现代服务业集聚区形成和发展的动力机制研究

摘要
现代服务业集聚区已成为国际大都市经济活动的一种重要现象,大都市版图由于一些现代服务业集聚区的存在,形成了色彩斑斓、块状明显的“经济马赛克”。现代服务业集聚区形成和发展动力机制是驱动集聚区形成和演化的一切有利因素,以及这些因素所形成的力量结构体系及其运行规则。因此,对现代服务业集聚区发展的动力机制研究将有助于我们把握集聚区演化的一般规律,对构建可持续发展空间、加快服务经济发展、提高城市综合竞争力有重要的意义。
     运用自组织理论,对现代服务业集聚区的演化过程进行深入的分析。现代服务业集聚区是由企业、中介机构、大学和科研机构等行为主体以及它们之间的复杂联系所形成的流量经济系统,它具有开放性、非平衡性、非线性相互作用、涨落等的自组织特征。现代服务业集聚区还具有自组织与他组织契合的特征,自组织与他组织两种驱动力共同推动集聚区发展。按照形成阶段动力作用强度,把现代服务业集聚区分为自组织现代服务业集聚区和他组织现代服务业集聚区两种基本模式。应用系统科学原理分别对两种集聚区进行理论分析,并分别以环同济知识经济圈和陆家嘴金融贸易区为案例,进一步认识两种集聚区的演化规律。
     深入分析现代服务业集聚区发展的动力机制作用机理,并构建完整的现代服务业集聚区发展动力体系。现代服务业集聚区的发展过程是自组织与他组织两种驱动力共同作用的结果。自组织动力是指以企业为主体、市场机制为行为规则驱动集聚区形成和发展的内生性动力,构建了现代服务业集聚区自组织动力机制动态模型,并深入分析了专业化分工、竞争与协同、网络创新等自组织动力机制。他组织动力机制指的是:一切有助于解决“市场失灵”和“系统失灵”等负集聚经济效应问题,促使集聚区系统可持续发展的各种政府行为耦合形成的作用力系统,主要包括政策引导、市场建设与管理、公共服务与公共产品提供、集聚区文化建设等政府行为。
     最后,论文详细地分析了上海现代服务业的发展现状及其空间布局情况。基于典型案例分析和现代服务业集聚发展的现状分析,总结出当前上海市服务经济集聚发展中存在的动力机制问题,并提出促进上海市现代服务业集聚区发展的对策和建议,主要包括以下四个方面:第一,发挥政府作用,促进产业集聚区发展;第二,构建全方位的市场服务体系;第三,建立和完善集聚区创新网络体系;第四,营造良好的现代服务业集聚发展的社会环境。
Modern service industry agglomeration districts (MSIAD) are the important economic phenomena in modernized metropolises, and metropolis space is buildup of distinctive modern service industry areas. The formation and development dynamisms of MSIAD are all kinds of advantageous factors to promote MSIAD's formation and development also include these factors' interrelations and their functioning rules. The research into the formation and development dynamisms of MSIAD will help us to realize the common rules of MSIAD's evolvement, which is significant to constructing sustainable development districts, driving the growth of service economy and enhancing metropolis' competitiveness.
     Based on the theory of self-organizaing, this dissertation deeply studied the MSIAD's evolvement. MSIAD is a flux economic system comprised of enterprises, intermediary organizations, universities, research institutions and their complex relations. The system possesses self-organizing characteristics of opening, non-equilibrium state, nonlinearity interaction and fluctuating, and also has the coaction character of self-organizing and hetero-organizing. According to impetus intensity at MSIAD's forming stage, author sorted MSIADs into self-organizing MSIADs and hetero-organizing MSIADs. Appling systematic science principle, author respectively analyzed these two kinds of MSIADs theoretically, and also specialized two typical cases to make the MSIAD's evolvement rules more comprehensible.
     The article analyzed the operating mechanism of MSIAD development impetus, and established a MSIAD development dynamism system. MSIAD's foundation and development is impelled by self-organizing impetus and hetero-organizing impetus together. Self-organizing impetus are endogenetic forces that inner enterprises drive the evolvement of agglomeration district through market mechanism. Author founded a dynamic model to explain MSIAD self-organizing dynamism and deeply studied these inner impetuses of specialized labor division, competition and cooperation, network innovation. Hetero-organizing dynamism is defined as an impetus system of government action which can solve problems of market failure and system failure, and can facilitate MSIAD sustainable development. The hetero-organizing impetuses mainly includ governmental actions, like policy guidance, market setting up and administration, public services and public product supply, etc.
     The article detailed analyzed the actuality and the spatial layout of Shanghai modern service industry. From the case study and the actuality analyses, author concluded some dynamism problems of MSIAD, and then put forward several countermeasures for promoting the development of Shanghai MSIADs. There are four advices, involve government functions, build up market service system, set up and perfect the innovation network system, and construct nicer social circumstance for MSIADs' development.
