改善CQTI厂设备管理方案设计与初步实施

摘要
随着我国加入WTO,中国经济正逐步融入世界主流经济中,我国的国有企业已经深刻感受到来自跨国公司的竞争压力。科技进步和加强管理是提高企业竞争力的两个重要方面。在技术进步的同时,如何能够通过管理上的变革来跟上企业技术进步的步伐,如何更大程度地发挥技术改造的作用,以此提升企业的竞争能力,这是目前我们迫切关注的问题。
     设备是企业物质系统的重要组成部分,是企业生产的重要物质与技术基础。设备技术状态的好坏,直接影响企业所生产的产品的数量和质量,决定企业的生产水平。研究企业的设备管理具有十分重要的意义。设备管理工作是工业企业一项最为基础的工作,是生产得到有效组织、物耗得到有效控制、产品质量得到有效保障、现场管理水平得到有效提升的前提。
     CQTI厂是一个大型国有生产企业,目前的设备管理方式已经不适应激烈的市场竞争需求,企业需要变革来适应发展的需要。为了增强企业的核心竞争力,CQTI厂从抓设备管理着手,引入TNPM管理模式。本文概述了设备管理发展的历程和特点,在剖析CQTI厂的设备现状和存在问题的基础上,为企业的设备管理工作特别是工厂易地搬迁后进一步全面深入推行TNPM管理模式,运用更先进的设备管理制度,设计了一套适合现阶段烟草企业发展的设备管理方案。这一方案目前已在CQTI厂初步实施,并且取得了明显的成效:通过全员参与活动,全体员工参与到设备的维护保养工作中;通过“5s”活动和目视化管理等活动,使工作环境、物品摆放整洁有序,改变了员工一些固有的工作习惯。方案中明确了推行TNPM管理模式的实施程序和主要工作,工作重心是建立新的设备管理维修体系――SOON体系,对设备管理的各项工作形成标准、规范;形成新的设备维修组织结构,加入了合同维修的方式;运用目视化管理的方法,修订各项作业指导书,使作业指导书清晰明了,并与质量体系工作结合,以体系文件的形式予以确定。
     这一方案的设计和实施,不但为CQTI厂设备管理水平提高打下了基础,对其他烟草工业企业的改革也具有一定的指导意义。
As China joined the WTO, the economy of China is becoming an important part of the global economy. At the same time, the state-owned enterprises face a great competitive pressure from other multinational companies. The advance of science and technology and reinforce management are two key aspects of raising the enterprise competition. As technology advancing, how to follow the progress of that by reforming the management, how to make the technology advancing bringing into play is the main problem now we focus on.
     Equipments and facilities are the main composing part of an enterprise's material system, the main guarantee of material and technology for the enterprise's producing as well. The status of the equipment technology will affect the quality and quantity of the production and decide the service level. It is very meaningful to research the equipment management of an enterprise. It is the basic work of an industrial company, the precondition of well-organized producing, effective-controlled material consuming, virtual-ensured products quality, resultful-raised on-site managing quality.
     CQTI is a large state-owned industrial company. The present managing method of equipment does not adapt the furious market competition and the company needs to reform to adapt that. For strengthenning the core competencies of the enterprise, CQTI from grasp the equipments management to begin, On the base of the existing problems and the actuality, working in the TNPM in equipment managing for the present management work especially after the factory move to another place, a blue print is designed for the tobacco enterprise developing on the stage. Currently this project has already carried out in the CQTI first step, and obtain the obvious result:Participate the activity through a whole member, all the employee participates the maintenance of the equipments to maintain the work in; through"5 s" activity and eyes etc. activity, make work environment, product put put the nattiness contain preface, changing some proper works of employee habit.In the project explicit promote the implement procedure of the TNPM management mode and main work, work the center of gravity is to build up the new equipments management to maintain the system―SOON system, to various works formation that equipments manage standard, norm;Become the new equipments maintains to organize the structure, joining the way that contract maintain;Make use of the eyes sees the method of turn the management,
