湖北省水资源评价及开发利用分析

摘要
随着经济社会的发展,“人口、资源与环境”已经成为人类21世纪共同关心的重大问题。干旱缺水、洪涝灾害和生态环境恶化严重制约着国民经济的可持续发展。区域水资源评价作为水资源可持续利用的重要手段,正成为国内外水问题研究的热点之一。
     本文结合湖北省社会发展现状及社会经济发展态势,调查分析评价了全省水资源量、质及水资源开发利用现状,进行了不同水平水资源供需分析。在此基础上对全省水资源开发利用潜力进行了全面分析,针对水资源开发利用及管理中存在的问题,提出了全省水资源潜力开发方案,包括开源、节约、污水资源化等,并结合作者在实际工作中的经验,提出了今后水资源管理的对策及建议。
     水资源是关系湖北省社会经济发展的命脉,本文研究的目的就是要找准水资源存在的问题,特别是搞清水资源开发利用的潜力有多大,从而提早制定其方案和对策,试图得出为实现水资源的可持续利用、发挥水资源的社会效益、经济效益和环境效益具有指导作用、对全省社会经济发展具有奠基作用的结论。
With the development of social economy, "population, resources and environment" are very important problems which human concerns in the 21 centuries. The disaster of water shortage, flood and worse environment have roughly restrained sustainable development of national economy. The water resources evaluation, as an efficient and reasonable means of water resources sustainable utilization, has become one of focuses in the research of domestic and international water.
    Combined with the Hubei Province's social development and social-economic conditions, this paper investigated the water resources volume and quality and exploitation, conducted the water balance for different levels years and different probability levels. In the case of those analysis, the plans were proposed to realize the potential of water resources exploitation in the view of the problems in water resources development and management, including finding other sources, water-saving, wastewater processing, etc. Finally, the suggestions and measures for future water resources management were proposed.
    Water resources are the lifelines for the social-economic development of the Hubei Province, and the objective of this paper was to identify the exiting problems, especially how great is the potential. Thus, the corresponding plan and measures can be made at the earliest time. This will provide guidelines for the sustainable utilization of the water resources and lay an important foundation for the Hubei Province's social-economic development.
