西南油气田分公司QHSE管理体系构建与实施对策研究

摘要
本文研究油气田勘探开发企业如何构建质量健康安全环境管理体系(QHSE管理体系),实现制度创新,提高企业质量、健康、安全、环境管理水平。通过对西南油气田分公司管理现状,以及ISO9000、ISO14000?、HSE等管理体系推行现状的分析研究,依据质量管理的八项原则,提出按照Q/SY 2 《质量健康安全环境管理体系》系列标准,构建整合的、系统和上下一体化的QHSE管理体系。
    一、研究目的
    1、针对中国石油西南油气田分公司全面建立QHSE管理体系的现实需要,通过对体系管理基本原理、分公司体系化管理现状等方面的研究,提出构建和实施西南油气田分公司QHSE管理体系的总体方案。
    2、寻求具有普遍意义的原则,供油气田企业和类似组织及其他企业借鉴。
    二、主要内容及研究思路
    本论文首先对QHSE理论的要旨和管理思想进行分析阐述;然后,针对西南油气田分公司的体系化管理现状进行分析、评价,在此基础上提出QHSE管理体系建立实施的总体方案和配套措施,最后,进行评述,分析建立与实施QHSE管理体系的效益和风险,并总结出具有普遍意义的原则供其他企业借鉴。
    全文共分五章。第一章对西南油气田分公司体系化管理现状进行了分析,提出了建立与实施QHSE管理体系的必要性。
    第二章是QHSE管理体系概述。本章着重阐述了QHSE管理体系的历史、结构、特点,以及QHSE管理体系所遵循的基本原则。
    第三章依据Q/SY 2 《质量健康安全环境管理体系》系列标准以及八项管理原则,对西南油气田分公司QHSE管理体系的构建与实施进行总体方案设计。
    第四章着重研究构建与实施QHSE管理体系的的配套措施。本文
    
    
    从提高QHSE管理体系运行效率和效果出发,提出在建立体系的过程中,吸收BPR思想以改进业务流程,借助信息技术的手段来全面固化和强化BPR的成果,并建立适应QHSE管理体系的绩效管理机制和QHSE企业文化,保证QHSE管理体系持续和有效运行。
    第五章对西南油气田分公司构建和实施QHSE管理体系的整体方案进行评述。评价了建立和实施QHSE管理体系对企业的现实意义和效益,分析了建立和实施QHSE管理体系可能存在的风险,提出控制和削减风险的措施,总结出可供其他企业推行体系管理时借鉴的原则和方法。
    三、创新点
    本论文的创新点主要体现在以下两个方面:
    1、在管理体系方案设计中,依据Q/SY 2.2标准,结合企业实际情况,有针对性地提出对油气田企业类似的特大型企业推行体系化管理应从上至下进行一体化建设的观点,以及建立专职内审队伍的意见。
    2、借助BPR、信息技术、绩效管理、企业文化建设等现代管理方法,研究QHSE管理体系构建和实施方案,以进一步提高QHSE管理体系的运行效果和效率。
This thesis is a study on how to establish QHSE management system (quality, health,safety and environment integrated management system), how to realize the renovation of corporation system, enhancing managements of corporation, especially enhancing the managements of quality, health safety and environment. The status of management of Petrochina Company Limited southwest oil and gas field branch and the status of advance of management system including ISO9000, ISO14000 and HSE were analyzed. Based on those analyses and Eight Principles of Quality Managements, we proposed to establish a head-to-toe integrated and systematized QHSE management system according to the standards of Q/SY2 Quality, Health, Safety and Environment Management System.
    
    Purposes
    According to the practical requirements of establishing a general QHSE management system in Petrochina Company Limited southwest oil and gas field branch, table a general program to establish and perform QHSE management system of southwest oil and gas field branch based on the principles of system management and the status of systematize managements of branch.
    Seek a general guide to QHSE management system establishing, which could be helpful to oil corporations and other similar corporations.
    
    Brief Content
     First, the theoretical and managemental principles were analyzed. Then, the status of systematize managements of Petrochina Company Limited southwest oil and gas field branch was analyzed. A general
    
    
    program to establish and perform QHSE management system of southwest oil and gas field branch was tabled based on these analyses. At last, the benefit and risk of establishing and performing QHSE management system was analyzed, and a general guide which could be helpful to other similar corporations was summarized.
    
    In Chapter one, the status of systematize managements of southwest oil and gas field branch was analyzed, and the necessary of QHSE was highlighted.
     Chapter two is a summary of QHSE management system. The history, structure, characters and core principles of QHSE management system were expatiated.
     In Chapter three, a general project of establishing and performing QHSE management system in southwest oil and gas field branch was designed according to the Eight Principles of Quality Managements.
     Chapter four, studied on the establishment and performance of QHSE management system. In order to improve the efficiency and effect of QHSE management system, it was point out that to ameliorate business process through absorbing the idea of BPR(BPR,Business Process Reengineering), to wholly conform and enhance the effect of BPR with information technology, and to ensure the continuous and effective operation of QHSE management system by establishing performance management mechanism adapted to QHSE management system.
    Chapter five, reviewed the general project of establishing and performing QHSE management system of southwest oil and gas field branch. The practical importance and benefit of establishing and performing QHSE management system was discussed. The potential risks of performing QHSE management system were analyzed, and the measures to reduce the risks were advanced. The principles and ways which could be helpful to other corporation were mined out.
    
    
    Innovational Ideas
    According to Q/SY 2.2 and the status of Petrochina Company Limited southwest oil and gas field branch, it was advanced in the design of management system project that introduction of systematize management in extra great corporations, such as oil corporations, should be head-to-toe integrated, and it is necessary to setup a fulltime Internal Audit organisation.
    Further enhance the efficiency and effect of QHSE management system with BPR, information technology, EPM (Enterprise Performance management) and corporation culture.
