我国农村大型公共工程BT代建模式研究

摘要
本文通过分析我国农村大型公共工程供给存在的问题,针对我国农村的实际情况,借鉴融资代建制的相关理论,创新性的将BT代建模式引入农村大型公共工程的建设中,从而改善农村大型公共工程的供给现状。针对所研究的问题,采用了历史分析法以及规范分析与实证分析相结合的研究方法。
     首先,对农村公共产品的供给理论进行了介绍。西方学者对公共产品的研究主要集中于公共产品供给的多元化,强调了私人投资主体进行供给的必要性和可能性。我国农村公共产品理论在研究中也主要是农村混合公共产品的多元化供给问题,对于外部性较强的农村纯公共产品的研究主要是针对农村财政体制方面。近几年,也有学者开始研究政府投资公共工程的融资模式。
     其次,分析了目前我国农村大型公共工程供给中存在的问题及原因。现阶段,农村大型公共工程供给体制不合理,导致了融资模式单一,严重影响了农村经济发展和农民的增收。而农村大型公共工程融资问题是其症结所在。我国应尽快改变农村大型公共工程的融资模式。
     再次,针对我国农村大型公共工程供给存在的问题提出了相应的对策。主要是借鉴融资代建制理论,针对农村大型公共工程的具体内容,创新性的引入了BT代建模式,并对BT代建模式在农村大型公共工程的运用可行性进行了分析。
     最后,以宁夏农业生态环境保护工程为例,对农村大型公共工程的融资进行了实证分析。根据分析结果,建议在宁夏农业生态环境保护工程中引入BT代建模式。并提出了在引入过程中要注意的问题。
Through analysis of the financing problems of our country’s large-scale rural public works,in view of the actual situation of our country’s rural areas, from the Financing Agent System theory, innovative models will be built on behalf of BT to introduce large-scale rural public works building, so as to improve the supplies of the rural large-scale public works. In the study, the historical analysis, as well as empirical analysis and normative analysis are used.
     First of all, the supplying of rural public goods theory was introduced. Western scholars of public goods research focused on the diversification of the supplying of public goods.Meanwhile they stress the necessity and possibility of private invest.Our country’s rural public goods theory in the study are mainly rural diversity of the mixture of public goods supply problems in rural areas,while the highly pure public goods research is mainly directed against the rural financial system. In recent years, scholars have begun the review of the government investment in public works financing model.
     Secondly, the article analyzes the supplying problems and reasons of the rural large-scale public works. At this stage, a large rural public works irrational supply structure, resulting in a single mode of financing, seriously affected the development of the rural economy and the increase of the farmers' income. The financing of the rural large-scale public works is the crux of the problem.Our country should change the financing model of rural lange-scale public works as soon as possible.
     Once more, it gives the corresponding suggestions.drawing on Financing Agent System theory ,the article introduces the BT Financing Agent Model into the specific content of the rural large-scale public works. And it analyzes the feasibility of BT Financing Agent Model in the use of building the rural large-scale public works.
     Finally, the Ningxia Hui Autonomous Region to agri-ecological environmental protection project as a financing example of the rural large-scale public works for the empirical analysis. According to the results of the analysis, it suggests the introduction of BT Financing Agent Model in the Ningxia Hui Autonomous Region agri-ecological environmental protection project. And we should pay attention to some problems in the process of introducing.
