英国高等教育中介机构研究

摘要
二十世纪八十年代中期以来,随着国际高等教育质量保障运动蓬勃发展以及公共治理理论的普遍运用,各国要求建立高等教育中介机构的呼声亦越来越高。英国高等教育中介机构是最早出现的也是最具代表性的。对英国高等教育中介机构进行深入分析和研究,对于完善我国高等教育中介机构体系,进而构建完整的教育评估体系具有重要意义。本文对英国高等教育中介机构产生、发展进行了梳理,并阐述了其演进因素,利用图表法和文献法着重研究分析了英国高等教育中介机构的基本属性和职能,深入剖析了中介机构对于英国高等教育的发展所产生的积极和消极影响,并提出了一点冷思考。
Higher Educational Intermediary Bodies have shaped and developed in the buffering government、society and universities, which have spread through the word during the recent twenty years. It is still a new thing in China. Now Higher Educational Intermediary Bodies are very mature in England. This thesis focuses on England Higher Educational Intermediary Body with expectation that it can make contributions to our research and the development of higher education. This thesis analyses production, development and reasons of England Higher Educational Intermediary Bodies, and mainly analyses its basic attributes and functions, and deeply analyses its active and negative influence.
     The article is consisted of five chapters:
     The first part is introduction which briefly describes the article's background and significant of the study, summarizes general situation of the field in the world, explains the study methods adopted in the paper.
     The second part carding its historical development into three periods: original foundation、adjustment and reformation period, and analyses each historical reasons and social background.
     The third part mainly talks about its four basic attributes as intermediary、dependent、specialization and justness which make HEFC as an example by showing diagram and quoting original documentaries.
     The forth part explore its three main functions such as evaluation and schematization、proposition and consultation、financial funding by documentarily analysis.
     The fifth part is evaluation. It complexly analyses England Higher Educational Intermediary Bodies’influence. The positive sides are researched from buffering, government’s macro coordination and leading universities to solve the management’s crisis; the opposite side is analyzed from relation of teaching and researching and universities’benign development. At last the author set forth several suggestions.
