基于绩效分析的甘肃省高校校园网建设研究

摘要
随着Internet的迅速发展,我国高校校园网建设呈现出突飞猛进的发展势头。全国各高校校园网的建设各有千秋,地处西北的甘肃建设就明显滞后。目前对高校校园网建设的研究主要集中在宏观理论指导层面以及建设方案的选择与实施上,很少有研究把二者结合起来,同时,对校园网建设方面的绩效分析研究就显得更少。本研究将以甘肃省各高校校园网为研究对象,试图对校园网建设的绩效问题进一步探讨,通过调查数据来反映甘肃省高校校园网建设与应用现状,其结论可为甘肃省高校校园网建设借鉴,也可为高等学校校园网的改善升级提供参考。
本论文通过文献资料分析、问卷调查、访谈等方法对甘肃省高校校园网的建设与应用现状进行调查研究,调查对象主要是教职员工,调查主要包括校园网硬件设施建设,软件资源建设,校园网应用队伍的信息技术能力现状,校园网应用现状,校园网应用政策支持分析等五个方面,采用EXCEL统计分析获得的数据,应用绩效技术分析校园网建设与应用现状存在的问题,再从管理的角度分析问题产生的原因并给出改进的策略与建议。
本论文的正文共由六部分组成。第一部分绪论,阐述研究背景,研究现状,研究的目标意义以及研究过程。第二部分高校校园网建设规范及功能,叙述高校校园网的发展历程及其建设规范与功能。第三部分高校校园网建设中的绩效问题,界定绩效技术概念,说明构造绩效技术模型的关键步骤,分析在高校校园网建设中引入绩效技术研究的可行性,并叙述高校校园网建设项目绩效评价应遵循的基本原则与主要内容。第四部分甘肃省高校校园网建设及应用现状,调查并用EXCEL统计分析甘肃省高校校园网建设及应用现状。第五部分甘肃省高校校园网建设的绩效分析,提出甘肃省高校校园网建设绩效分析过程图,结合甘肃省高校校园网建设及应用现状,应用绩效技术分析高校园网建设及应用现状中存在的问题,再从管理的角度分析问题产生的原因并给出改进的策略与建议。第六部分结论,对本论文进行总结,肯定研究中所取得的成绩,创新点,同时也说明了论文所存在的不足之处。
With the fast development of Internet, Chinese universities have made a great progress in the construction of campuses network which are keeping a prospective tendency. Each university campuses network has his own merits . As compared, the level in Gansu in Northwest china is apparently lagging behind.At present, the study on the construction of campuses network mainly focuses on the guiding of general theory, the choice and the implementation of construction plans since few study combines the two together, much less does any study make an analysis of its performance. Here, the paper will target at the study on the campuses network in the universities in Gansu, and try to make further discussions on the performance of campuses network construction, while reflect the current status about campuses network construction and its application through obtained statistics. The study conclusion can provide good experience for the campuses network construction in Gansu, at the same time, provide reference for the improving and upgrading of campuses network in universities.
This research aims to inquiry into the construction and application situation of university campuses network through several methods such as analyzing documents and materials, carrying out survey and interviewing. The objects of the survey are mainly teaching and administrative staff; the contents include hardware facility construction of campuses network, software construction, the technical ability of the crew, the present applying situation of campuses network, the supporting analysis of campuses network applying strategy. The obtained statistics are summed up and analyzed with Excel; the existing problems in campuses network construction and application are analyzed with the performance technology, what's more, the causes will be analyzed from the perspective of administration with suitable strategy and proposals presented to make it better.
The main body of the paper consists of six parts. First, introduction, which sets forth research background, research situation, the meaning of research targets and research process. Second, the norms and functions of university's campuses network construction, which relates the campuses network developing course and its construction standard and function. Third, the performance problems in its constructing process, which defines the concepts of performance technology and explains the key steps to set up the model of performance technology, and analyses the feasibility to introduce the performance technology into the campuses network construction; which also talks about the basic principles and main contents to be obeyed for the evaluation of the performance of the project. Forth, campuses network construction and current applying situation in universities in Gansu, which investigates and analyses its construction and application situation with Excel. Fifth, performance analysis of campuses network construction in universities in Gansu, which puts forward the analytical process graph of university's campuses network construction in Gansu. According to campuses network construction and application situation, the performance technology can make an analysis of the campuses network construction and the existing problems in its applying situation. Finally, the causes of those problems will be analyzed from the perspective of administration, and proper upgrading strategy and suggestions based on the study will be proposed. Sixth, conclusion part, which confirms the achievements obtained in the research and shows the original ideas, meanwhile, which also gives an account of the shortcomings in the theory of the paper.
