公共餐厨垃圾生产饲料管理研究

摘要
公共餐厨垃圾处理是我国餐饮业发展中出现的一个新问题。本文从我国国情出发,对公共餐厨垃圾生产饲料管理进行了系统研究,并把提出的餐厨垃圾生产饲料管理理论和方法应用到天津大学公共餐厨垃圾生产饲料管理研究中去。
     对我国公共餐厨垃圾的产生情况和特点进行了分析,指出公共餐厨垃圾生产饲料所具有的优势。对饲料市场需求进行了分析和预测,依据影响公共餐厨垃圾饲料化生产规模的影响因素提出了确定生产规模的方法,并分析了影响饲料产品定价的因素。
     对餐厨垃圾生产蛋白饲料技术政策进行了分析,提出公共餐厨垃圾生产饲料的技术政策的内容框架及设备选型的标准和方法。根据我国国情提出建立餐厨垃圾申报管理制度,控制餐厨垃圾非法渠道处理,同时实行免收餐厨垃圾处理费激励措施,加大对非法处理餐厨垃圾的单位和个人的处罚力度,保障餐厨垃圾得到合理处理。
     提出餐厨垃圾的收运处理采取特许经营方式,政府对餐厨垃圾资源化利用经营者提供一定的税收优惠,以鼓励私人资本进入这个领域;但政府要对经营者的服务质量和产品质量进行监督,保证社会和环境效益能够实现。
The treatment of the public food waste is a new problem in the restaurants of our country. Based on the reality condition of China, this thesis presents a systemic research on the management of producing fodder by food waste, and applies the theory and the measure into the practice of Tianjin University.
     This thesis presents an analysis on the situation and the characteristic of public food waste in our country, and points out the advantage of producing fodder by public food waste. Meanwhile,the demand for the fodder and forecast the demand in the future is Deeply analyzed. The factors that affect the scale of production are pointed out, and the method for choosing a reasonable scale is also given. Then the factors that may influence the price of the fodder produced by public food waste are found out.
     Technical policy of processing food waste into protein feedstuff is researched in this thesis. The proposal on the frame of the technical policy, and the principle and method which should be followed in equipment selection was also given. In order to reduce the amount that are illegally treated, food waste declare system was introduced. Meanwhile exempting the treatment fee and imposing a high penalty are also introduced as the assistant measure to ensure the food waste is treated legally and reasonably.
     The collection&transportation of food waste can adopt concession operation. In order to attract the private capital, Government can offer a favoured tax rate to the operators; but the supervision on the service and the quality is necessary to ensure the realization the social and environment benefit.
