关于韩国和朝鲜促进经济共同体的研究

摘要
至今在韩国关于韩国和朝鲜促进经济共同体的论议,呈现的局面是韩国政府是政府,学界是学界,或者根据过去政府的性格和学界的趋向,各自固守不同的主张和理论。此外,在像现在一样的韩国和朝鲜的交流合作冷却期,认为对促进韩国和朝鲜的经济共同体进行议论还为时尚早,在韩国社会关于韩国和朝鲜的经济共同体促进的议论引起了很大的混乱。这种混乱只是认为韩国和朝鲜的经济共同体是一个完成的形态,而不认为是过程,这一点更加重了混乱状态。
     但是朴桂惠政府新设后,从当前局势来看,急切地需要检测韩国和朝鲜的经济共同体促进政策,政府和学界有必要从一致的新方向来接近政策,分析当前的韩国和朝鲜的关系,研究韩国和朝鲜的经济共同体促进,本人认为现在的韩国和朝鲜的关系冷却期可以增加本论文的价值。
     韩国和朝鲜的经济共同体虽然也可以说是‘韩国和朝鲜之间一个单一的经济圈’这个最终面貌,但同时也意味着‘形成单一经济圈的过程’。像这样将韩国和朝鲜的经济共同体促进理解成一个过程是因为没有韩国和朝鲜经济交流和合作的进展是无法实现韩国和朝鲜的经济共同体的。即因为韩国和朝鲜经济交流和合作完成的形态正是韩国和朝鲜的经济共同体。因为不言而喻,韩国和朝鲜的经济共同体促进正是走向统一之路。随之,本研究包括关于韩国和朝鲜的经济交流和合作活性化的研究,从长远的角度,以韩国和朝鲜的经济共同体促进完成为目标来进行。
     此外,世界经济在世界化(Globalizatiom)的强大趋势中,韩国和朝鲜的经济共同体促进对东北亚经济合作是非常重要的课题,在东北亚地区目前只对经济合作强化的必要性存在论议,还未带来具体的成果,这是因为该地区内国家的政治经济体制的差异、历史文化的葛藤、经济发展阶段和水准的差距及韩国和朝鲜的经济交流和合作没有太大进展的事实也是重要的因素,从目前的局势来看,关于韩国和朝鲜的经济共同体的论议和研究具有非常大的意义。
     本论文的研究选择先进行理论研究,然后进行实证研究,以动态的·现实的和展望的的研究为中心,以历史的研究为辅的研究方法。理论和实证的研究方法首先确认关于经济共同体的核心理论-关税同盟的静态效果和动态效果理论是否适用于韩国和朝鲜的经济共同体促进以后,对韩国和朝鲜的经济共同体促进的必要性和可能性及其目标、促进战略、促进方式、促进方案通过理论、实证和论理进行说明。此外,指出为促进韩国和朝鲜的经济共同体,现韩国和朝鲜经济交流和合作的成果及制约要因后,对其改善方向、制度化方案也进行了理论的论议。
     国际的研究方法是通过深刻地研究世界其他国家,如欧洲、南美、北美等国家过去数十年间的经济交流和合作经验和教训,揭示韩国和朝鲜的经济交流和合作的启示,通过对应的研究方法,本研究的最终目的是展现韩国和朝鲜的经济共同体蓝图,对现韩国和朝鲜经济交流和合作状况提出韩国可以促进的政策根据和具体的对应政策。统计的研究是为了综合地收集、分析现有的文献和资料,对国内和海外的文献实施调查,收集、分析统计厅、统一部、产业资源部等政府机关保有的统计资料,同时收集、分析KOTRA、贸易协会、全经联等经济团体保有的资料。此外,不仅收集、分析朝鲜日报、中央日报等韩国内舆论媒体保有的信息和资料,而且还收集、分析朝鲜的劳动报、民主朝鲜等报纸和“经济研究”、“金日成大学学报”等朝鲜的资料,通过这些对现韩国和朝鲜的经济交流和合作状况利用文献或统计分析方法来解析,提出韩国准备对应政策的根据。
     本论文共由8章构成,第1章为绪论部分,主要涉及与本论文相关的研究背景、研究意义、国内外研究状况和评估、研究内容、研究方法和研究贡献度等,第2章为关于经济共同体促进的一般分析,对经济共同体的意义、类型、必要性、可能性和至今为止韩国和朝鲜的论议进行分析,第3章提到与经济共同体相关的核心理论及可适用于韩国和朝鲜的理论,第4章对韩国和朝鲜的经济共同体促进目标和经济共同体适用模式等提出各种方案,进行具体的比较分析,第5章对目前正在进行中的韩国和朝鲜的经济交流和合作确认促进经过和相互贸易比重和特性及弱势因素,第6章通过分析韩国和朝鲜的经济交流和合作的成果,进一步分析经济交流的政治、经济、文化成果和经济合作的实态和制约改善要因,第7章将经济共同体促进的促进战略分成几个阶段,具体地表明各产业、地区、业种促进战略,第8章表明为促进经济共同体,韩国和朝鲜从各自的立场及韩国和朝鲜应共同促进和需要制度化的课题和方案,明确表明韩国和朝鲜的经济共同体促进的实际制度化方案,最后得出论文的结论。
     韩国和朝鲜的经济共同体促进的前提条件是必须成为韩国和朝鲜可以共感和共有的经济共同体,这里促进韩国和朝鲜经济交流和合作的制度化是为了韩国和朝鲜稳妥地完成经济共同体,在促进过程中持续地准备必要的制度补充措施,基于国家相互间的合议和协约,在包括贸易货币在内的经济各个领域适用共同的政策。随之,本论文中提出来的韩国的制度化方案是对北朝鲜问题的新接近,同时消除朝鲜的体制不安,并行和促进韩国和朝鲜的和平稳定进程和经济交流和合作事业,勾画出一幅韩国和朝鲜有阶段、有体系的经济发展蓝图,并长期和分阶段地促进,此外,应改善、规制和缓和经济合作相关制度,简化行政程序,设置对朝鲜相关机构,消除重复和非效率因素,将构筑部门间紧密的合作体制形成制度化
