山东省农业银行全额资金管理系统的设计与实现

摘要
资金管理是商业银行最重要的业务,也是管理、决策最复杂、最困难的金融业务之一。因此建设一个全面反映资金运营状况、实时监控资产负债结构变化、快速实施资金管理政策、有效防范金融风险的资金管理信息化平台是必要的。通过实施先进的全额资金管理系统来帮助山东省农行达到以下目标:转变经营理念,推进全行经营战略转型;激发经营活力,加快有效发展;优化负债结构,控制成本上升;改善资产结构,提高收益水平。促进业务稳健发展,树立良好商业银行的外部形象;精确化资金运营管理,有效控制资金流动性风险;适应利率市场化需要,增强产品定价能力;扩大应用领域,改善考核机制。本文经过分析银行资金管理的实际需求和业务流程,设计和实现了全额资金管理系统
     首先,本文在讨论全额资金管理系统项目背景和对其开发设计所面对问题的基础上,运用面向对象的分析方法分析了系统的功能需求和非功能性需求,并以统一建模语言(UML)作为分析设计描述语言,对系统需求以用例场景和用例图的形式详细说明。
     接着,在需求分析基础上,我们进行了全额资金管理系统架构设计。首先根据系统需求提出系统设计目标和原则,然后分别对系统技术架构和功能架构进行了设计。在功能架构设计中,讨论了系统各部分的功能组成,最后给出功能结构图。并对全额资金管理系统中的资金调度和资金计价子系统进行了详细设计。首先对各个模块的设计进行了描述,并根据GRASP模式来建模,通过需求分析中得到的用例场景描述和用例图分别对两个子系统的各个模块进行了详细设计。
     最后,我们在详细设计的基础上,对各个子系统的实现先作了简单介绍,重点给出了资金计价子系统和资金调度子系统的实现。并对系统中报表功能的实现作了介绍。
     包含了以上设计思想和技术的资金管理系统已经在山东省农行得到了成功的实施,山东省农行以此为依托,将全额资金管理作为深入实施经营战略转型的重要措施之一,全面推进各项改革。整体进展顺利,收效显著。实践证明该系统成功的满足了山东农行的需求和技术要求。
     如何充分利用现有硬件和软件资源,挖掘系统潜能,对系统进行进一步优化是下一步要解决的主要问题
Capital management is the most important commercial banking operations, the most complicated management and decision-making, the most difficult one of the financial business. Therefore, it is necessary to construct an informationization platform of capital management which could fully reflect the operations of funds, monitor the real-time changes in the structure of assets and liabilities, implement the capital management policy quickly, effective guard against financial risks. Through the implementation of advanced capital management system will help Shandong Agricultural Bank to achieve the following goal: Changing business philosophy, promoting entire bank business strategy reforming; stimulating business vitality, accelerating the effective development; optimizing the debt structure, controlling rising costs; improving asset structure, raising the level of benefits. Promoting the stable development of business, establishing a good image of the external commercial banks; precise management of the capital, effectively controlling of the liquidity risk; adapting to the needs of market interest rates, increasing product pricing, expanding application areas, improving the assessment mechanism. This paper analyzes the requirement, management flow, designs and implements a Capital Management for Bank System (BCMS).
     Firstly, this paper bases on the discussing of Capital Management for Bank System, analyses the functional and non-functional requirement through Object-Oriented Analysis method. UML is used as description language to describe particularly the system requirement with use case scene description and use case.
     According to the requirement analyzing, this paper gives the system architecture design. Based on the system requirements, this paper puts up the system design goals and principles, and then separately discusses the technology and functional structures. In the functional structure, this paper discusses the composition of each part, and finally puts up a function structure drawing. And detailed designs to the capital allocation subsystem and the denominating capital subsystem. First of all module design has been described, and in accordance with GRASP patterns to modeling, By using the use case scene description and the use case from system requirement, he detailed design of the two subsystems.
     At last, based on the detailed design, this paper introduces each parts' implementation, And emphasizes the realization of the denominating capital subsystem and capital allocation subsystem. This paper carries out report's function.
     Has contained the above design concept and the technical BCMS already obtained the successful implementation in the Shandong Province agricultural bank, rely on this, will the full implementation of in-depth fund management business as a strategic transformation of one of the important measures to comprehensively promote the reform. Overall progress smoothly and significant effect. Practice has proved that the success of the system to meet the needs of the Shandong Agricultural Bank and technical requirements.
     How to use the existing hardware and the software resources, mining the system potential, optimize the system further is the key point which next step works.
