, according to process method this article studies process-based quality control of academic journal. We analyze the quality control process of journal from the need for quality control, distinction with traditional product quality control, process design and impact factors four aspects. On this basis, the paper researches process quallity control mechanism, connotation, procedure, principle and pattern of science technology academic journal, builds the process quality control model of science and technology academic journal. It provides a theoretical framework for the study of quality control of science and technology academic journal.
     In quality influnce factors of science and technology academic journal, first of all, in view of formation process of science and technology academic journal, the quality constituent elements come down to draft origin quality, examination draft quality, editor quality and publication quality. Then we determine the main influnce factors of the above-mentioned elements through a questionnaire survey; put forward some study assumptions of main influnce factors on journal quality. Finally structural equation modeling of influnce factors on journal quality is set up, that include model estabishing, model identification, model fitting and model amendment and determination. Then this paper tests the proposed research hypotheses and discusses the results.
     In quality evaluation and control model of science & technology academic journal, we study quality evaluation and control problem of journal from the view of formation process of science & technology academic journal. Firstly, the quality evaluation method of journal is established based on impact factors of journal quality. It includes determining the evaluaton index system, method and model. Production flow system of science and technology academic journals is described systemically, elements of quality control in the production flow are analysed, and a causal relationship map is given. The critical control points of the quality of science and technology academic journal are identified by using quality management thought. The function relationship among every element is given through data fitting, AHP method and system dynamics simulation method. The critical control point is identified respectively from input, transformation, output and feedback four aspects of production system of science & technology academic journal.
     Finally, we apply the relevant models and methods proposed in this article to constitute journal quality control mechanism in Journal of Management & Science (JMS). Mainly in JMS as an example, by selecting the relevant data, based on evaluation index system, we evaluate journal quality of JMS through applying fuzzy comprehensive evaluation method. Based on the evaluation results, the critical control points of influencing on JMS quality are identified using system dynamics simulation method. Then the quality control results are carried through detailed comparison and analysis, quality control measures of JMS are put forward. It tests the proposed model is correct and practical.
     During the research of this paper, we try to take advantage of the existed outcomes, thoroughly extract the rational elements of quality control theory based on process. This paper has brought forward the new theoretical framework and approach of quality evaluation and quality control of science & technology academic journal. It makes the paper innovative and instructive both in theory and in practice.