     朝鲜也大胆、积极地促进改革和开放,执行积极的招商引资政策,将执行韩国资本优惠措施等方案形成制度化来促进,韩国和朝鲜共同定期进行对话,设立和运营韩国和朝鲜的经济交流和合作的常设机构,启动韩国和朝鲜的经济合作共同委员会,设置经济合作代表部门,提出认证民族交易等的制度化方案。
     目前在韩国和朝鲜经济交流和合作促进过程中出现的各种问题,大部分的归责事由在于韩国和朝鲜双方。可以说这些问题根本上源于不稳定的韩国和朝鲜关系及对朝鲜的体制维护的不安感等。在不稳定的韩国和朝鲜关系中,为了促进韩国和朝鲜经济交流和合作的活性化,并最终完成韩国和朝鲜的经济统合,应通过积极地合议经济的和经济外的制约要因或根据韩国和朝鲜各自的政策判断来改善和缓和。此外,为了解决这些制约要因,韩国和朝鲜合作,促进制度化进程是经济共同体的先决课题,只有这样才能确保韩国和朝鲜经济交流和合作的稳定性,并最终完成经济共同体。
     希望本论文中提出的韩国和朝鲜的经济共同体促进的制度化政策方案成为新处罚的朴桂惠政府的对朝鲜政策的重要参考。
The South Korean government had different argument and theories ofpromotion of economic community of South Korea and Joseon depending uponnature and inclination of the government, academic world and government in thepast. In the era that both South Korea and Joseon have frozen informationexchange and cooperation, discussion on promotion of economic communitybetween both was thought to be early and discussion on promotion of theeconomic community has been fallen into a chaos. The chaos thought of aneconomic community of both South Korea and Joseon not to understand aprocess that accelerated chaos. When Park Geun-hye government took power atthe moment, political check of the promotion as well as political approach fromnew point of view of the government and academic world was urgently needed:So, the study investigated relations between South Korea and Joseon to examinepromotion of economic community of both and to add values of the study at thetime of frozen relations between both.
     The economic community of both indicates final shape of ‘single economicregion between South Korea and Joseon, and means ‘a process of promotion ofsingle economic region’. The promotion of economic community of both SouthKorea and Joseon was thought to be a process, and the economic communitycould not be realized without economic exchange and cooperation between both.This was because economic exchange and cooperation between both waseconomic community and promotion of economic community between both couldbe a road of unification of the Korean Peninsula. This study investigatedpromotion of economic exchange and cooperation between both with a goal oflong-term economic community between South Korea and Joseon.
