基于Asp.net的基层街道办事处电子政务系统设计

摘要
随着全球经济化、信息化、网络化迅猛发展,电子政务成为当今世界许多国家和地区追求的目标、关注的焦点和实践的重要课题。电子政务是指国家各级政府部门综合运用现代信息网络与数字技术,彻底转变传统工作模式,实现公务、政务、商务、事务的一体化管理和运行,同时实现政府组织结构和工作流程的重组优化,超越时间、空间和部门分隔的制约,向全社会提供高效优质、规范透明和全方位的管理与服务。
     实施电子政务,既是政府管理改革与创新的基本方向,也是带动国民经济与社会信息化的根本力量。基层政府作为我国电子政务整体框架中的底层单位,承担着最直接为人民群众服务的任务。通过电子政务的建设,提高政府社会工作服务的效率,增加服务的透明度,将是基层政府电子政务需要解决的核心问题。
     论文从研究电子政务的内涵入手,分析了电子政务的发展概况,论述了电子政务在政务信息化中的地位,阐述了电子政务的概念、理论模型。在此基础上,构建了基于.NET平台的中小型电子政务系统。系统采用三层体系结构的解决方案,应用多级分布处理的B/S(Browser/Server浏览器/服务器)模式建立在Internet上。B/S模式的采用,更加保证了系统的健壮性和可扩充性。客户端通过浏览器完成系统内部的信息处理和信息查询,充分实现信息的共享和交流,为办公自动化和网络化提供技术支持。
     论文详细讲述了电子政务系统的设计,包括设计目标、设计原则、功能设计、体系结构设计、数据库设计和安全性设计。其中,对数据库设计和用户操作权限管理做了重点分析和研究。从全局考虑,设计了整个系统的支撑数据库,方便了各子系统的设计。根据系统的具体业务情况制订了用户权限的分配和访问控制策略,利用基于角色的用户权限管理方法,结合相应数据表的建立,很好的实现了系统的用户权限管理。整个系统完全以Microsoft visio2003进行UML建模,后台使用SQL Server 2000作为数据库服务器,使用Internet InformationServer 6.0作为信息服务器,以C#为主要程序设计语言进行设计。
With the global economy, information, Internet-based, rapid development of e-government to become the world today in many countries and regions goal, the focus of attenti-on and practice the important subject. E-government refers to government departments at all levels make comprehensive use of modern information networks and digital technologies,and thoroughly change the traditional work patterns to achieve business, government, busi-ness, affairs of the integrated management and operation of government at the same time achieving organizational structure and the reorganization of the workflow optimization be-y-ond time and space constraints and the separation of departments, the entire society to pr-ovide high quality, standardized and transparent management and the full range of servi-ces.
     Government, as our grass-roots e-government in the framework of the overall botto-m units bear the most direct services for the people's mandate. Through e-government buil-ding, and enhance the social work service efficiency, increase the transparency of service, will be a grass-roots e-government need to address the core issue.
     The implementation of e-government is government reform and innovation in basic direction of the national economy also led development of the information society and thefundamental forces. Research papers from the connotation of e-government start of the de-velopment of e-government, e-government on the information in the Chief's position, explained the concept of e-government, the theoretical model. On this basis, constructed. NET-based small and medium-sized e-government system. A three-tier system architecture soluti-ons, application of multi-level distribution deal with B / S (Browser / Server browser / server) to build on the models on the Internet. B / S mode used more of the system guara-ntee the robustness and scalability. Client system through the browser to complete the
     inte-rnal information processing and information enquiries, the full realization of informatio-n sharing and exchanges, office automation and networking to provide technical support.
     The paper described in detail the design of e-government systems, including design objectives, design principles, functional design, architecture design, database design and sa-fety of the design. Among them, users of the database design and management competen-ce to do the operation focused on analysis and research. From the overall consideration,
     the design of the entire system support database to facilitate the design of the various subsystems. According to the specific business situation developed the allocation of user rights and access control strategies, using role-based user rights management methods, with
     corr-esponding data table creation, the realization of a good system of user rights management. The entire system to a completely Microsoft visio2003 UML modeling, background use SQL Server 2000 as the database server, the use of Internet Information Server 6.0 as an information server to the main C # programming language design.
