云南省主体功能区的划分及产业调整的初步研究

摘要
我国“十一五”规划《纲要》中提到:“根据资源环境承载能力、现有开发密度和发展潜力,统筹考虑未来我国人口分布、经济布局、国土利用和城镇化格局,将国土空间划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区,按照主体功能定位调整完善区域政策和绩效评价,规范空间开发秩序,形成合理的空间开发结构。”发达国家区域经济开发与管理经验表明,这种综合性的国土规划有利于统筹区域发展、统筹城乡发展、统筹人口、资源环境和经济社会的协调发展,符合我国实际,具有巨大的现实意义。建国以后,我国先后开展了自然区划、农业区划、公路区划、海洋功能区区划、生态功能区区划、自然灾害区划和水功能区划等诸多区划,以上工作为主体功能区划提供了参考,但主体功能区划的综合性使得其复杂性明显高于以上任何一种规划。因此,主体功能区划成为当前学术领域研究的热点。
我们试图应用经济地理学、区域经济学、环境规划学和产业经济学的相关理论,界定主体功能区的概念、内涵及其基本特征,将科学发展观和统筹区域发展的基本理念融入其中,归纳主体功能区划分的指导原则,并根据该原则选取表征主体功能区相关属性的评价指标,构建指标体系,依据指标体系的特征选择合理的评价方法,对云南主体功能区的划分进行实证研究,探讨云南主体功能区的空间格局特征,并对各主体功能区从产业角度进行研究并提出促进区域经济发展的相关政策和策略,对云南区域经济管理和发展有重要实际指导意义。
全文分为六部分。第一部分为绪论。本部分首先分析主体功能区提出的现实背景和实际意义,然后通过国内外相关研究的集中探讨集成主体功能区划分的理论方法,最后提出主体功能区划分的基本思路与技术路线。第二部分是主体功能区划分的理论与方法的集中探究。根据国家相关文件,对主体功能区的概念、内涵和属性特征作全面深入剖析,并据此提出主体功能区划分的指导原则,在此基础上选取主体功能区划分的方法并构建主体功能区划分的指标体系,设计主体功能区划分的步骤。第三部分为云南经济社会发展条件、现状和问题研究,该部分是对云南进行实证研究的准备工作。相比一般经济社会发展条件、现状和问题探讨,我们更注重在空间格局上的研究。第四部分和第五部分是本文的核心部分。第四部分是在获取指标数据后,通过对云南各地区资源环境承载力、开发密度和发展潜力的主成分分析,计算各模块综合指数并进行初步聚类,然后通过各主成分得分的深入分析,修正三大模块的聚类,得出云南各地区在三大模块上的分类。然后应用主体功能区划分的步骤和方法对云南主体功能区进行初步划分并分析其特征。第五部分是云南主体功能区建设中的产业调整研究。首先对推进主体功能区建设的政策体系以及产业政策的地位做系统探讨。然后,按照层层推进的思路对云南主体功能区的产业结构分析。最后,提出云南各主体功能区的产业调整对策。第六部分为全文的结论与讨论。对全文的研究内容进行结论性总结,包括研究的创新点和需要进一步深化和探究的问题。
本研究在综合前辈各种国土规划的基础上,对新时代主体功能区划分的理论、方法、政策体系作了初步系统研究,并以云南主体功能区的划分为例进行了实证研究,具有一定的理论价值和现实意义。
Our country's the fifteenth planning schema mentioned that we will divide our land into majorizing exploitation zone, key exploitation zone, restrictive exploitation zone and forbidden exploitation zone based on every area resources and environment capacity, present exploitive density and developing potential, consider and overall plan our country future population distribution, economy layout, the land use and urbanization pattern, and then adjust and perfect the regional police and achievement appraisal according regional subjective function so as to forming the reasonable spatial development structure. The developed countries regional economic exploitation and management experience indicated that, this kind of comprehensive land planning is advantageous to plan the region development, plan the city and countryside development, plan population, resources environment and the economy society developing harmoniously, it conforms to our country reality and has the huge practical significance. After our country founding, we have launched many planning about natural, agricultural, road, marine, ecological function zone, natural disasters, water function zone and so on. All of the practices provide reference for the subjective function zone, but the subjective function zone division is more complex than any other planning because of its syntheticity. Therefore, subjective function planning become the hot spot in the current academy.
We tried to use some theories of economic geography, regional economy, environment planning and industrial economics to define the concept, content and basic features of subjective function zone first; they interfused the idea of scientific development concept and plan regional developing. Then we induced the guiding principles for subjective function division and selected some evaluation indicators which related the attributes of subjective function zone to constitute indicators system according the guiding principles. The next work were collecting the dates about indicators and chose the rational evaluation method, then made a practical study on subjective function division of Yunnan province and approached the spatial structure features. The last steps were studying the spatial division from the view of industrial and bringing forward polices and strategies to promoting regional economic development.
All of the text was constituted from six parts. The first part is an introduction. First of all, it took an initial understanding about subjective function division through the background and significance of its creation, and then integrated the theory for subjective function dividing through the discussion about domestic and international relevant research. Finally, it brings forward the ideas and technical line for subjective function dividing. The second part was concentrating inquiring of theories and methods for subjective function dividing. According the relevant documents of government, it explored the concept, content and features about subjective function zone in-depth and according it to bring forward the guiding principles, construct the indictors system, chose the method and designed the steps to divide subjective function zone. The third part was the study on the economic and social developing conditions, status and issues. It was the preparatory work for Yunnan subjective function zone research. Compared to the general study on economic and social developing conditions, status and issues, we pay more attention to the spatial pattern on them. Part IV and V are the kernel part of the essay. The forth part's contents are very complex, first was to acquire the indictors date, then used the principal component analysis to analyses three modules which are resource and environment capacity, present exploitive density and developing potential, we got the index number of every module. Next step was to cluster areas initially. Then made an in-depth analysis for every area referencing they principal component scores and ameliorated the initial cluster on the three modules. Finally, we divided the subjective function zone preliminary and analyzed its character using the steps and methods which we designed for Yunnan subjective function division. Part V is the industry adjustment research for Yunnan subjective function zone building. First of all, we will study the policies system and the position of industry polices systematic for promoting the subjective function zone building. Then make a more accurate and comprehensive understanding on industrial structure about every subjective function zone in accordance with the idea of promoting layer by layer. Finally, we made a study on the industry adjustment policies for every subjective function zone. The sixth part of the text is conclusion and discussion. We will summary all contents of the paper, including the innovations and the issues that needed to further explore deepen.
The study made a systematic initial research on the subjective function zone division's theory, methodology and policies system based on synthesized various land planning of predecessors, and divided the subjective function zone for Yunnan practically. It has some significance on theory and practice.
