基于知识创新视角的三网融合影响机制研究

摘要
在信息化发展和产业融合的国际背景下,推进我国三网(电信网、广播电视网和互联网)的融合发展,对落实“新一代信息技术”的国家产业战略和促进信息产业的繁荣发展具有重要意义。为此,本文从知识创新的视角,在探讨了三网融合的产业融合规律和电信、广电的产业特征的基础上,分析三网融合的影响因素及其作用机制,辨析了我国现有的三网融合模式,提出了融合路径和相关政策建议。
     本文采用理论分析与文献综述相结合,比较分析与案例研究相结合等研究方法,对基于知识创新视角的三网融合影响机制进行了深入系统的研究,主要取得了如下研究成果:
     (1)比较分析了知识创新机制的理论,认为知识创新是包括知识本身、创新主体、来源、环境等因素在内的一系列复杂活动。知识创新特别是知识交叉创新推进产业在不同层面的融合。
     (2)作为产业融合的一种,三网融合具有产业融合的共同规律。从静态层次角度看,三网融合是网络、业务、终端、市场和管制的多层面融合;从动态过程来看,三网融合是一个经过初创期、成长期、成熟期和衰退期多个阶段的周期性过程。
     (3)针对目前认为三网融合只是监管、技术或市场单一因素影响的观点,提出了三网融合是技术、市场和政府管制多因素协同推进的结果。作为知识创新活动之一的技术创新,推进了产业在网络、业务、终端等多层面的融合,同时也影响了市场、管制的作用。充分发挥市场作用,推进企业之间或产业之间的博弈,实现产业重组和产业间的企业重组,特别是产业间的横向并购重组;建立合作共赢的产业生态体系、合作与交互的业务创新体系。由于电信、广电产业具有网络经济性、双边市场等特征,以及我国意识形态管制的要求,所以对于三网必须进行产业管制,但是要完善产业监管政策,厘清政府的边界,提供公平竞争的环境,把市场的交给市场。
     (4)比较分析了国外三网融合的成功经验,以及评价了国内三网融合发展较好城市的做法,提出了我国三网融合的演进路线图。认为各地区应该因地制宜地,借鉴成功融合模式的经验,在放松管制的前提下,充分发挥市场的作用,推进三网在网络、终端、市场与业务的逐步融合。
In the current international background of development of information andindustrial convergence, promoting the convergence and development of thetri-networks(telecommunication, broadcasting and Internet), is very important toimplement the national industrial strategy, i.e. the new generation of informationtechnology, and speed up the prosperity and development of information industry. Tothis end, from the perspective of knowledge innovation, combined with the law ofindustrial convergence and development, and the characteristics that special industries,i.e. telecommunication and broadcasting, this dissertation analyzes the influencemechanism of tri-networks convergence and China's existing mode of tri-networksconvergence, then puts forward the convergence path and associated policyrecommendations.
     With the combination of theoretical analysis and literature research, comparativeanalysis and case study, the main content and results of this research are listed asfollows:
     Firstly, with the comparative analysis of different theories on the mechanism ofknowledge innovation, knowledge innovation is regarded as a complex sequence ofevents,including knowledge properties, innovation subject, source, environment,and so on. In fact, what accelerates industrial convergence in different levels areknowledge innovation especially cross-innovation.
     Secondly,as a form of industrial convergence, tri-networks convergence has thecommon law and characteristics of industrial convergence. In this respect, thisdissertation considers that tri-networks convergence is a multi-level convergenceincluding networks, services, terminals, markets and government regulation from thestatic level perspective, or a life cycle process composed of in initial stage, growthstage, mature stage and decline stage from the point of dynamic process.
     Thirdly,the research puts forward tri-networks convergence is synergy results oftechnology,market and government regulation, relative to the current point of view,just results of single factor, such as regulation, technology or market. Technologyinnovation, as a form of knowledge innovation, not only promotes convergencedevelopment of networks, terminals and business, also affects the convergence ofmarkets and regulations. With fully play of market role, following are expected, firstly,promoting games between enterprises or industries, to achieve restructure between industries and industrial enterprise reorganization, especially the horizontal mergerand restructure between industries. Secondly, establishing a cooperatively andwin-win industrial ecological system, and a cooperative and interactive businessinnovation system. For telecommunication and broadcasting industries that havenetwork economy,bilateral market characteristics and ideological regulation needs,government regulation should also be considered,but at the same time, thegovernment should improve industrial regulation policies, redefine their functions,clarify the corresponding boundaries of government regulation, and provide a fairlycompetitive environment.
     Finally, with a comparative analysis of the foreign countries where tri-networksconvergence makes smooth progress, and the evaluation of China's areas wheretri-networks convergence develops better, the research puts forward an evolutionaryroadmap of China’s tri-networks convergence. What is more, this dissertation deemsthat each region should match experience of successful model to local conditions,with the deregulation, give full play to market role, promote tri-networks convergenceincluding networks, terminals, markets, business and so on.
