济宁高新技术产业开发区土地利用集约度的评价

摘要
作为地区经济发展的重要载体,开发区在带动区域产业发展和城市化水平提高方面具有重要意义。然而,由于存在功能定位不清、产业结构趋同等问题,开发区的规模效应和集聚效应并未得到充分体现,土地浪费与低效利用现象仍然存在。采用统计模型分析法和特尔菲法,对济宁高新技术产业园区土地集约利用进行定量化评价,并试图探讨集约度的合理水平和促进土地集约利用的途径与措施。研究结果表明,济宁高新技术产业园区土地集约利用整体水平较高,但存在园区与园区间的地区内部的差异;经济发展水平、产业政策和用地结构是影响开发区土地集约利用的几大因素,特别是在土地开发程度、用地结构状况和土地利用监管绩效方面表现出了较强的集约用地思想。高新区工业用地比例高,与高新区功能定位相吻合。
     高新区用地结构以工矿仓储用地为主,到2008年底,已建成的工矿仓储用地占高新区土地总面积的52.57%,占已建成城镇建设用地的67.45%,无论与省级还是国家级高新区比较均名列前茅,符合国家对于高新区的功能定位。高新区尚可供地数量较少,扩展潜力较低,高新区工业用地利用强度较高,但综合容积率有待提高对综合容积率提出了进一步提升的要求。
     高新区土地管理绩效发挥充分,截止到评价时点没有未处置的闲置土地,到期用地处置率也达到100%。根据潜力测算结果,未来应重点挖掘强度潜力。首先通过提高综合容积率、建筑密度、工业用地综合容积率来提升土地承载强度。其次,在工业用地投入产出等方面,向更高的标准看齐,设立严格的企业进入门槛,提高引资质量。高新区扩区升级意义重大,济宁高新技术产业园区已经纳入了济宁市和山东省经济济宁社会发展规划、土地利用总体规划、城市总体规划和城市环境保护规划,具有雄厚的产业实力和发展潜力,在区域经济社会发展中举足轻重,但是高新区土地供应日趋紧张,开发区四至边界范围内的土地已基本用完,剩余可用于工业项目的用地分散而零碎,发展空间不足,将阻碍高新区的健康成长。高新区扩区升级适应引进新的大项目用地需要,有利于高新区进一步集约发展、科学调整产业结构、较快实现产业升级,提高集约节约用地水平。济宁高新区未来发展迫切需要有一定的用地数量和空间保障,扩区升级对高新区的经济社会发展具有重大意义。因此,应结合地区经济发展现状与趋势,根据各工业园区土地利用的相对集约综合指数值和绝对集约综合指数值的大小以及资源的消耗情况,加快产业政策及用地结构的调整,并制定相应的土地集约利用经济激励机制和措施。

Using statistical model analysis and the Delphi method, Jining High-tech Industrial Park on the intensive use of land for quantitative evaluation, and attempts to explore the intensity at a reasonable level and to promote intensive use of land means and measures. The results show that, Jining High-Tech Industrial Park, a high overall level of intensive use of land, but there are parks and parks within the region between the differences Level of economic development, industrial policy and land-use structure that affect land-intensive use zone of several major factors, especially in the extent of land development, land use and land-use monitoring structural conditions have shown strong performance in the intensive land use ideas.      High-tech Zone to upgrade expanding area of great significance, Jining High-tech Industrial Park has been included in Jining City, Jining, Shandong Province Economic and social development planning, land use planning, urban master planning and urban environmental planning, with strong industrial strength and development potential, At the regional economic and social development in the important, but the supply of land become increasingly tense and high-tech zones, development zones within the four boundaries of the land has been basically run out, the remaining land available for industrial projects, the decentralized and fragmented, and the development of space, will hinder the health of high-tech zones growth. The high and new zone expands the area promotion adaptation to introduce the new big project land need, is advantageous in the high and new zone further intensive development, the science adjustment industrial structure, quickly realizes the industrial upgrading, enhances saves the land level intensive. The Jining high and new zone will develop in the future urgent needs to have certain land quantity and the spatial safeguard, will expand the area to promote to the high and new zone economic society development has the great significance. Therefore, it should be combined with the status quo and trend of regional economic development, according to the various industrial parks and intensive land-use index values of the relative and absolute intensity values of the size of the composite index, as well as the consumption of resources, speed up industrial structural adjustment policies and land use and develop the corresponding
     intensive land use of economic incentives and measures.
