关于电信基础设施有效利用的若干研究

摘要
电信基础设施是信息基础设施的重要组成部分,提高现有基础设施的利用率,以低成本获取高效益,是电信运营商急需解决的重要问题。本文就如何有效利用电信基础设施,从宏观和微观的角度进行研究,给出了相应的解决方案,并提出了革新传统的定价模式等举措。
     本文的结构如下:
     第一章:从信息基础设施基本概念入手,阐述了电信在信息产业和经济发展中的重要地位,并介绍了全球信息产业的发展情况。
     第二章:介绍了我国电信基础设施的现状,指出基础设施的有效利用是电信行业运营的瓶颈之一,并针对这个问题提出了解决问题的思路。
     第三章:从宏观政策的角度,提出减少重复建设、实现有效竞争,取消业务价格管制和开放电信服务业,将有助于提高电信基础设施的利用率。
     第四章:从企业运营的角度,探讨如何利用价格这一重要的杠杆来调节基础设施的使用情况。本章中比较了多种定价模式的优缺点,尝试性的提出了一个基于流量平衡的定价模式,并结合某电信运营商的实际数据,论证了在电信设施流量分布的不均衡的情况下,定价模式的改善可以显著的提高现有基础设施的使用率。
     第五章:基础设施有效利用的影响因素是多方面的,本章从技术和服务等角度出发,阐述了其它方面的因素,希望能较为全面的阐述电信基础设施有效利用的影响因素和解决办法,力图形成一个完整的框架。
     研究表明,转变经营理念、专注核心业务、开展全方位合作等将有助于我国电信产业的进一步发展。
Telecom is an important part of the information infrastructure. Increasing the utility of the present infrastructure is one of the most important measures to obtain the high efficiency at the low cost. The paper tries to offer feasible solutions to the effective use of the telecom infrastructure from both macrocosmic and microcosmic points of view and proposes some measures to reform the traditional price pattern. The paper is consisted as follows :
    Chapter One discusses the important role that the telecom industry plays in the information industry and the development of the modern information society. Also it briefly sets forth the circumstances of the global information development.
    Chapter Two introduces the present conditions of our national telecom infrastructure,points out that the effective use of the infrastructure is one of the bottlenecks for the telecom industry's operation and brings forward some thoughts as to solving this problem.
    Chapter Three offers 3 kinds of solutions from the view of magnificent policies in order to improve the utility of the telecom infrastructure.
    Chapter Four discusses how to use price,the important lever,to
    
    
    adjust the utility of the infrastructure from the view of the enterprise's own operation. This chapter attempts to offer a price pattern based on the flux balance by comparing the advantages and the disadvantages of a few price patterns. Also according to the realistic operating data of some telecom operator,proves that under the condition of the unbalance of the flux distribution,this price pattern can conspicuously improve the utility of the present infrastructure.
    Chapter Five outlines factors that affect the effective use of the infrastructure are of all kinds. Starting from the view of technical and service,the chapter expounds other kinds of factors,and hoped that it can completely expatiate the infective factors and the solutions and try to form a full frame.
    Finally,the research results are concluded. The infective factors and the solutions to the effective use of the infrastructure are shown. It suggests that changing management ideas,focusing on core business and promoting all-around co-operations are important in conducting business in telecom corporations.