     In the era of globalization of world economy, economic community of bothSouth Korea and Joseon was thought to be very much important from point ofview of economic cooperation in North East Asia: And, economic cooperation inNorth East Asia was discussed not to produce concrete outcome so that economicexchange and cooperation between both were not made to have difference ofpolitical and economic system, historical and cultural conflicts and difference ofeconomic development stage and levels in the North East Asian region. At themoment, discussion and study on economic community of both countries wouldbe much valuable.
     This study adopted theoretical study preliminarily, empirical studyadditionally, historical study focused on dynamic, practical and forecasting studyin supplementary way. The theoretical and empirical study investigatedpromotion of economic community of both countries based on theory of bothstatic effect and dynamic effect of customs union, important theory of economiccommunity, and described needs, possibility, goals, strategy, methods andprograms of promotion of the economic community in theoretical, empirical andlogical way. And, the study described outcome and limitation of economicexchange and cooperation between both for promotion of economic communityand discussed theories of reformation and systems.
     The study investigated experience and lessons of economic exchange andcooperation last tens of years of Europe, South America, North America andother countries, and gave implications of economic exchange and cooperation ofboth countries: Final goal of the study was to examine vision of the economiccommunity of both and to give political background and concrete counteractionsthat South Korea could promote to do economic exchange and cooperation forboth countries. The study collected existing literature and material to investigateliterature at home and abroad and to examine statistical data of the NationalStatistics Service, the Ministry of Unification, the Ministry of Industry andResources and others, and investigated data and material of KOTRA, KITA, andthe Federation of Korean Industries, etc. And, the study investigated material ofChosun Ilbo and Jungang Ilbo and other South Korean daily news, and dailynews of Joseon such as Rodongsinmun, Minjujoseon and academic material inJoseon such as ‘Gyeongjeyeongu’ and ‘Journal of Kim Il-seong University’, andmade use of literature and statistical data of economic exchange and cooperationof both countries to suggest a way as well as base of South Korea’scounteractions.
     The study consisted of8chapters: Chapter1described research background,values of the research, research and assessment at home and abroad, contents ofthe research, research methods and contribution to the research. Chapter2thatwas general analysis upon promotion of economic community investigated values,types, needs and possibility of the economic community and discussion betweenboth countries. Chapter3investigated not only important theories of economiccommunity but also theories for South Korea and Joseon. Chapter4investigated goals and models of the economic community in various ways. Chapter5investigated promotion, trade weight and disadvantages of current economicexchange and cooperation of both countries. Chapter6investigated political,economic and cultural outcome of the economic exchange as well as actualconditions and improvements of the economic cooperation. Chapter7describedpromotion strategy of the economic community of industry, region and businesstype by stages. Chapter8gave subject and programs that both countries shouldjointly promote to develop the economic community, and described systematicprogram of the economic community and described a summary.
     The both countries should have consensus and share the economic communityso that they should have mutual economic exchange and cooperation system torecover stability of both countries and to have systematic supplementation at thepromotion and to have joint policies of international trade, currency and othereconomic areas based on mutual agreement and consensus. In this study, SouthKorea should help Joseon solve systematic instability with new approach toJoseon’s nuclear bomb threat to settle peace in both countries and to doeconomic exchange and cooperation and to give forecast of systematic economicdevelopment of both countries by stages in long term basis and to improveeconomic cooperation system and to alleviate regulations and simplifyadministrative procedures and to get rid of overlap and inefficient factors and setup cooperative systems between departments.
     Joseon should take actions of reformation and opening actively to adoptinvestment promotion policy and preference of South Korean capital and to haveregular meeting between both countries and to open the committee of economicexchange and cooperation between both countries and to admit of opening ofrepresentatives of economic cooperation and Korean people’s transaction.
     Not only South Korea but also Joseon should be responsible for problems ofpromotion of economic exchange and cooperation between both countries. Theproblems were originated from instable relations between both countries as wellas unstable system of Joseon. Both countries should improve and alleviateeconomic and non-economic limitations according to political judgment topromote economic exchange and cooperation and to integrate economy of bothcountries. Both countries should firstly cooperate each other to solve limitationssystematically and to do economic exchange and get stable cooperation and to complete the economic community.
     In this study, policy of the system for promotion of economic community ofboth countries would help new Park Geun-hye regime prepare governmentpolicy against Joseon.
