淄博市国税局税收会计稽核监控系统设计与实现

摘要
随着信息技术的迅猛发展,信息技术的各个领域在实践中得到广泛使用。在实际工作中如何有效利用各个领域的技术,使这些技术能够更好地为业务开展服务是目前税收信息化工作中迫切需要解决的问题。随着山东省国税系统的全省征管业务数据的逐渐全面集中,使得利用计算机进行全面的会计稽核监控、辅助税务人员进行税收管理成为可能。淄博市国税局信息中心在省局的领导下,开发了会计稽核监控系统。
     本文采用Rational统一过程(RUP)为软件开发方法,以统一建模语言(UML)为分析设计描述语言,以J2EE为技术平台架构,对淄博市国税局会计稽核监控系统进行了需求分析和系统设计,具体分析设计了工作提醒、查询统计、考核结果预发布、申辩调整、考核结果发布和系统维护等功能模块。
     本文分析了系统开发的背景和国内外税务管理信息系统的发展现状,简要描述了系统需要解决的主要问题;概要介绍了系统的整体情况;对系统的需求分析和架构设计进行了描述;并对部分有代表性的实例的详细设计和实现进行了描述;最后重点地对系统税收分析部分的实现进行了详细的分析和论述,为系统测试提供了可行的功能测试方案和性能测试方案。
     本文解决的关键问题有以下几方面:
     第一,目前业界缺少成熟、规范的RUP和UML开发标准,在实际开发过程中容易产生分歧,增加了沟通成本,降低了开发效率。在本系统中通过将RUP模式与传统的瀑布模式相结合、UML和过程化文档标准相结合,从而规范了项目组内的开发规范和标准,提高了开发效率。
     第二,着重分析了会计稽核部分的难点,提出了软件重用的解决方案,缩短了开发周期,节省了维护成本。
     第三,程序的正确性和系统的负荷能力是一个系统能够正常运行的重要因素,必须进行合适的系统测试验证这些要求。在本系统中,、根据实际业务情况,提供相应的功能测试方案和性能测试方案。
Along with the fast development of information technology, nowadays, its applications also extend to tremendously vast domains. In real and concrete business environment, how to make good use of these technologies and facilitate the traditional business to a better prospect, thus make a better effect, is an urgent and pressing work for taxation administration bureaus to accomplish with respect to the work of taxation information. With the comprehensive concentration of business data for whole province tax collection and management in Shandong state tax system, it is possible to utilize computers to monitor the overall tax collection and assist directors with decision management The information center of Zibo StateTtax Bureau has developed Accounting auditing and monitoring system of tax with the direction of Shandong Provincial State Tax Bureau.
     It is noted that, through the whole project design cycle including system requirement analyses and system modeling, Rational Unified Process or RUP is used as development tool to analyze and configure software development process; The Unified Modeling Language or UML is used as standard language for specifying, visualizing, constructing, and documenting the artifacts of software systems; J2EE is used as a programming and development platform. This paper will present analyses and design for daily reminders, check statistics, examination results pre-release, defense adjustment, examination results release, system maintenance and SO on.
     This paper analyses the background of the system development and the development status of domestic and international tax MIS, describes the problems to be solved and presents the whole system descriptions brief. Further more, it gives the requirement analyses and system architecture. To illustrate, some topical samples are used to show how system modules are designed and implemented. At the end of the paper, it puts emphasis on showing the detailed analysis and discussion for the realization of the important module, Tax Analysis Module and providing system testing with feasible schemas of function testing and performance testing.
     In this paper, the following key issues are solved:
     First, there is a short of mutual and standard methodology for RUP and UML process in IT development work. As a result, different group of people have different point view from different angle. They have to spend more time to communicate and exchange ideas with each other, and the overall costs will be increased. In this paper, a combination method of RUP and traditional waterfall construction process, as well as UML and structural procedural languages introduced. This standardized software developing methodology in the team working environment.
     Second, the difficulty of the Accounting audit analysis is focused on to analysis. There will be a solution to software reuse to be proposed to shorten the development cycle and save maintenance costs.
     Third, correctness of program and capacity of system load are important factors whether a system runs normally or not, it is necessary to do eligible test to validate these conditions. In this system, according to factual business scenario, corresponding schemas of function testing and performance testing are provided.
