黑龙江省主导产业选择和关联效应研究

摘要
区域主导产业带动区域产业发展,是区域产业结构的核心和区域特色经济的主要体现,区域主导产业作为区域经济发展的增长点,对区域产业结构优化升级具有重要的作用。正确地选择区域的主导产业,是实现区域产业结构合理化的前提和关键,关系到区域经济的发展速度和发展方向。黑龙江省作为一个经济欠发达区域,如何利用其丰富的自然资源优势,把资源优势转换成经济优势,因地制宜的选择和培育主导产业,具有重要的意义。
本文在黑龙江省第二次全国经济普查资料基础上,运用统计学、产业经济学、区域经济学、计量经济学等理论与方法,定性与定量相结合,充分搜集国内外主导产业选择的相关研究成果,在理论的基础上对黑龙江省主导产业进行量化的实证分析。
本文首先阐述了区域主导产业的国内外研究动态以及区域主导产业的内涵,同时对产业关联理论进行了系统的归纳；其次,在国内外相关研究的基础上,分析了区域主导产业选择的原则和约束条件,从产业关联度、收入需求弹性、生产率上升率、产业规模、比较优势度五个方面构建了区域主导产业选择的指标体系,提出了区域主导产业选择指标体系的灰色综合聚类评估模型；再次,基于黑龙江省第二次全国经济普查统计资料,分析了黑龙江省产业发展现状,根据灰色综合聚类模型,结合黑龙江省具体情况,确定了石油和天然气开采业、石油加工炼焦及核燃料加工业、食品制造及烟草加工业、通用专用设备制造业、电力热力的生产和供应业共五大主导产业,利用产业关联的投入产出模型,从直接关联效应和产业波及效果两方面分析了所选择主导产业的关联效应；最后,提出了黑龙江省主导产业发展培育的对策建议。
Regional leading industries drive the regional industrial development, they are the core of the regional industrial structure and the regional characteristic economy incarnate. As a growth of the regional economic development, Regional leading industries play an important part on the optimization and upgrading of the regional industrial structure. To choose the region's leading industry correctly is the prerequisite and key to achieve the rationalization of the regional industrial structure, which is related to the development speed and direction of the regional economic. How to use its rich natural resource, how to turn the resource advantages into economic advantages, how to select and develop the leading industries based on the local conditions, they are very important for Heilongjiang Province, which is an economically underdeveloped region.
In this paper, with the data of the second national economic census in Heilongjiang Province, based on the statistics, industrial economics, regional economics, econometrics, the methods of qualitative and quantitative, the plenty collection of selected domestic and international leading industry research results, we will quantify the empirical analysis.
Firstly it explains the meaning of regional leading industry, while summarizing the Industry Association;secondly, based on the studies both domestic and international, it analyzes the principles and constraints of the regional leading industries, constructed the index system of the regional leading industries from five factors and the gray comprehensive cluster evaluation model;thirdly, based on the data of the second national economic census in Heilongjiang Province, it analyzes the industry development in Heilongjiang Province, according to the gray comprehensive cluster evaluation model, it identifies the five leading industries, using the input-output model, it analyzes the association effects of the selected leading industry;finally, it puts forward the suggestions to develop the leading industries in Heilongjiang Province.
本文在黑龙江省第二次全国经济普查资料基础上,运用统计学、产业经济学、区域经济学、计量经济学等理论与方法,定性与定量相结合,充分搜集国内外主导产业选择的相关研究成果,在理论的基础上对黑龙江省主导产业进行量化的实证分析。
